I broadly agree but I do see one issue with going hard on propaganda, it may trigger the 'lords' around us and it would not really be good to roll one war into another so maybe we should throw a standard diplo action in there.
If there was a more targeted action to work specifically on those in the Coalition that we conquered I would go for that instead, but I do think potentially ticking off some of the other powers is worth it if we can nip ideas of revolt in the bud

Given the utter suicide that 'revolt' would be against armies of the undead I think it is more likely that is people do not like us they will just leave. It's not like they have been here long, it has only been a matter of years since a waagh last passed through here and while it may have missed a few people it will not have missed many or any sort of large villages.

I think we can spare a dice for one of our neighbors, from the combat if not the aftermath. Given the scale and nature of our armies they are not beating us in open combat, they just aren't. You need the forces of proper states to fight even one skilled necromancer and we have multiple vampire lords and their armies of the dead.

Alternatively you could pull that dice out for scouting

-[X] Try to spread your viewpoint among your neighbors, the people not the elites 2 dice
-[X] Talk to the Tilean across the river 1 Dice

Reasoning
  1. That is our job, I chose to 'only' put down 2 dice because this is hardly the Empire of Man or Bretonia, this is an alliance of bandits and would be noblemen almost a snall as us only you know with no lords and no armies of corpses
  2. This is to keep us from getting blindsided as we could have been last turn
  3. Agitprop, we need to have a solid base of support within our realm
  4. Try to reassure him that we are not coming for him... because we would really rather not. Endless war even when you can make the dead do most of it is still not good for a people

While I like most of the current plan, I'd prefer if one dice was shifted over from spreading our viewpoint to talking with our other neighbor to the north.

You know we obviously can't see it now on account of being two villages in the middle of nowhere but it just occurred to me that there is one advantage to necromancy which will drastically alter our society. We can afford to be really urban, like literally put all our population behind walls. We do not need peasants out in the fields to grow crops since we have what amounts to almost fully necromancy powered plantations. That means that things like goblins and beastmen are not near as much of a problem to us as to anyone else, yes they can come at us in hordes, but the constant attrition that every other order realm bar the high elves has to deal with... yeah we do not have that

Granted super urban makes us vulnerable to skaven, but necromancers are good at winning a war of attrition against rats, we just need to kill and raise them faster than they breed.

Vote closed. I have run the combat, and will write up the turn when my muse decides to cooperate.

Talk to the Tilean Across the River – 1 die

Letters are sent to Dante again, and this time he proves more amenable to discussion. Although Berthold was the one to send to first letter, somehow it turned into a lengthy correspondance between the Tilean and Halomik. The two have hit it off quite well and even begun several board games through correspondence.

By the end of the year Dante mentions that he would be willing to sign a nonagression pact if the Republic would commit to never send agitators into his lands.

[] So promise
[] Decline

Send out Agitators – 2 dice

You send out more people to talk to the common man on the ground. It goes fairly well, and you are given a fair hearing. People are still skeptical, but they are willing to wait and see. Most doubt you'll be any worse than any other lord, even if they also doubt you'll be any better.

Scout Surroundings – 1 die

While Sinfi is out fighting the coalition, other necromancers in the army watch other threats. Several thrusts from the Blue Tooth tribe are blunted that way.

Sinfi is to conquer the Coalition – 2 dice

The decisive battle takes place in some nameless field not too far from Johann's center of power. Sinfi's battle line is simple: The endless ranks of the dead are formed up in massive blocks of spear and shield. Sinfi herself situated in the center and her apprentice on one of the flanks.

Johann's force was more disparate. It consisted mostly of levies of archers, who were guarded by other conscripts given spears. The line was anchored by a tilean pike and crossbow block in the center. On one flank lurked the petty lords of the coalition on horseback.

Sinfi advanced fearlessly, and although many skeletons fell to the arrows and bolts of the coalition, many of them simply stood back up at the command of Sinfi or her apprentice. On the flanks the battle ended nearly as soon as the undead got to grip with the living, human nerve failing where necromancy stood strong.

It was different in the center. The crossbowmen kept up a withering fire even as the fickle winds of magic abandoned the republic. Once battle was joined the pikemen held, and held, and held. The balance of attrition was not in the republic's favor. For a moment Sinfi even began to worry, right before Tilean nerve finally broke. Nonetheless, Sinfi was much impressed with Pike and Shot.

As for Johann's petty lords? They got off one charge, before retreating in good order. Fleeing their defeat.

The republic has conquered significant land, relative to their previous claims. Much work will be needed to integrate this land and these people, but the work can begin swiftly.

What did the Executive Council focus on establishing first in the newly conquered territories?

[] Taxation
[] Recruitment of Necromancers
[] Graveyard Access
[] Feeding of the Living

In order to promote discussion there will be a one hour moratorium on voting.

[] So promise

We are not the universal revolution, having actual allies would be worth a lot more than some more agitprop

[] Recruitment of Necromancers

The only thing we need, the economy and the military runs off necromancers and once it becomes clear we do not need taxes people are going to be really happy about it.

A) Moratorium. B) I agree on not being a universal revolution, particularly since we are closer to a liberal revolution then a workers one. That said I think we should focus on feeding the peasents who we just promised we would be better then their old masters too by promising food security for no work.

But yeah I think a safe flank on our river side (which is also our main trade nexus) is worth not spreading the revolution there. Frankly we can always brake our promise later if we need to, we are immortal after all we could just out live him, or Dante might choose to join us of his own volition.

Yeah. Have to worry about the short term in order to have a long term. Allies now, can always recruit later.

As for the new lands, have to win the people's trust. Fees them before you start taxing or taking bodies.

So it looks like that battle was a very close one, with a combination of poor winds and the Pike and Shot company not wanting to break almost costing us the battle. It also showed an important weakness in our current combat doctrine. Since we're so focused on magic for, well, everything in our army, a situation where the Winds of Magic blow weakly or if we ever get into a fight with a faction that has anti magic abilities means that we're at a heavy heavy disadvantage

[X] So promise

A non aggression pact means one more polity we don't have to worry about trying to attack us. We were only spreading agitators in order to make the idea of our rule more palatable anyhow; we're not trying to start a Border Princes uprising quite yet lol.

[X] Feeding of the Living

Establish the carrot before bringing out the stick. Showing that, if nothing else, we care enough to make sure people are fed will make them less resistant to the weirdness of our ways.

[X] Feeding of the Living

Securing our river border is good. Alo if we focus on the feeding we might be able to successfully integrate our new land.
