In a time after a war that spiraled to all known powers, a new ship and a new crew set out into the peace, to resume exploration, to repair from the war. But when the guns fall silent, how do you move on from the events?
Character Generation
It is the year 2352, and it has been a long war against the Cardassian Union after the Massacre at Setlik III created a massive war fervor from the previous low level border war. It has ended with a new peace, after the Final Battle at the Rolor Nebula and the 2352 Treaty of Organia, bringing the Alpha and Beta Quadrants to peace.

A war weary Starfleet returns to peaceful exploration and bringing relief to a Federation tired of strife.

  • One major one was that a significant fraction of Augmented civilians existed and survived WW3. By now, they comprise an arc of worlds both in and out of Federation space.
  • Not everyone in the Federation shares humanity's values, so there's some cosmetic genetic augmentation allowed, as well as some minor tweaks. The more extreme augmentation tends to take place outside of Federation space, and is still not allowed. There are "technically" human races that no longer identify as human half due to identification and the general core humanity passing laws to make them excluded from that.
  • The Ambasssador-class project failed, and the Akira-class was advanced instead. Note it's not as advanced as the original canon version.
  • The border war ignited here, and became a massive war that eventually dragged in the other galactic powers. The Organians were asked to meditate since almost every known minor power was also drawn in or approached by at least one power.

But who are you?

[ ] You are Fleet Captain Sekahic kr'Trialian, Andorian shen from the Andorian colony world of Deneb IV, a decorated hero. You participated in the desperate Third Battle of Vulcan, where the Second and Fourth Fleets were nearly destroyed battling off a Cardassian-Breen fleet, and participated in the Reclamation of Setlik III, the Liberation of Bajor, and final battle of the war, the Battle of the Rolor Nebula, where your ship was destroyed under you. You even kept your flag rank after the war was over, unlike many of your fellow officers. But you've always been ready for war, and might find this time of peace difficult..

You were not a commanding officer during the war, but was promoted due to your heroism in defending a colony world against three Cardassian battlecruisers in what was supposed to be a routine relief mission. Your ship was destroyed, but all of the Cardassian battlecruisers were also destroyed. Many think you are not yet ready for your chair, and you don't have any war record as a commander, being on a ship that was more occupied with diplomatic and relief missions. But you'll show them that this is the soul of Starfleet, and you are more than ready for the new challenges.

[ ] The USS Artania, the newest member of the newest flight of the Akira-class ships, with many weapons removed to give its sensors more power. As a new ship, it's got no known issues.
(The Akira-class focuses on combat, with it's primary role being search and rescue and being put into areas that Starfleet expects a higher risk of attacks. Module space: limited)

[ ] The USS Ceriwden, a newly repaired and refitted member of the Cheyenne-class ships, the successor to the retired Excelsior-class starships during the war. The Ceriwden has a reputation for being a workhorse, and was nearly destroyed trying to avert an impact on Bajor during the Liberation of Bajor. It has a lot of versatility, the hallmark of the standard cruiser.

[ ] The USS Kyushu, a New-Orleans class starship fresh from a refit to remove some of it's weaponry after the Battle of the Rolor Nebula. The Kyushu was an escort for the Akira-class Enterprise-C, and failed when it's nacelles were shot off. The Kyushu survived no battle without major damage, and many consider it a cursed ship. Like most frigates, it has a lot of potential versatility. (Crew morale bonus: -1)

You have orders, after all, on your PADD. To take command, and

[ ] Explore out of Federation space antispinward, where rogue Cardassian and Breen forces lurk, but so does an unknown frontier.

[ ] Patrol Federation space, and help it's members recover. Many colonies near the Cardassian border were nearly totally destroyed and many more are in a deplorable state.

[ ] Seek out the rogue forces as part of Operation: Spectres.

[ ] Explore Spinward frontiers to the galactic northwest of Romulus and close by to the Federation.

So this quest is simple. You are the Captain of a ship, and you get to command it, it's crew, and have your own adventures, in a galaxy in the shadow of a great war. The mechanics will be up shortly, and it'll also contain a list of deviations from Trek canon as it's revealed, but treat this as an alternate universe from the word go.

Note that you will have chances to upgrade your ship and propose new technology to Starfleet, but broad upgrades will likely be limited until refits, which occur so much time apart in the timeline.
 
Mechanics
Basics

Dice in this are d10, and targets are successes. Successes are 5+, Critical Successes are 10. Critical Successes count twice, add bonus effects. Critical Failures are 1 and subtract a success. If there is only a critical failure, there are bonus negative effects. If there is an equal number of critical success and critical failures, there are no bonus effects.

