They're actually based out of a mountain nearby, and just make occasional forays into the city for theft and the like. But Mathilde doesn't know that because the records in K8P made literally no mention of that settlement, other than it being on a map in the same rough area she knows Marienburg to be.

To be fair the Skaven capital of the world is set in Skavenblight which is possibly the worst swamp in the entire world and as such the Skaven should know how to make massive tunnel works in swampy territory.....

Of course I'd imagine that their method mainly involves metaphorically piling bodies until they make some island of stability in that underground world.

I support spending our Favour on a Regrowth item, though I will caution folks that this does not guarantee that we get the Seed of Regrowth. The enchanter who worked on that project might not be available, after all, and we know that enchanted items are highly individualized (except for special cases like Doomfire Rings where a bunch were made as a set); we might get a different item that works along the same principles but with its own limitations, and this would be a reasonable extension of the premise of this quest and not kingreaper being a jerk to us.
So here is my suggestion for the River justification, based off of some future knowledge from Roswita's actions:

[ ] [River] Vampires aren't generally the type to live a simple life, they'll desire certain luxuries or rare materials for their magics. Cutting down on river smuggling will help to starve them of their assets. (Think back to Roswita's lecture on economic war against the Vampires to better explain things)

Now naturally I am sure someone can word this better than me, but that is the general idea. Echoing what Roswita did to put some pressure on the Vampires.
I support this. If there's one lesson we learned from cleaning up after the previous spymaster, it's that our enemies have the ability and inclination to use the organs of trade to their own purposes. Being able to project power onto the rivers on which so much trade is based is important for interfering with them, and making it safer for legitimate trade is another benefit.

But it is entirely possible you'll get the same single person. It's also possible that the item that person makes will differ slightly - they'll likely work with the same intent, an implanted healing item with auto-trigger on death - but magic is finicky so there'll still be a roll on my end that could result in a different set of quirks, number of charges, etc.

You're at Fiendishly Complex enchanting so you can make an FC enchantment if you can get a relevant magister to work with you on it. (with Windherder being a bit of an unknown in how it affects complexity)

Tylos, the city that would become Skavenblight, was partially built by Dwarfs according to The Doom of Kavzar. Explains the initial foundation at least.

I mean, the spies in the EIC aren't there to spy on Wilhelmina, they're to ensure nobody (like the Lahmians) is trying to suborn the EIC or otherwise use it as a weapon against Stirland. Same reason we have informers in the Watch: to ensure there's nothing fucky going on at the lower levels.

Remember, it hasn't been that long ago in-universe that we secured Eagle Castle against infiltrators in the lower ranks. Abelhelm is very conscious of the fact that "get some of our people in at the bottom" is in our enemy's playbook.
 
Morr is incidentally the best Watch god for Ranaldites. Because they focus on crimes which Ranald frowns on specifically...

What you know of Sigmar had always painted him as solely a follower of Ulric, but you know now is not the time to question Kasmir's beliefs furthre.

-[X] If everything goes well with Sylvania we may see trade expanding on the Southern Stir, and it's possible our neighbors might even get ambitious and attempt a canal project. It's important to be prepared for the best as well as for the worst, or you won't be able to capitalize on opportunities if they present themselves.

These all seem like solid options. I added a bit to the [River] justification, since those are possibilities that would have economic implications for Stirland that the Elector Count should probably be thinking about, and Abelhelm's abysmal Stewardship means he's probably unlikely to spot them on his own. And even if he does, it does us no harm to make it clear we're thinking about Stirland's future.

Spending 125 gold on the revolver (leaving us at 170 gold in our personal treasury) means our supply of gold probably needs a turn or two of replenishing before it'll be robust enough to put up a bounty for dragon bone again as well (somewhere; not sure if we'd have access to do so in Barak Varr at this point) so that we can have another go at turning a dope staff. I'm not interested in spending AP on turning a generic staff sans special materials since if we want to boost our Magic (we do), there's still low-hanging fruit in terms of relearning spells, which comes with the major additional benefit of relearning spells.

I also realized we don't have enchanting supplies, but we do have the knowledge of where we were (finally) able to find them last time, so I've edited that in. Hopefully our higher Stewardship will let us get a better deal this time, or we'll be near skint after all this. But it'll be worth it, since we don't even have our enchanted robes right now and those would be very very nice to have.

Heck, it will reduce the amount we have to tithe when we come into more money. I think it comes with a pay bump as well.

If we hadn't already access to College Courses as Magister Grey or our Knighthood I'd agree with that.
But with those we have access to the College like we were a Magister for all but our tithe and our Knighthood gives us better social standing and authority.

The real problem with Magister is that it costs 3 actions at once. Which have to come from somewhere.
That's hard to secure as a chunk during AP crunch. And it's rarely not AP crunch.

We have no idea if it comes with a pay bump. We were fired at the time we made Magister back in DL.
Also I think we should at least rewrite our Matrix Paper before going for Magister.

Yeah I think testing for Magister is a bit premature. We haven't even filled out the last three Lesser Magics yet. We rolled well and got those in one action last time at this stage. As for AP crunch, here's how I envision next turn looking:

1. (EIC & Informant half-actions)
2. Knighthood and fief ceremonies
3-4. Spymaster work (probably the Watch)
5. Self-improvement (probably spells)
6. Writing papers or lecturing for Algard

#1 is locked, #2 can't be put off much longer, #3#4 is the minimum a councilor should be doing of core work, Algard will insist on #6 and it's what allows us a 'free' paper action. Not seeing much wiggle room yet.

AP crunch should hopefully settle down a bit in a turn or two, before the Purge of the Haunted Hills. Knighthood done, Algard's most important papers written, subordinate half-actions in a position to have some spymaster work delegated to them. Maybe aim to test then.
Abelhelm gave a year's notice last time around, so everyone could get their ducks in order, particularly the Marshal, and once it got closer, said:
