Yeah, but I still don't see why it's necessary. The current state of things is the default for monarchs who have real power in their country. Either we're having a new mechanic just for the sake of it, because we're absolutely going to dip into these personal funds whenever we need to, or if someone else controls our finances, we're just going to make things much more difficult. And either way, I don't see it doing anything useful for us.
Purely as a matter of law. Look at how Halrun clawed back funds from foreign banks and deposit boxes that were in the name of the crown.
Having something under the name of 'Vanessa the mage Incorporated' making it legally not a crown asset would make it harder for any attempted coup to confiscate.
Better yet, siphoning some of the cash into an anonymous account.
And yeah. Not looking like a tyrant /Public Relations is a part of it.

Right now. With the assets and debts all in one pool. Vanessa is, for all intents and purposes Halrun. As queen, she personally is on the hook for those debts.
By separating assets and liability we create an income and savings for Vanessa the person currently free of debts that she can spend without worrying about the debts still hanging over the kingdom.
It's peace of mind so she can have her own checking account for day to day spending without wincing at the massive expenditures further up the page.
But there's also. If she's careful with it. Reinvests and saves without spending too much. She should quickly acceue a personal emergency fund/nest egg. For both herself, her wife and any children. So that. In let's say 4 years. On her coronation/wedding anniversary. She can spend however much she wants on it out of her own pocket without troubling the kingdoms finances.
That, and/or pay for a getaway where she can take off the crown for a week and enjoy herself as 'just' a wealthy lady with her wife.
It's a slush fund. They have all kinds of uses.
Right now, the Crown's money is Vanessa's money. She doesn't need anyone's approval to spend it on personal things, and that's absolutely normal for a king, as it is for all feudal lords. Her luxurious dresses, palaces and statues, on the contrary, reflect the prosperity of her country. And if she is deposed, any assets she owns will also be seized, regardless of whether they are considered her personal or not. And if any rulers in the future conduct completely inappropriate financial policies, The Estates-General can depose them, and in any case, this is a hypothetical problem, not something real.
Approval is probably the wrong word. With less oversight would probably be a better way of phrasing it.
Ultimately Halruns treasury is watched. That's what we have the keeper of the Royal vaults for. And while Vanessa as the monarch has spent the Crowns money sensibly and earned the Keepers approval. If she had been spending frivolously on expensive dresses, racehorses, fancy wines, and otherwise enjoying her newfound wealth she'd have likely been less well received.
Also you contradict yourself by saying that Vanessa can both take funds without seeking approval while at the same time you note that the estates general could depose her and seize her properties.
Ultimately as condition of assuming the crown she did formally acknowledge and assume the bulk of the debts of the kingdom. That comes with the implication that she's expected to behave with some measure of fiscal responsibility.
The intended idea is to pre-emptively show a degree of restraint. She's not limiting herself by signing a law. Rather the opposite, she's skimming something 'extra' for herself for herself. While keeping it to a reasonable amount.
And that also. By establishing a sovereign fund for the royal family on a personal level. It reduces the incentive to dip into the kingdoms treasury on a whim and could hopefully head off some of the worst mismanagement or excesses by limiting it to the monarchs personal expenses.
