Also, since I know, that you worry about an invasion by Morvak, then I wonder, if you would prefer to spy on Morvak rather than starting an internal spy network
I thought about it but the internal spy network is more important, and it's less that I worry that we'll be invaded by Morvak then I think that the risk of invasion at all (of which Morvak is a leading contender for a suspect) is too high for me to feel comfortable to demobilize a fourth of the army.

When we're in a better position internally I would be a lot more willing to do so.

The reason I'm having marshal also hunt bandits is that it's an easy way to both increase our revenue and gather legitimacy by restoring order. And the sooner we deal with all the bandit modifiers the better.

I didn't literally include every single possible thing the Councillors could do, just the ones that seemed most relevant or interesting or necessary as appropriate. The write-ins are because I can't literally imagine everything. I would ask you to be sparing with write-in councilor tasks, just for the sake of simplicity.

Everything except for the selection of the Keeper of Envoys and the Keeper of Justice MUST BE BY PLAN as obviously some of these choices are mutually exclusive or otherwise cannot be combined. The [ENVOYS] and [JUSTICE] votes should not be part of a plan. Everything else must be.

Is a widely respected expert on inheritance law, and his family has long funded a College dedicated to the study of the law in their domain, which is respected in and out of Halrun. Not progressive by any means, but he is famously disdainful of Count Vallefor's over-jealous protection of every last arcane noble right and privilege as well.
 
True, but I think it's a bad idea to mono-focus, and my thinking is that doing these this turn will better set us up for jumping on the deficit on the next turn with all the money we've raised.
Yeah, my plan is rather focused on dealing with the deficit, though with how high the interest is on those loans, then I think it would be smart to do much to deal with from the start.

I just think that a spy network in Morvak would be a decent way to know, if Morvak are planning to invade anytime soon.

Sure but while Morvak is the likeliest to try and invade us they aren't the only possibility and I'd rather have an internal network and have it fast before an internal problem arises.

I prefer Floren as Keeper of Envoys, since she sounds like a good diplomat, especially for when it comes to dealing with nobility, which probably makes her the best candidate to help us find a spouse.

Charming, friendly and well-liked, she can establish rapport with almost anyone very quickly, or so is her reputation. Lost her older brother and mother to Syrokis's war with Morvak, and her family was rewarded with property in the Thornmarch after the war with Morvak. Doesn't really lean progressive or conservative, as a noble.

I like Fredoro as Keeper of Justice, though mostly for his disdain of the protection of every last arcane noble right and privilege.

Is a widely respected expert on inheritance law, and his family has long funded a College dedicated to the study of the law in their domain, which is respected in and out of Halrun. Has been consulted by judges in and out of Halrun to help sort out inheritance disputes. Not progressive by any means, but he is famously disdainful of Count Vallefor's over-jealous protection of every last arcane noble right and privilege as well.

Everything except for the selection of the Keeper of Envoys and the Keeper of Justice MUST BE BY PLAN as obviously some of these choices are mutually exclusive or otherwise cannot be combined. The [ENVOYS] and [JUSTICE] votes should not be part of a plan. Everything else must be.

My god this was a huge pain in the ass, I'm never making a plan again. I just picked a bunch of stuff I thought was a good idea.

Okay, though. I wanted to get at least one fellow mage on staff with Arandel, and I thought a Justice who specializes in inheritance disputes is sorely needed right now.

Ok wow this is a lot of stuff all at once.

I'm not committed to a plan YET, but I have thoughts.

-I don't think Bandits alone are sufficient reason to delay with demobilization especially long, and I don't want Rienne faffing around with then either as we can have our generals deal with it. An invasion is another matter of course, but we can still demobilize and retain an effective defensive force. We can still have our Keeper of Correspondance look into the matter though. I'd prefer Rienne look into our officers or begin demobilizing excess forces. Related, I'd really want a specific and thought-out plan for demobilization, instead of just a general cut, that or a good reason why the general cut winds up the best.

-Selling the treasures/art is mostly unimportant. Maybe the art can sell as a sort of political statement, given who was collecting those pieces, but it doesn't sound like that'll matter (they certainly didn't speak like it) so keeping things appropriately opulent is fair. I'm less sure on the melting down, *only* because being unable to make our own coin sounds considerably more important, but I'm not especially convinced it'll get too bad if we lift up a few mining taxes sooner so raw materials from those mines can come back in. (Assuming they're the right kind anyways.) I don't think we need to go above and beyond... Yet.

-We are desperate for money but I think Vallefor can wait on trying to snatch it out of those banks for right now. Either set him on an external spy network or on rebuilding the interior spy network.

-We want to oversee the sales with our Keeper of the Royal Vaults. We can negotiate a Bridge Loan later, we can only do this now. I do think we want to try to go for the Goldaxe Bank loan either way, but that can come second.

-Keeper of Correspondance can speed up our taxes, look into the Roads or look into the Banditry. Any of these work out well enough.

-No Sincecures, no Tax-Farming, end of line. I think we're mostly in agreement on that though.