Crew broadly, of a ship, denote personnel on board handling this, or bonuses gained by training.
  • Morale: This ranks from poor to great. (-2 to +2), and is added to dice rolls.
  • Health: This ranks from OK to dying (0 to -3)

Average crews might have 1d in certain things. Good crews will have more 1d, but have 2d in several. Superior crews have mostly 2ds, with a few 3ds. Elite crews are mostly 3ds with a few 4ds.

Training

Captains can train their crews up to a certain number of total dice. This is 30d. This takes place over missions. Use the chart below to get a rough gauge of how many successes. No one skill can exceed 4d for crew.

Captains can also train their officers out of the same training pool. Each officer costs the same amount per skill. Officers cannot be trained in a skill once their skill matches or exceeds 7d. Captains cannot train past the combination of their skills and training facilities or bonuses. Each officer can only increase two dice per mission. Officers cannot exceed 65d total.

You do not retrain progress from turn to turn.

Captains can seek to improve themselves out of the same training pool. They have the same limits as officers, except their dice pool can go up to 70d.

Combat

Ships have a static Shield and HP strength assigned by the size of their dice pool. Weapons deal damage to this total.

The flow of battle is such:
1. Attack is made of Weapons Accuracy + Weapon Accuracy + Tactics(Tactical Officer) opposed by Agility(Ship)+ Agility(Pilot).
2. The amount of successes are converted to dice above the point are calculated against the shield dice to determine bleedthrough. Each success here is 1/4th the damage, to a maximum of 100% bleedthrough. This damage is taken to both shields and hull.
3. On reaching 1 or 2hp, your ship is effectively disabled.

Ship Upgrades

Ships often gain custom upgrades, for minor things. However, for permanent dice increases, you can direct an officer to work on a new policy. They will spend some time and resources to do so, and present it to Starfleet Engineering, or Tactical, or what have you, for analysis. Depending on roll results, this will take a variable number of turns.

Upgrades are capped at certain points unless it's a refit. Generally, unless you get a lot of bonus successes, you will not get as good results as a Starfleet R&D refit.

Note that Starfleet R&D does still work on things, but working on technologies that you may not be able to equip now will still boost refits, or maybe move other things forward.

Promotions and Personnel Retainment

One of the primary duties of any Starfleet Commanding Officer is to improve their officers. Eventually, they'll want their own ships, too. As such, holding on to qualified personnel becomes a challenge once they reach the ranks of Commander or Captain.

That said, characters may opt to decline the promotion, or are in tracks where being a Commander is fine - for example, your Chief Medical Officer can be a Commander just fine as she's a non line officer.

Starfleet Personnel will, however, force you to make a politics roll (Command) to retain officers past a certain point, and will continue to do so every mission after. This should be kept in mind when promoting to Commander and beyond for most positions. A Captain, or Fleet Captain, however, can argue for at least one Commander for XO, and a Fleet Captain often serves as a task force flagship, where Commanders may opt to go for seasoning in command roles before going to XO or CO.

Note, if you let the Captain be promoted to a Commodore, you will be the flag ship of an admiral or on a station.

EPS Grid+: Certain systems and locations no longer can risk blowout, including sickbay and crew quarters, as well as more resilient consoles. The grid is also segmented so that one fault doesn't bring down the system unless it's the power generation section. Nadeshiko was the second of four children born on Shin Edo, Scorpio Theta XI, a domed city located in the Eastern Scorpian Alps.

She is a direct descendant of the Yanagashira line, one of the modified "perfect Japanese" of a wealthy Augment scientist, Kurogane Takuya.

She joined Starfleet in 2342, at the age of 18, considered the earliest possible age. Graduating in 2346, she was posted to the USS Masamune, a Miranda-class that was posted coreward and often acted as a patrol ship. She remained there until 2348, with the destruction of the Masamune in a fleet action.

She was posted to the USS Yinghwa, an Excelsior-class starship. Here, she got a bit less passive malicous neglect, and was decorated for her bravery with the Distinguished Service Ribbon when the Yinghwa was severely damaged in the Battle of the Rotor Nebula by repeatedly entering a compartment with plasma flames and poisionous fumes to rescue sick patients and the medical staff.

She required extended medical care herself after that.

She's everyone's Betazoid Grandma - not so much in that she plays a grandmotherly role, but that she almost immediately slots herself in socially as a trusted and comfortable figure (it can be unsettling, in retrospect). Intel is her third or fourth career; she started as a farmer on Betazed, then shifted to terraforming and eco-recovery, eventually wound up here. Enthusiastic but only moderately talented linguist, likes to try to slip puns through the Universal Translator so that they impact only targeted individuals. In her old age, she's developed a Betazoid degenerative disease that interferes with intentionally using her empathy abilities - the more she focuses on them, the less they function; she has to leave them running autonomically.

Mission Summaries/AARs.
Episode 1 "Departure"
The Cerwiden leaves to explore the distant frontier to the galactic Northwest of the Federation.. but is stopped by an artificial anomaly blocking warp travel. Investigations reveal it to be created by the Cardassians, recently defeated by a Klingon-Romulan-Federation alliance.

