It is entirely intentional that him being Lisa's guide comes across as an intensely uncomfortable situation for her, the moreso because Frank is obviously perceptive enough to notice and doesn't seem to give a shit. Lisa is in a very bad position because of these people and nobody here is her friend save that they don't appear to actively want her dead instead of gone as a solution to the security risk she represents.

She is unhappy, and rightly so. We'll see later how she deals with that and her situation.
 
I wouldn't worry about that. GPS transponders are everywhere in the interior. Not, like, ubiquitous, but with infrastructure devastated, satellite-based networking equipment is basically it. Anybody of means has stuff that runs off a sat. One more signal coming on isn't really a thing anybody notices. It's like somebody on the run in FCNY pulling out a phone. You aren't going to get somebody at Electronics and Signals division raising their hand saying, "Sir, we've got them! A new cell phone just came online at 5th and Broadway!"

Unless you know which transponder to be looking for, it doesn't mean much. And nobody knows which one to be looking for, or even to be looking. Leaving aside the challenges Japan would have tracking signals on PACS-aligned GPS networks.
I mean presumably they have CCTV and their drones probably record what they see, and if they identify her, they'll probably at the very least start Investigating (unless Australia openly supports the Cascadian resistance) I do have to wonder whether that missile the Greens used to sink that warship was a recent additional to their arsenal because I feel like the neo IJN would be a bit more cautious if the locals had sunk their ships in the past.
 
Well, yeah. That's why she's leaving the city. I'm just pointing out that they have no particular means to tie her to any given GPS signal at the moment.

Also worth noting: the missile attack appears to have damaged a warship. That vessel started turning sharply after the impact, but it was still afloat. The one that exploded didn't seem to have been hit by any missiles at all.

We have one suggested new option for the Department of State, which I've statted here:

Department of State:

[] Request Attaches from FCNY and the NCR: You have a dire need for new experts, which California and New York possess. Issue is, your fellow Revivalists are also winding up to undertake colossal, ambitious projects of expansion and development, for which experts will be critical. They will charge through the nose so they can hire replacements; however, this has the advantage of being able to rely on their recruitment, giving you faster and more precise options than sweeping the Diaspora would yield. That said, there's only so much depth to this well. Best used as a short-term bridge or as a supplement to a more general recruiting drive. Successes Needed: 1. AP Limit: 2. DC: 20. Effect: Strike deals for trained experts with FCNY and California at extremely generous rates. Able to specify what class of experts needs priority and get them quicker. Gets fewer experts than contacts in the Diaspora would give.

State Department is obviously critical here; we've got several government departments begging us for Expatriate Outreach. I'm hoping that Establish Council Representation further eases future efforts towards To St. Louis, And Beyond.

Domestic Affairs has three building crises but we don't have the free dice to handle them all, and at least for now the PCPP is mediating coalition talks. Which is nicer of them than I expected. Hopefully we can get the refugee crisis vaguely sorted-ish and begin to get a handle on the Gary-Detroit dispute and then come back to the wobbly coalition issues next turn.

Security's AP hell may well be partly a lack of analysts, so we need to work on that. The Minnesota issue is the one where we have the biggest problems of force projection and need to resolve the crisis the fastest, at least in my opinion. Someone could reasonably disagree and prioritize the Shawnee.

The main advantage of this plan vs Simon's is the Bureau of Taxation. I think it's vitally important to get this done ASAP, because more funding = more AP to accomplish our priorities with. DC 40 means it's unlikely to finish this turn with this plan, but getting a success banked would be very nice.

Ah, no. They are a colony and explicitly so.
What routes would attaches from the west coast even use? The overland route sounds pretty hostile, do we have an airport?

I have laid out my reasoning for taking retraining before, but it is completely understandable if you missed it, since it was inside the longer discussion I had with Simon.
To address your criticism: The best course of action IMO is to take a filler action in tech, since the retraining requires experts and timing to be done properly. Since we will only get experts at best one turn from now, I decided not to take Retraining Campaigns, to be able to time the action to correctly coincide with further factory expansion.
So, the choice remains between getting presses and refilling our old world equipment. And I'm more in inclined towards towards getting old world equipment, since it allows us a immediate edge in the case of hostilities with the Minnesotans, while building semi-modern planes is something years removed from our current abilities.

Rationalist is also the one who pitched the write-in, so he may have some edits in mind when he returns.
I think I'm good. Getting a slice of the expat pie ourselves seems like the action with priority, with the write-in as a follow-up to fill in some gaps.
@PoptartProdigy The action isn't mutually exclusive with Expatriate Outreach, right?
