We need to Get some plan on Light Magic to prototype our methods. We need to get these laws enforced so people know what is going on. But, we can also help Josef Okrisson. If we can do that he might be more amenable to us and show other baronies that there are diplomatic options other than trying to kill us on sight. On a less empathic stance of saving the one Thane who won't kill on sight, it does help having one more barony stay alive to assist us in the future.
Helping Josef defend his town against a waaagh isn't "military adventurism" it's "diplomacy by other means". Just because both involve skeletons going about and doing violence doesn't mean that there aren't a whole host of differences in the context and results of that violence.
As op has said it counts as a diplomatic action. I believe the Dharscope is a good start since being able to identify the best places to start applying anti dhar wards would be a good thing to try out.

The walls are at last finished. Every village in the republic has walls now. None too soon either, considering that the walls were manned even during construction and saw battle against the goblins. The republic as a whole is able to breathe easier.
[x] Pay Gretchen's Student Debt
It takes a while to get the first third of the payment for copies of Gretchen's schoolbooks. Its a lot of gold and silver to get together. Fortunately she doesn't need to lug it all the way to altdorf. She only needs to transport it to Karak Izor and, as she is a member of the Empire in good standing, the banking system of the old world will handle the matter.
Still, that's a long way to transport such a large quantity of precious metal, and a lot of bandits to go through. The Republic's typical method of guarding such things would be… frowned upon, by the Dawi of Karak Izor, so a different method must be used. As such Moti goes with her as a guard.
They are indeed attacked several times in their journey upriver. Some times by bandits, more often by Goblins, and zero times by anything that actually stood to threaten a vampire of Moti's caliber backed up by a light wizard. There are actually worryingly few points where Moti has to fast talk would be taxmen.
Still, they reach Karak Izor and Gretchen makes her deposit. She spends the trip back to Halomik Town deep in thought.

Arbiters are sent out and taxes are collected. Along with taxes come the representatives of the conquered communities, eager to have their say in the administration of the republic.
Warding buildings from dark magic is something that light wizards have been doing for quite a while according to Gretchen. It is quite simple to test if those wards work against un-directed dark magic as well as against curses simply by throwing an unshaped mass of dhar at a ward set.
Once that's confirmed Gretchen is put to work warding the various grain stores of the Republic. The wards are sadly not the sort of thing that do not need maintenance. The Bad Moon's influence means that the wards will wear out over the years and need to be reapplied every decade or so.

Waaagh continues: The greenskin threat only intensified this year, as there were even more goblins and some of them had magical gear. Marshall Sinfi and your necromancers were able to keep the villages safe, but it was a close things a couple of times.

Yeah, we should probably start using it, but even so I do not think it is realistic to either spend 1 Warpstone per turn, or to consistently spend multiple of them so when we hit say 15 or so we should really cut off the trade. If we get too much of it building up we might become a target for Skaven, even if the do generally fare badly against the undead. There is just too many of them comparatively.

Because to spend warpstone you need to consistently have the dice to do magic. cutting off the trade is something you do once and then the local warpstone trader does not show up at your door.
