We can give him a call back post-war to see if he's less busy then. If he still claims to be busy at that point I'd personally assume it's just a ruse so that he doesn't have to deal with us.

Back when we did our scouting turn one, we were told we'd be attacked after a year (after turn 2) or two (after turn 3) so the attack by that sigmarite guy should be coming any day now unless he decided to back down or was overthrown.
 
Play houses are built in both villages of the republic. Hansom buildings that provide a place one can go for entertainment in all weather. This is greeted with much good cheer. Almost every day there is some show or musical performance. With all the free time a number of people have grown quite skilled at farming.

note that necromancers mobilized are necromancers that would not be available to teach. The two options have anti-synergy with one another.

Is our necromancer pool small enough that there aren't enough necromancers left to teach after a mobilization action?

Also, are Compile Law, and Improve Walls still supposed to be on the action list?

Full martial mobilization, considering our opponent is quite powerful and really has it out for us. Scouting the surroundings for any potential surprise attacks/ambush spots of our own, putting all those bones we got to good use with some legions (alongside mobilized necromancers to command them), with a watchtowers towards them for a forward base

Took a die off of skeleton legion and put one on swanking out Sinfi. A martial inclined vampire in magical gear could mow down endless amounts of shitty infantry that you would find in the Border Princes.
Put another die on panoply and took one off of walls; we're going to win this in the field. If we get into a siege than we're in a bad spot regardless.

I like the idea, but I think our current manpower constraints will mean that we'll have trouble actually controlling that many undead at once in so many legions, at least not without conscripting or training more necromancers.
 
You could also try building tall by kitting out your lords with swanky magic items. They are currently without magic items.

@Aranfan I take it that geographically Johann the Bigot *has* to attack Halomik town before he can hit Muckridge? Also, while it will be out of date do we remember the kind of army that he has used against us before?

Assorted tilean mercs. Mostly pike. Border Princes are generally too poor to afford magic swank.

Muckridge and Halomik Town can both be hit simultainously. But Muckridge has significantly better fortifications than Halomik Town, given it's older and more established.

Is that an option gated behind having access to warpstone? Or do we just not have the institutional expertise for it? (aka need more academies)

Magical Panoply is an option that has been on the list since turn 1

Hearts and minds campaigns are attempted in real life while wars are ongoing. "Your masters don't care about you, we'll treat you better" is a solid morale attack and source of defectors.
