"Give me a sec." The girl pulls out her phone, typing into a search engine for a couple seconds before pointing the screen at you, displaying a wiki article.

A slightly unusual power, letting the user manipulate the properties of 'unknown' factors, like the somewhat famous Schrödinger's cat thought experiment, if an outcome is variable, the users can choose.

Incidentally, every single user is banned from any gambling location in the city.

A dangerous sounding power, and apparently one that could allow creation of either a temporary or very convincing fake AI. You guess it must have been done using the space in the box, some kind of 'Black Box' type thing? Computers really are not your specialty, maybe you should ask Techie?

After a moments thought you ignore the arguing students, they are all at least two years older than you and it is really none of your business.

Sam is awake as you push through the door, smiling slightly as she sees you. "Hiya Ri."

You smile back. "Hey, decided to come back and check on you, got what I needed out of one of his classmates."

"We're leaving then?" She moves to stand up, tugging her bag from under the bed.

"Only if you're okay to, I figured you might prefer to sleep in your own bed though."

Sam nods her agreement with a grin. "Kagari Express?"

You grin back, "Of course princess~, you mind pulling up the map for me?" You hand her back her phone so that she has something to actually use for that task and turn to face the doctor watching you both in bemusement, asking a question that both causes him to raise an eyebrow and sets the tone of the trip home.

"Mind if we open the window for a minute?"

Fifteen minutes later you are tucking Sammy into bed, reality unraveled from the twisted knot you turned most of the roof's between the Dorm and the academy into. Would have been faster by yourself, but with Sammy exhausted and lacking skates...

Your range is pretty high when you don't need to compensate for anything being in the way, and with the AC-SkyWayTM​ App, you could plot your route out fairly well across the various rooftops. There were even helpful notes from other Espers who used the 'Sky-way'. Ha. ha. ha.

Interestingly, Kuroko was accredited on a couple of the one's closest to the Dorm, including a very useful warning about a retractable roof.

It did cost the majority of your reserves however,leaving you feeling tired and hungry.

Hmm. The first answer that comes to mind is that the box was set up so it would randomly respond to events. Then his power was used to adjust it such that the "random" response was also the correct one.

A more complicated one was that he put a bunch of metal and stuff inside the box then screwed with the quantum probabilities. As I (don't) understand it there exists an infinitesimally small probability that all the matter inside the box would rearrange itself into the form of a working AI computer. So it would simply be a matter of intentionally selecting that incredibly unlikely outcome and bam! Instant AI.

You can if you want. Article has a list of requirements for different levels of quality, but you can write it whenever you want. Use your best judgement for when to do so.
As a hint, I would recommend getting a picture of something to do with the article. (Since this is the first Journalism quest, I'll say that a pic of the Drone you are already planning on checking out will do.)
What does this means...
Your Max EP is 81, but you have 9EP spent as an Investment for [Sure Footing], so your Cap is 72. I tend to hide the Max so that it doesn't get confusing, but leave it where you can find it.

She could possibly have been accused of something. Think about the relative position she was in when she basically made the stairwell her personal reality.

Hmm, after eating we'd go to see the drone presumably. Would there be trouble with that?

Also I see now why the labs are no powers allowed. Observation through wide area powers would collapse the superposition.

Incidentally I ran a character with that power in a raildex M&M game once.

She had a room like a pigsty so that she could observe and pull out probable junk.

That is true, but it is also common knowledge that Espers screw up scientific testing just by being around if you don't account for their effect.
Kagari would do it through Sure Footing and maybe some subconscious tweaks altering air currents or by interfering with a measuring device that needs to be exact.
Misaka alters electron behavior, Accelerator changes light/gas/gravity distribution.

Right, the AIM phenomenon. An Involuntary Movement caused unconsciously by the Esper in their area of influence.

That's not even close to how quantum entanglement works. It's just confusing. Especially since 'unknown' factors means something completely different to quantum physics than it does to you.

Its a bullshit pseudo scientific ability that works on what a layman would think, because that's how Espers work.

If I describe it without using Academy City 'flavouring', it's the ability to warp reality, limited by the extent of others knowledge.

Basically, the less that someone knows about a region of space the more power you have over it.

Level ones can pull the cat thing.
Level threes can make a sealed box and pull nearly anything they want out of it that they can picture well, and wouldn't overly effect the appearance of the box.
Level fives can pull rocket launchers out of shadows, and even cause lightning bolts on a cloudy day.

Those familiar with Nasu will recongnize L5 as being a Marble Phantasm with some set up limitations.

Entanglement Manipulation scales very nicely, similar to Electromaster's starting at sparks and scaling into controlling one of the four forces.

That's because it's really a branch of magic, it has all the hallmarks of Telesmic magic(including exploding if you try to use other types of magic).

The science part is to help control the magic with scientific rather than mythic rules. A lot more stable and flexible.