En route, Commander Ciarno dies, and it is revealed that Commander Fallstorm was running a smuggling ring. With a new crew, they set off once again.

Episode 2 "Keep on Running"
The Creiwry leaves to investigate a colony that's gone dark. On arriving, subspace around the system has been fractured. Slowly making their way to the former colony, they see the world is being consumed by a process that is slowly destroying the atmosphere, it's orbital station missing.

Investigating, they see traces of weapons fire, and a slowly dying world. Working their way past a shuttle disaster, they find the surviving colonists held up in a ship, but worried about leaving due to pirates. This worry proved to be prescient when a pirate squadron attacked.

Taking them by surprise, and hauling them home, Starfleet launched an operation to capture the pirates, including one working with rogue Cardassians. This was a success.

This was only marred by the realization of Commander Parhai that some of her crew were being systematically disadvantaged in promotions. Going to the Assembly was a tough decision, and she was increasingly ostracized by Command for it. However, she would be free to explore soon..

[Episode 1: Departure (Prologue)]

Cheyenne-class

You find yourself smiling as you look at your new ship. It's marred slightly by the phaser strips bolted on being removed, and the removal job was as messy as the emergency addon. Even the Cheyenne's enhanced warp core wasn't really always good at balancing that. If nothing else, this war had reminded Starfleet that genius engineers were worth their weight in latnium.

You turn away from the ship as the shuttle turns to land at the Utopia Plantitia main buildings. You were called here by Admiral Charlie Whatley, and that had sent you into some worry. Whatley was no Leyton, who had little time for you because of your former Commanding Officer, but he had served on the task force, and later fleet, that beat back the Cardassians from Vulcan all the way to Cardassia itself. And.. well, you spent the war on an old Miranda-class that wasn't even the current refits. You did valuable work, but many didn't see it that way.

Passing the Mars Independent Movement protestors claiming Starfleet was just a tool of United Earth, you headed towards the Command wing of the shipyard. Pausing briefly at the door, you collect yourself and then stride in confidently, and stood at attention.

The admiral nodded appreciatively. "At ease, Commander. I called you here to discuss your officers, especially as I'd like you take one on."

You keep the smile, but you remember from your days as a Petty Chief that this can be double-edged. Still, he was your new Commanding Officer, so it's not like you could say no without a lot of problems unless he recommends someone who'd wash out, and you know his reputation well - someone like that he'd never recommend.

"The issue is.. " He sighs, and hands you a PADD. "Well, you should be able to tell me."

It took her one look to spot. She was a genetically modified human - you could tell from the blonde hair, classically Japanese features, well developed body, and violet eyes. And if you missed that, her bunny ears would have told you.

The fact she was from one of the domed cities of Scorpio Theta XI was just confirmation. Looking through the PADD, you see a thoroughly boring career and evaluations, although she stayed at Ensign for suspiciously long, and then Lieutenant Junior Grade for suspiciously long.

Spotting a trend, it seems that most people who evalulated her were being painfully bland, and even that should have seen her stagnate at Lieutenant. The admiral says nothing as you go to cross-reference, and all of the evaluations were made by humans from Earth, which.. was a mistake. Towards the end, when there were replacements, her evaluations shoot up. They also mention workable flaws, which tells you in a few words why Whatley wanted you to take her. That, and she had just been discharged after being seriously injured, even winning the Distinguished Service Ribbon

A Starfleet officer should be treated equally, especially one with demonstrated potential.

But.. you can see the sheer diplomatic headache this will be with your crew, and potential other officers.

Whatley looks at you when you're done. "I'm aware this is a hot potato. But, we need to start somewhere about this problem. And from what I've gathered from talking to chief officers she served with, is a prodigy at her skills."

Well, that's an endorsement you'd be willing to take on. But is it worth the issues it'd cause? On the other hand, turning this down would be good way to get on a bad footing with the Admiral.

So: this vote is single-vote because it would cause a reshuffle and a lot of other effects, so I couldn't combine them in good faith, but going forward they should be more complex. Voting closes at 6pm on Thursday (PST)

Admiral Whatley smiles. "Thank you. In truth, I would have liked to keep her here for a while, but so close to Earth?" He shakes his head. "We may have reached an enlightened period in human history, but still."

He doesn't need to continue. The war had stirred up old fears - fears that Starfleet was setting out to heal, and while your average human didn't fear genetically managed people so much, Earth still had some scars from WW3, and a tradition as seeing itself as the true light of humanity. It channeled this into philanthropic aims, aid packages, and, a legacy from World War Three, the development of orbital forests and space stations where one could live.

But like with all in life, it had a dark side. No genetically enhanced person was welcome in the Sol System outside Starfleet installations, and even then...

