Article: Power Generation Methods Are Being Tapped Out
In a worrying statement from the Infrastructure Commission regarding recent efforts to increase the power generation and availability for our colony, places, and spots for easy-to-reach wind power states that they have been tapped fully. While efforts could be expended to construct additional windmills, those would be highly costly for little return by nature of being created far from any kind of infrastructure or civilization. While ecological power generation has some aesthetic charm, it seems that it will soon come to be replaced by our first Plasma Ioniser.
Article: New Expenditure In Explorational Efforts See Promising First Results
Having re-started efforts to catalog the abysmally neglected environment from previous Explorator missions, the first of three multi-year projects have been started, with a particular eye on plants, animals, and their interactions with the human body in all fashions. This first wave is intended to focus wholly upon land-based flora and fauna, mainly those already being interacted with on a daily basis. Some finds have caused a quiet stir among the tattoo artists native to our Capital, as a quick and easy to refine bioluminescent ink was found, capable of being either diluted to fade within a mere week, or purified to last, potentially, years.
Article: Taxation Or Theft
It has come as it had to come. With expenditures rising from various state-sponsored or run programs slowly creeping through the roof, relying upon income gained via loans to the citizenry and the industrial sector are no longer sufficient to keep the state aloft for much longer. Some may call the initiation of taxation theft and far too early, pulling out a leg upon which native industry may stand, yet we have to ask ourselves, is it really? And what could be the benefits the citizenry will undoubtedly receive from the revenues the state generates upon their hard-earned money?

"It is with heavy hearth," Khalika Khali, Member (and yes, the damn word did need to have a capital M!) of the Sleeping Leviathan Party, spoke into the pedestal, his voice carried by the hidden mechanisms and machines within to the farthest corners of the room. "That I have to see not only ignorance but outright dismissal displayed and fostered among our ranks. When we had decided upon our Coalitions mandates, we have accepted that, while not an immediate issue, our demands and position would be respected and followed with the same zeal as that of my fellow Representatives within this House!" A slow murmur started amidst the ranks of the politicians before him. "Even after an outright invasion by Xenos, did this honorable House decide that taxation was a more pressing issue than the question of self-defense for-"Article: I don't know if getting a weekly seminar about the dangers of heresy is a terrible sign if you need to do so for your job or a good one because someone decided to be one.

"Ah, stuff it!" A voice yelled from the crowd, prompting an immediate reprisal by Khalika via an egg into the offending party's face.
"-NotGettingFuckedOverByXenosIYieldTheFloor!" He finished as fast as he could, ducking down as several other items were thrown by the Machinist faction whose member he had just egged.
Just another day in parliament.

Infrastructure 9 Dice
[] Open Arkologies (Stage 2)
Having finished the basic layout of the Capital, work can begin on incorporating the massive surrounding region and oceanside, with towers and connected waterways above and underneath the surface planned and dug. Thousands of houses and dozens of districts will be needed to be designed, with a mindboggling amount of seeds and earth requiring transportation to their intended destinations. In addition, parks, schools, clinics, churches, sports venues, and all other civilian infrastructure needs to be constructed to allow an adequate living quality to be maintained. Additionally, hotels, casinos, entertainment districts, and every manner of sanctioned recreational activity will be required to cater to soon-to-be arriving nobility, functionaries, and other assorted VIPs.
(-12 Metal, -3 Power, +4 Money per Turn, +6 Food per Turn, +5 People per Turn (338/1173))
Slow, yet steady, progress has been made, with housing and districts taking shape in a roll-out effort, seeing the first skeletons of new buildings rising while other construction sites have facades, power, heat, air, water, and more installed. In addition, a few parks have been finished that make use of recently found bioluminescent plants declared as harmless, adding some splotches of color into the Capital's night-life, aside from the neon lights of clubs and advertisements raising their banners at night.
[] Schooling And Education (Stage 2)
A few schools do not make an educational system. Likewise, so too does having more than eighty percent of your population, which is supposed to be within these schools, outside of the same due to not enough space present. Therefore, it is time to start on the long and arduous path to change the current state of affairs. With a crash build of prepared materials, we expect to have enough capacity to fully educate half of our current population. After that, however, we will hit a soft ceiling as most of our educated educational personnel will be utilized fully at that point.
(-6 Money, -5 Metal, -4 Power, -3 People, -2 Money per Turn (72/431))
Little effort in the construction of our new schools was made, as, due to staffing and a run of conflicting schedules and late deliveries, few materials arrived where they were needed when they could be used. Yet, this lull in construction has allowed several changes in the overall layout of some schools, enabling better access and foot traffic within their halls. Additionally, prospective staff for both administrative and teaching roles have already been earmarked, only needing a notice of transfer or completing their education to begin work at once.
[] Medical Clinics (Stage 2)
We have managed to create the very basics of a medical system, ensuring that no citizen within driving distance of a clinic will die due to very preventable diseases and injuries. For that, we deserve a moment to pat us on the back. However, we should also use that second to realize that if you strained or injured yourself while doing so, you would be left alone to fend for yourself without any access to medical care. Already, body shops and unlicensed practitioners are popping up like weeds within the Capital and villages, offering medical practices ranging from better than what we can provide to the utterly suicidal. We should do everything we can to ensure that they will be drowned by professional doctors and nurses from hospitals, vastly extended clinics, and emergency response services.

