The same reason its a bad idea to use any two winds at once. necromancy is one step removed from directly funneling Dhar right though your soul. Using necromancy and Hysh at the same time wouldn't be.

We have unlimited manpower, which means unlimited money in the long run. That said maybe we should look into making more farms or looking for more resources soon so we can keep the treasury topped up
IIRC, you did discover iron and clay deposits during the last survey. There is also a forest nearby that could be harvested for wood and other resources, but the republic might not have direct land access to it.
The borders of our polity are somewhat vague, especially after the last expansion.
Regardless, all sort of fun stuff that is normally non-viable for bite-sized principalities is viable for the republic thanks to legions of undead workers.
Gretchen is still somewhat stunned that you've agreed to pay the outrages sum she quoted you. Apparently it was her debt to the colleges and she thought it was such a high price you'd say no. Bring the new territories into line with the new legal system, don't hit them with the one-two punch of new laws and new taxes in the same year. We also need to know who the fuck our new neighbors are. And everything for handling Dhar would be better and easier if we could tell how much it's actually doing.
With Dharscope being split into two projects, I've ditched the diplomacy option. I don't feel like either path alone will actually suffice, and that insights and results from each one are going to be needed to get traction on this problem.
Perhaps, dhar sinks instead? The whole "dhar in our food" thing seems to be most concerning, tbh. Or dharoscope, even. Personal protection is probably the easiest of all, given that we'll be simply trying to mass-produce stuff that strigani necromancers are already using.

Unconditional support for any plan that gets us more dice to do dhar countermeasures with sooner. We did "Enforce laws + collect taxes" on conquered territories before with much less effort to play nice. It is time... It was time a turn ago tbh.
