Yep.assuming 3 out of 6 possible dice results are a success for the enemy,
look at 3/6, the enemy has a 0.5 chance (= 50%) to hit,
with the debuff that becomes 2/6, a 0.3333333333333333 meaning about a 33% chance to hit,
reduction from tier above is 0.33333333333333337 (~33%) that means the expected damage is ~33% less than without the debuff.
One further note: If you reach -3 or +3 accuracy, that doesn't totally eliminate hits/misses. Instead, the rule becomes "on a 1 (if accuracy +3) or a 6 (if accuracy -3), roll another unmodified die and follow that." So you get a 1/12th hit chance or a 11/12ths hit chance.
Of course, you can keep repeating that logic indefinitely. An accuracy of +12 comes out to "if you get 4 natural-1-s in a row, then roll a 3 or less, you miss."

I'm not sure what you mean exactly.@Robinton, does it feel like there is more water in the telekinesis range well, or like it would be better to switch up approaches?
- Can you keep practicing TK range and hope to get improvements? Yes. They might be quick, or very slow, but they'll happen with practice.
- Can you TK water out of the ground to partially resist droughts? Yes, and more range - or, probably better yet, more Water skill - would help. You might want to flat-out try to design a Tree for this...
- Can you practice TK on Water? Yes.