"Alright, listen up, Furballs!" Greyhammer spoke to his squad of full humans, getting their attention at once. "SIGINT and COMINT have found three "Chop-Shops" operating out of a mall, behind a nightclub, and within a warehouse near an alleyway last night. We have been given the pleasure of striking the nightclub one if you'd bothered to be awake in the briefing," he continued, earning a slight chuckle from his girls and boy. None would have dared to give anything but their full attention when they had been briefed; nobody wanted to be the idiot to crash into a room full of innocents with full-auto on their gun. "So, remember to check who you are firing at, and, if you have even the slightest doubt, use your baton. Always easier to heal a broken bone than a splattered brain! Last check on your gear; we'll be kicking in five!"
Illegal Chop-Shops have seen an estimated reduction of nearly 61% with the building of conventional healthcare infrastructure, and a further 24% from the efforts of our Mea hoʻokō, yet they remain stubbornly alive in some regions. While the demand for healthcare is slowly being met, another step needs to be initiated and completed to eradicate illegal and mostly sub-standard healthcare providers. Provided that enough resources are present, otherwise, legislative action could be taken to erase the problem with a heavy hand.
Light Industry 4 Dice
[] Oceanic Ressource Investigation
Having completed the needed infrastructure, exploration efforts into Momi's oceans can proceed. Naturally, identifying and cataloging those resources exploitable by humanity take priority, but subsequent explorations will focus on gathering as much data on the native geography and tourist locations as possible. Who knows what wonders lurk beneath? Unfortunately, you'll need to stop for a bit to replace all the components which are agitating the local leviathans.
(187/403)
More days pass, more areas are mapped. But, unfortunately, nothing new can be reported as few exciting things have been found amidst the seemingly, endless caves and tunnels beneath our feet. The only notable information passed back is the slowly rising temperature, leading to the belief that geothermal activity may soon be encountered.
[] Civilian Appliances Complexes (Stage 1)
Stoves, beds, computers, televisions, radios, etc., are not only things that improve a person's quality of life but also another way to improve internal economics and cash flow.

A veritable flood of construction swarmed the districts set aside to create civilian consumer goods as citizens turned into entrepreneurs with abundant incentives and funding. Skeletons of buildings and factories rose into the sky, watched by inspectors from the government like jealous spouses for any violation of the anti-pollution laws, before, one by one, slowly finishing and starting their first production runs amidst pre-orders filling up the production queues for months to years depending on the goods. For some reason, production lines involving toasters have been finished early across the board and are running at total capacity.
[] Civilian Luxury Complexes (Stage 1)
These complexes will focus on creating high-end products such as jewelry, electronics, and implants, offering expensive and qualitatively superior items ranging from the mundane to the bizarre.

Manufacturing centers, factories, and specialist shops of all kinds and stripes have opened their doors and gates to the people of Momi, offering anything from high-end jewelry, fashionable clothing, designer drugs carefully dosed and mixed to data slates, cogitators, to the questionable products of the "Elbow Deep Company." Yet, while sales and the people's mood have shown no sign of slowing down from their meteoric rise, some items have created a lasting impact upon the people. Only time can tell if those are a mere fad or shape our culture in the generations to come.

[] Wind Farms (Stage 3)
Catching the wind's kinetic energy to power your buildings may be primitive, but it is needed for the moment. Having stumbled upon several extreme wind channels and streams across those sites already cleared for construction, any expansion of the Wind Farms will take a considerable amount of metal, as few areas remain which can be tapped.

On the other hand, the Ammunition Complex has been almost entirely commandeered by the Conservative Techpriests, firmly staking their claim and control over this production center by staffing it with loyalists and staunch supporters. [] Biosphere Research Initiative (Stage 1)
Living in a world is not the same as knowing what does what and how some actions will influence others. Hiring the needed specialists from off-world will take some effort and money, but by the end, we will have a better knowledge of the types of opportunities and dangers we faced blissfully unaware.
(-20 Money, -8 Metal (88/460))
Little progress has been made to further understand the biosphere of Momi, too many hang-ups in the bureaucratic and legislative apparatus creating downtimes and lulls within the works, compounded with unfortunate sickness laying low a majority of the staff assigned to the project. But while the pace could only be described as crawling, it is progressing, adding several hundred species to the catalog of native fauna and flora.
[] Meat and Leather Factories (Stage 1)
Several dozen species have been identified which, once they no longer provide adequate amounts or quality of by-products and have matured, can be slaughtered for their leather and meat. Several slaughterhouses need to be built to process the resulting food, package it, and then send it to the populace for consumption and refinement.
(-2 Metal, -2 Power, -1 People, +8 Food per Turn (139/230))
With the efficient allocation of space restricting unnecessary movement, practical use of lobotomy, and use of feedstock directly inserted, thousands of animals have already been fattened enough to begin the start of the slaughter line per month. However, the projected need is tenfold of even those numbers, with likely increases with following stages. Simultaneously to these efforts, meatpacking plants and infrastructure links have been expanded or added where necessary to alleviate the coming strain on train and truck schedules.
Services 4 Dice
[] Teacher College (Stage 1)
Having secured a fresh batch of teachers from off-world, it is within our best interest to ensure that their talents aren't only used for teaching children and to educate promising candidates to become teachers themselves. To this end, several Colleges can be built to facilitate their education and produce the best teachers we can train, preventing severe teacher shortages in the future and forcing us to give positions to underqualified personnel.

"With one bold step into the future."
-Plaque above the entrance to the Lord Haku Memorial College.
[] Child-Care Systems (Stage 1)
Efforts at childcare have always resulted in a significant increase in childbirth and allowing women to return to work faster and with higher morale. So there is little reason for us not to enshrine such a system within our new home, allowing us to raise the spirit and workers' numbers simultaneously. For now, we will focus on creating enough places for roughly a fifth of the population to enroll before the increase in both capacities and offered activities. Teaching basic skills like writing and rudimentary math while young would allow our teachers to advance our children's education in leaps and bounds.
(+2 Morale, -8 Money, -6 Metal, -1 Power, -1 People, -6 Money per Turn, -1 Metal per Turn. +1 People per Turn (20/403))
Initial efforts have ground to a halt in a scandal of embezzled money, intrigue, and a burgeoning cartel trying to infiltrate the CCS to spread their, no doubt heretical, influence amongst our children. As such, most efforts have been canceled until the investigations can clear the personnel involved or bring them to justice.
[] Animation Studios Subsidies (Stage 1)
Now that the governmental portions of the Gubernatorial Palace are completed, the Republic can now make us of many forms of incentives to create native industries. One of those is to have subsidies ready for any artists willing and eager to produce animations for children and adults alike. They will, by their nature, be almost wholly cultural and subject to the whims of the people's taste but could add to the Republics' coffers in taxes and create industries by allowing merchandise companies to flourish.
(-3 Money, +1 Money per Turn (41/58))
Several hundred artists and groups have taken advantage of the subsidies offered by the government in a whirlwind of enthusiasm and daring pioneer spirit, promising bold and entertaining shows to be churned out within the future. They only need some more time and a bit of funding. Typical artists.
[] Music Studio, Theater And Opera Subsidies (Stage 1)
Music is, universally, seen as a pleasant experience for many, something to soothe, calm, excite, anger, and more, depending on the artist and piece. Aiding new and eager musicians can only help with the birth of native culture while also gaining a neat profit from taxation. These musicians will also assist the theater and opera houses opening with subsidies from the government, ready to bring stories of love, hate, drama, epic, comedy, and more to the people and elite tourists alike.
(-5 Money, -1 People, +4 Money per Turn (49/173))
While there is no shortage of musicians to be found on Momi, there is a shortage of trained artists ready to ply their trade in high society and before crowds that could have, on any other world, ordered them executed for poor performances. A hitch in the plan further compounded by the lack of venues outside of little corners of DJ-Tables within clubs and bars, needing the creation of a dozen Opera Houses and near a hundred stages for both theater and musicians.

[] Formalized Banking And Monetary Systems
While our internal economy functions just fine, any interactions with external systems will, by necessity, require banks and oversight or, at the very least, some sort of coordination. Otherwise, corruption, crime, heresy, and, most damning of all, tax evasion will ramp up in the future to unseen heights.
