Construction begins in the new territories, not on the walls but also on Libraries and Bathhouses. This is met with surprise and happiness by the people in the conquered territories. You have committed to making their lives better in very direct and substantial ways. They are quite eager to send their representatives to your legislature, even if it does mean the desecration of their dead. After all, which parent would not want to help make their children's lives better even after they died?
The libraries and bathhouses finish before the year is out, although the walls will need another year to complete.

This time the first thing you do when looking for books on Light Magic is ask Gretchen if she has any. She says that indeed she has some basic Light Magic theory on her. The second thing you ask is how much it would cost to let you copy those books.
She laughs, and quotes a sum that's ten times her yearly salary. This would put a major strain on the republic's finances so Halomik asks if she would accept it over the course of three years. She is just kind of dumbfounded and agrees. However, it's still a major outlay that will impact the ability of the Republic to do things, so Halomik takes the proposal to the Executive Council.

[X] Brainstorm Dhar Countermeasures
Most of the year for Gretchen is spent in discussion with Moti and Anise about ways to stop the dhar from soaking into people and places in the first place. A number of ideas come to mind, protective talismans on people to protect from incidental dhar exposure in the environment, protective on buildings and other structures to prevent dhar from soaking into them, dhar sinks to channel dhar away from the fields and to somewhere that people will care less about, and even just some way to actually tell how badly saturated an area actually is in dhar, beyond how bad the heebee jeebees are.
All of these are of course easier said than done. But your wizards know enough about Dhar, and Gretchen knows enough about Hysh, that after a year of brainstorming you have what are adequate starting points for actual prototyping and testing.

Events and Rumors:
Elves!: While Sinfi and her subordinates were busy fighting off goblins, a ship full of elves slid up the river Linmalia. They struck from surprise, flying flags of trade before boiling out into a raiding party intent on capturing slaves. They stopped when they hit Halomik Town, however, because they were unprepared for Halomik himself. The founder tore into the raiders with a viciousness they did not expect, ultimately routing them when he killed their leader in single combat. He then proceeded to hunt down the retreating elves on Terrorgiest back and retrieve the captured citizens. He was not able to prevent the workforce from growing due to the Elves' depredations, but he was able to rescue almost all of those not so accounted for.

Valten, peacemaker?: A trade dispute between Middenland and Riekland sees the Empire nearly come to blows with itself, not a year after it defeated Brettonia. However Emperor Valten was able to negotiate a compromise that prevented the war.
The Duke is dead, long live the duke!: The Duke of Artois is dead, slain by the foul sorceries of a Greenskin Shaman. His son, blessed already by the Lady to have drunk from the Grail, has come out of his hermitage in order to lead the Duchy.
