Also, I have no idea why you think this would be a particularly Ranaldite thing.
I'd also dispute how you're defining "common people" as a purely relative term.
My take on it would be that purely economic crimes targeting the rich would, in terms of religious motives, be near the bottom of the list in priority for a Protectorite Watch. It does no physical harm to anybody, and it only cost something that the person who lost it can (probably) afford to lose. Now, what kind of pressures the rich and powerful can bring to bear to make the Watch take them seriously might be another matter. But as far as Ranaldism qua Ranaldism is concerned I think that's how that breaks down.
Of course, the Ranald + Shallya vote lost, so this is all a moot point tbf. But why should pointlessness prevent us from arguing on the internet?
I will note that while it might cost just as much this time around, we'd be getting in before Wizard Chic has spread quite as far and we've got rather a better Stewardship. So I think there's at least a decent chance it'll be cheaper. We'll see, though! And it'd be worth it anyway IMO. Not having armored robes after tangling with the Plotter feels like it's just begging for a knife in the back.

If we had chosen enemies forewarned and bought the 15 year old start, 1 extra shiny would give the sword, but the voters were mostly too cautious and nostalgic for stirland (why thou).
Though now that i think about it, we're already looking down at least two waghs, so getting those even earlier would be problematic to the dwarves and the empire.

I think Waaagh and Peace is more important to bring up, Algard knows about Mathilde's Skaven expertise already, considering both what she told him and what she just cranked out of papers this past turn.
It depends. Technically it's a possible great deed to deliver without reading, and we have the deceiver coin. Though to be honest, i wouldn't care to try before Algard is 'retired' since he knows about at least the gambler face right now.
Basically the idea is to steal it, gank a random vampire necromancer (or vice versa for safety) just starting and say you found it. Abelhelm doesn't say shit even if he manages to figure it out (unlikely), because he's a Van Hel with the liber mortis in sylvania.
Considering the original thread fearmongering about delivering the LM to the empire or colleges though, i imagine this vote wouldn't go through, even if there wasn't a element of betrayal if Abelhelm is still alive.
Yeah, I'm very not down for robbing our boss the Witch Hunter of his ancestral necromancy tome. We already have everything useful from the Liber Mortis in our eidetic memory, and stealing from Abelhelm so that we can fake a - possible - great deed is an extremely hard pass from me.

We could rewrite part of it from memory and hand that in as a supposed find from looting a vampire. It would probably be worth some College Favor at least. Although Algard might recognize Mathilde's handwriting so she'd need to get someone else to write it. Maybe go on covert ops, learn from Regimand's method of pretending to be a defector, offer to dictate it to some apprentice necromancer who will write it down, then gank him and take the result.
