There is the sensible option. Then there is having a big fuck off navy with carriers and fast battleships so we can yeet the Jerries and Japanese. I know which I prefer.

Sure, let them weaken themselves; some people might get in the crossfire, and we might be blamed for not intervening, but the resultant violence give us a casus belli which we can use to crackdown on our political enemies.

Although it would be tempting to strengthen the army, let us not forget that when the civil war inevitably begins, the internationale and Mitteleuropa will flock to the CSA and AUS to deliver supplies and men; ensuring that our navy is strong and well-oiled not only decreases the likelihood that they'll be defectors within the navy, but also increases the likelihood of establishing at least some sort of punitive blockade to cut our enemies off from their benefactors.

The Bureau isn't built for this kind of operation, and escalation may just make things worse.

The Navy is the key to Fortress America. We should not neglect it at a time of rising international tension.

I don't feel particularly strongly on any of the branches, but I do wish to point out that the Navy would have significantly more use than when actually playing Kaiserreich. Consider in particular that the Syndicalist powers of France and Britain would be highly inclined to support the SPA on the breakout of the civil war and that such support could only arrive in any meaningful amounts by the sea. A large stockpile of fuel oil combined with the loyalty that comes with a raise would ensure that the Navy remains more or less intact upon the outbreak of war and that it would be powerful enough to prevent meaningful Syndicalist aid from reaching the SPA via the sea. Of course this is predicated on the SPA starting or being on the verge of having access to the sea once the cards fall, but I don't think it can really be discounted.
