So no matter the exact results of the Personnel subvote, we are guaranteed to get another +5 to Infrastructure. Consequently, our 2 dice average goes up to 109, which confirms we can get away with putting just 2 dice into Augustgrad and reasonably expect to complete it by the end of Q3. That leaves 3 dice available to dump into other projects. Probably a split (or else allocation of free dice) between Nephor II and Brontes Orbital Phase 2.
 
I did an analysis of why 4/3 might be slightly better at 3/4. I don't think that either combination is going to spell doom, tbh, unless NIM gets pushed off again in Q2 or so on.

I guess it also depends on what gets shortened by it. If the SCVs get shortened by 50, that would make 4/3 even more attractive, whereas if it doesn't but NIM does, it'd make 3/4 more attractive. If both that kinda gives the edge to 4/3 just in terms of trying to get closer to completing both.
If both get reduced by the T&D Works, we might consider adding the remaining Free die in this category; try to ensure both will complete in turn 2; some sort of 4/4 or 3/5 split between SCVF/NIM, depending on the details. Would net us both the income from NIM and the labor-savings from the SCVs.

E: Oh, I will say that I'm skeptical that SCVs will improve NIM, just because SCVs seem more like a large construction project kind of bonus. Infrastructure things rather than "rebuilding the existing industrial plants."
...okay? Not gonna lie; that seems really weird to me, given how SCVs are extremely versatile work- and construction-vehicles, and things like clearing rubble and rebuilding destroyed buildings - whether that's bridges, apartments, or factories - seems right up their alley.

My suspicion is that the problem is less the rubble (or rather that's a smaller problem) and more the rust and outdated systems and etc. But we'll see.

C&T fixes our punishing personal negative while making progressive palace steps easier. The Relief Committee touches up some of our worse modifiers and makes building decentralised resiliency easier. Milspec fails to excite me.