-Of the other two Keeper choices, most look good. I'm not as sure on Lady Carissa Floren, given that she may have reason to dislike one of our neighbors-and while that neighbor is Morvak, it may wind up being a malus in that situation. Of course, maybe I'm missing something here, and i think I could accept any of the three. As for Keeper of Justice, i do not want to put someone that has is 'infamous' for a particular rivalry with one of our own Keepers. Even if it doesn't extend beyond the courtroom id rather not have that friction. I'd prefer Itrick Grosdan or Lady Aster Corex accordingly.

When you are asking for a specific and thought-out plan for demobilization, are you thinking about which types of troops to retain and which to let go or from which garrisons to remove troops?

When it comes to the types of troops, then I will admit, that I do not really have an idea about which types, that would be best to retain.

When it comes from which garrison to remove troops from, then I feel it is important not to weaken the defense of the Thornmarch, though that might mean that we end up demobilizing more ex-rebels, then ex-loyalists, since the ex-loyalists are generally stationed at the frontier, rather than in the Grand Duchy.

There is of course also a third important garrison to mention, that of Ashdan Keep, which protects us from the Nourvois Clans, which also consist of a lot of ex-loyalists.

I would like to hear your thoughts about, what a good plan for demobilization would be.

I think we have to be careful about making "common sense" arguments for economic issues.
For example, I can say that economies of scale are important and that large companies always have a cost advantage over small companies.
But if I think that as the leader of a country and thus combine all small farmers into conglomerates, it will be my fault if the food supply collapses.
If my studies have taught me one thing through some economic simulation games, it is that economic decisions are best made with at least an excel spreadsheet and logical assumptions.

That's why I don't think Sinecures are fundamentally bad, but Sinecures for 10 Dureks are bad.
Even if we use the 10 Dureks to pay off debts, we only save 1.18 Dureks a month.
It is easy to assume that the problems we might have with Corruption and Incompetence in the Royal Administration are more costly than the benefit.
But what if we got 100 Dureks or 1000 Dureks, then at least you can think about it a bit.
It's all a question of considerations.

This particularly applies to tax farming.
The principle is that you get money now and in return you give up the right to tax something for a while.
That alone isn't enough to say it's always bad.
It depends on the intended use and the margin granted.
Our intended use would be really strong, I have already shown several times how damaging our interest rates are.

Therefore my request to @Kylia Quilor
For example, if we give up the right to tax 50 Dureks for 10 rounds, what is the range of the instant payment we can expect.
I know it depends on success, but we can't make an informed decision if we don't know the magnitude of the matter.

If I received something, I could prepare a comparison calculation for the next round, with best case and worst case scenarios so that we can make an informed decision about how sensible the option is.
The only reason why I haven't done this yet is that I want to see how big our remaining debts are after the turn so that I can better estimate the amount required.

Depending on the sources involved, probably somewhere in the neighborhood of 300 Dureks on a weak success, most likely. You'd get more if you tax farmed fewer, higher value sources.

As for only getting 10 Dureks from Sinecures - a Durek is a very valuable piece of money. Remember, that's the monthly wage AND physical upkeep for 50 heavy cavalry, and the kinds of horse needed for that were some of the most expensive things a knight could own way back when. So those 10 Dureks are from selling a few hundred offices for fractions of a Durek each.
 
I agree that we can seek loan later if we're looking at selling these properties now, and that later would probably be best with a turn of at least *looking* into marriage candidates to give ourselves the best chance there


I also had structured around having the spymaster set up informants externally to an area we may be looking at getting more money from later


[Come to think of it, we could probably attack that problem on multiple layers, i just need to re-read where goldaxe is located...]

But again, i think we should tackle the loan problem later and do some base work *because* id want to increase chances with the bank, and thatd require changing the queen action this round, if we wentfor it this round.

Sad to see so many votes for Grosdan, I think Fredoro is more what we need right now.

Why? His speciality is not very outstanding, he is not a completely fair and incorruptible judge like Lady Aster, who even challenged the highest authority, or someone like Itrick Grosdan, whose humane ideas can eventually completely transform the system of punishments in the country.

[x][JUSTICE] Lady Aster Corex, a conservative-minded noblewoman who served as a lesser judge under Syrokis, but quit nearly a decade before the war took over, objecting to his bending of all rights of the accused, noble or otherwise. Was jailed after the war started and spent most of it rotting in a somewhat comfortable cell before being released after the capital was taken. While her estates were returned to her, she is nearly bankrupt, but she is widely seen as incorruptible where the letter of the law is concerned.

After some thinking, ive adjusted a few things

First, as was said in the update itself, i put some focus on the roads, though i still think its important we fill in smaller offices quickly as part of ground work

secondly, ive decided to take the chance of lower morale so that we can get rid of lingering corruption in ranks with rienne

Third...yes, we can wait until next month to see where our finances are, I suppose, but I am keeping the melting down of ugly trinkets so we can have more coin

finally...this hasnt been changed yet but...where is goldaxe located @Kylia Quilor ?

His specialty is what we need right now at this exact moment when there have been a lot of people killed and all sorts of disputes about inheritance. I'd use him for the next couple of years, then replace him once the immediate need is done.

I think you seriously underestimate how difficult it is to get rid of powerful vassals in advisory positions. It's still not Crusaders Kings. You will need a very good reason, and even then, dismissing the count from the council will likely negatively affect the opinion of the vassals.
