2) The idea was that it is shown to be possible, and there is the distinct possiblity that he could power down / exhaust his authority before undergoing a ritual, or some other process that would make the power requirements less ridiculous. Okay, first of all what basis do you have to assume Authority is exhaustible? Far as I'm aware, it's not per se something from DBZ canon and I recall no case of seeing a god 'exhaust their authority' as yet. Secondly, 'limited success' by no means proves Goku should have already cleared up the problem.

Like, you are throwing these really out there possibilities that we have no strong evidence exist/matter as if that means this necessarily shouldn't be a thing.

My basis was very feeble, and I feel silly relying on it, but Authority can be broken (Chronoa's problem), and Karen seemed to have to exert herself to use her Authority.

It's also a game in which Hercule, an ordinary martial arts champion with zero ki training, can lolstomp Raspberry, who's a soldier capable of genociding the entire Earth pre-Goku and can presumably blow up planets. The balance between characters is perfectly fine. It's just that certain abilities (cough God of Destruction's Anger cough) are ridiculously overpowered, and you have access to virtually every ability in the entire series through your custom character.

But Master Roshi invented the Kamehameha, and is an accomplished ki user. Hercule has none of that. He is, canonically, perhaps the only Z-era fighter weaker than Raditz. The only reason he didn't die when Cell bitchslapped him into the mountain is because anime logic. That doesn't make him tough enough to go up against a literal one-man army and win.
