Area 8 and 9 would be a waste of her talents and Xiaobao... Kaguya is many things but I don't think she is what Xiaobao needs.

I think the two governors are prime targets to either be assets or problems in our immediate future. With Australia being our goal for the immediate future, they are important to either get on board or out of our way. I don't think this assignment will be for eternity, but this looks like a good starting place. I am highly doubtful of Kaguya going against our interest, except if we go after Japan or strong Japanese interests. In this case there should be no conflict of interest, and she herself will try to prove herself to enter our true inner circle.

kaguya staying out of it when she should manage the relations with the areas closest to japan? i think she is far more likely to use the info to japans benefit than she ever could the chinese connections

we already are involved and have been since we granted xingke asylum so unless it turns very badly for tianzi (sunken cost fallacity) we should try to adjust the scales in her/our favour

sure kagyua could try to take advantage for japan as well but lets not forget that the chinese are currently just as thankfull to us as they are towards kaguya and if she ask for something too skewed in japans favour then the chinese will wonder about it and maybe contact us personally and landing kaguya in big trouble with us which would be extremly risky for her especially since her father pretty much handed her over to us

It is far harder to involve herself or get her fingers into an area where she has no personal connection to. None of the governors are her childhood friend. The notion that Britannian Governors will just bend over for a Japanese girl is more than a little bit unlikely. Furthermore, she does not manage our relations to them, that would be diplomacy, she choose intrigue. Therefore, she has kind of a need to have someone on the other side to act on the information she could get. In China, she has already demonstrated, she has such a recipient. With her bridge to her father kind of burned it is unlikely that she has someone like that in Japan and unlikely that the actions of these areas to be of real importance to Japan. Compared to the importance CF has to Japan...yeah honestly in both cases the CF offers far more influence for her. They can offer more to Japan and it offers more to her.

This is a sunk cost fallacy. Just because we invested a little bit in something does not mean we have to go all in on it. This is one of the big three we are talking about and my point is also less about us choosing to go for it then about Kaguya using our information network to enter the CF political game. One would be our choice, that can be done either way and would have actually profited from her help in the diplomatic sphere, the other is out of our hands.

She is not a diplomatic envoy and not the CF is thankful to Kaguya, only the Tianzi. That Kaguya will always look out for Japan is a fact, she stated as much. It is her life-long dream to see the Japan of her dreams come into existence. To suggest she has given up on this is wrong.
I have not said she would go about it like a fool. I explicitly stated she would not do that. But she can harm us indirectly. For example, she got hold of information useful for the Tianzi, but we have no intention of getting involved in the conspiracy or infighting right now, because the pirates just act up. She acts on her own and as a result, our agent just got burned. And this agent leaves a trace...a problem that we now have to solve.

A simple scenario how an independent actor, with their own primary interest superseding any allegiance to us can harm us even indirectly. The CF is one of the three most powerful superpowers and involving ourselves in their political infighting is considered an afterthought. I honestly think the danger we are involving ourselves in has not really been realized. Such powers don't have friends or even allies. Their gratitude is not eternal or even long-lasting. And on the by involving ourselves in their power struggle will not be looked upon kindly. Would any superpower look kindly upon foreign influence? Hell, the fuck no!

Personally, I don't get why you want to argue about this. The vote is as one-sided as you can wish for. The CF vote is winning by a landslide.