"That said, your First Officer will be Commander Karl Ciarno, from Mars." He hands over a PADD to you. "He's got a solid wartime record, but he's fresh to command. He was the Chief Engineer on board the USS Spirit of Andoria when it was destroyed in the Third Battle of Cardassia."

[Investigation: 0 successes]

You glance down the PADD and see nothing amiss. Grew up in the settlement of New Chicago in the Tharsis region of Mars, posted to the USS Kitakaze, an Miranda-class starship that was doing escort duties when the war broke out as Assistant Chief Engineer. He served the war onboard the USS Spirit of Andoria, replacing the previous Chief Engineer. This ship was the flagship of the Third Fleet, and it served in many fleet actions, but largely was holding the critical Starbase 210 from being taken. Something about the record seems.. peculiar.

Whately doesn't say anything, but eyes you as you seem to think something's off. "Some of the record is classified, and you don't have the clearence to see it." He says. "And until you prove yourself, I don't think I can swing a clearance from Intelligence."

Of course. At least he was honest about it to you.

"But I promise you I will see in getting something to you as soon as I can."

The rest, though, are up to you.

You have, for Science Officer, the following

-[] Lieuntenant Erica Tria, a Joined Trill female, who had taken a sabbatical from Daystrom to serve during the war. She's well known for her specialities in xenobiology and astrometrics. She served on the Akira-class USS Shran for the war, part of the Fifth Fleet that was flanking and performing commerce interdiction. Her evaluations are normal, but there's quite a bit about reminding her about Starfleet safety protocols.
-[] Lieutenant Eiarth Kastira, a Bolian male, who got a degree on long-distance learning. He specializes in particle physics and subspace mechanics. His reports suggest he's a competant if conservative office in making assumptions and performing experiments.
-[] Lieutenant Ariathi Dalirarth, a Romulan female exchange officer. From what you can tell, she specializes in planetary mechanics. You don't have access to most of her evaluations, but you do have access to a report from her coworkers onboard the USS Hiawatha, a New-Orleans class starship. She is a solid officer who, remember, is likely reporting on everything to the Tal Shiar.

For your Chief Engineer, you have the options of the following, although Whatley seems a little cold about the last one.

-[] Lieunteant Commander Li Wentian, a Human female from Pacifica. You know of her, dimly, and how people think she's cursed, as she served on nine different starships in three years. But she was also part of Second Fleet, which saw the most battle against Cardassian attacking fleets, from the debacle that was the Battle of Starfleet 118 to the near-run thing of the desperate Third Battle of Vulcan, to the triumphant Liberation of Bajor and Third Battle of Cardassia. Her ships had always done more than could be asked of them, but many think she's a token of bad luck, and has been languishing in a shoreside desk for most of the year.

-[] Lieutenant Commander D'shi, a Vulcan female from the Vulcan colony world of Shikath. D'shi was severely injured at the beginning of the war when the VSS Shi'khar was destroyed as part of a task force defending Shikath. She was so injured that it was judged best to have her serve as an instructor, and she wasn't cleared for active duty until last year, when she was posted to the USS Enterprise-C when it was destroyed taking a hit for a fleeing Klingon merchant ship in the Battle of the Rolor Nebula. She's quiet and methodical, albeit with some worries from the reports of an overfocus on defense in proposed solutions and margins.

-[] Lieutenant Earit, a Tellarite male from Tellar Prime. He's a brilliant engineer, on par with prodigies Lieutenant La Forge and Sisko. Unlike the latter two, though, he wouldn't know command decorum if it bit him. He's also insubordinate, which is going to be a headache. But you'd get a genius engineer out of it.


The USS-Ceriwiden already has a Counselor and Chief Medical Officer, Lieutenant Commander Alania Fallstorm, a Saurian with multiple degrees. She is also training her successor, and is well regarded across Starfleet Medical for her insight. That's two positions down.


The last positions are up in the air. The Helm and Operations Officer has signaled that they are thinking about traitioning to a station posting, but you could attempt to convince them to stay on.

Lieutenant Junior Grade Sarik el-Shalian, from the colony world of Nova Arabia, has served since he graduated in 2349. And the report seems to indicate he's tired of war and combat. You think you could persuade him for another year's deployment.

On the other hand, there's also Lieutenant Junior Grade Ekia Talonis, a Vulcan-Romulan hybrid. She was your helm officer onboard the USS Starseeker, and you know she's having a problem finding a posting. The fleet is downsizing, right now, as Starfleet pours money into rebuilding, and she wants to fly, not man a station somewhere.

Both are good officers. Sarik might go well with the ship's crew that's staying, but you also feel some loyalty to Ekia.

- Do people want LCARS style maps, or anything, for art? I'm contemplating what art to make, and suggestions are useful.
