My voting iteration. Thoughts?

[x]Scout - East: Cost: 0. Time: 1 Month. Chance for Success: 90% Reward: Information on the Farmlands, +10 to Resettlement rolls in Farmlands.

[x]Organize a Militia: Cost: 1000. Time: 2 Months. Chance for Success: 80% Reward: A small amount Militia forces

[x]Send out Patrols: Cost: 500. Time: 1 Month. Chance for Success: 70% Reward: Dead Undead, 100+2d100 Refugees join you each month patrols are out.

Local patrols for general coverage, millitia to make up for us being vastly outnumbered, patrols east to start fixing our food deficit.
[x]Hold a Speech: Cost: 0. Time: 1 Month. Chance for Success: 80% Reward: Boost in Morale, Boost in Opinion, ???.

The refugees have bad morale, the rest of the non-military are uneasy. Also seems the more time-sensitive of the two.
[x]Survey for Ore: Copper, Cost: 1000. Time: 1 Month. Chance for Success: 70% . Reward: You know what Ores there are around the City and can start mining them.

Helps train/outfit the Militia and I'd rather get the scouting done first before we even start resettling, also resettling takes 3 months, this takes one.
Search for a Spymaster: Cost: 500. Time: 1 Month. Chance for Success: 60% Reward: You find someone that becomes the Spymaster.

I'd rather have High Priest Isillien as a dedicated priest(more piety actions?) and get somebody new to do the spying for us(more heroes).
Research Leader: Cost: 500. Time: 1 Month. Chance for Success: 70% Reward: You get a Research Leader, Can conduct small research projects.

The other option is stated to only give real yields if we have this so better get this one done first.
The Plague: Cost: 500. Time: 1 Month. Chance for Success: 80% Reward: Can start researching ways to combat the Plague using the Light.

Much as I don't want Isillien experimenting on plague victims, the ???'s on Quarantine scare me. Also beginnings of extra combat modifiers.
Train with Brigitte - Martial: Cost: 0. Time: 1 Month. Chance for Success: 90%/50%/10% Reward: +1/+2/+3 Martial, Increased Closeness to Brigitte.


Let's start bonding with our paladin bodyguard first, see if she can teach us some tricks while we search for a good researcher and a good spymaster(both of whom can eventually teach us).
 
Yeah I also feel that Quarantine's ??? might be a path to canon Scarlet Crusades 'imprison and torture EVERYONE EVERYONE HAS THE PLAGUE BLAGABLAH CRAZY' path.

So lets...avoid that?
 
The problem is that until we can detect the plague we need to take steps to prevent it spreading, hence the quarantine.
 
Scout - East: No question, we need those farmlands.
Organize a Militia: The goal is not to suplement our army, but to train the refugees to defend themselves if the Scourge break through our lines or sneak in.
Send out Patrols: I'm looking at this for the future outposts, and to keep the scourge from amassing too close to us. Every undead put to rest is one less that can assault us.

Hrm. I'd pick refugees in a heartbeat if it weren't for the mystery reward. I'll browse through others decisions and see what sticks.

Survey for Ore: Let the Scout action succeed before we're locked in for three months. If there's a threat to the farmlands, I want to be able to deal with it before we settle in.

Search for a Spymaster: Not only does Isillien turn out to be rather... enthusiastic about, ah, interrogations, I think it would be best to not add to his duties. For his sake. Yeah.

Research Leader: Let's get the leader first so they can start brainstorming while we set everything up. And, uh, not have to pick Isillien.

The Plague: Let's figure out who actually has the plague before we start frothing at the mouth, yeah?

Train with Brigitte - Martial: Our Martial is unacceptable for the amount of risk we're in. Time to fix that.
 
That is the risk yes.

On one hand we have the prerequisite option for the branch that allows us to detect, heal(and possibly revert) plague victims.

On the other is the option that help hinder the spread(won't stop it, but it will slow it down) in our city and has unstated side-effects.
 
I think it's better to stop the spread first then work out the cure, Isilien would have to be that guy though. So long we remember more on the curing part rather than quarantine.
 
Normally I'd agree with you. But the 1/2 of the leadership here is Zealous and we all know how that turned out in canon. They imprisoned and killed everyone with a runny nose.

Agreed, we can work on the cure once we've got it contained.

If we were to take an invisible die roll that determined if we managed to avoid a plague outbreak, containment would lower the DC by an undetermined value.

Quarantine won't stop outbreaks entirely.
 
Hmm the only place that I'd think that'd be worth investigating that hasn't been mentioned is south shore and Dalarann

I just don't trust them. I'd really rather take a one turn chance so that they confine the right people first.

Two, three or even four turns is fine with me. Those nutjobs putting refugees in quarantine is not.

It's really a matter of risk/reward
I thrust the dice to not give us an outbreak immediately next turn, if we don't get the option of learning to detect the plague by then, I'll spring for the Quarantine option.

It still early and Alexander Mograine is still alive, we handle this carefully and most of the problem should be okay.Isilien and the abbendis needs their loyalty won over, Mograines sons need to be completely loyal to us especially Renault.

The wild card here is Saidan, we have to investigate whether he's a dreadlord already or not. If he's isn't, we have to keep him close for observation.

@veekie scouting is all fine and dandy but we need to build up our forces as well.

Information is only useful if you have the power to act on it after all...

The way I see it, we are at the Scarlet Enclave in Eastern Plaguelands(not entirely built yet).

Scouting North probably means something like 1Lights hope Chapel, 2Eastwall tower, 3Northpass tower 4Quel'lithien Lodge(contact with elven refugees) and either going further into Elven lands or curving in the direction of Stratholme which will tempt Mograine into launching an assault at it to cleanse it.

Scouting west however likely means something like 1Corin's Crossing(Light's shield tower?) 2Darrowshire(Crown Guard tower?) and scouting off towards Scholomance and Andorhall and a high success might get us into contact with Hearthglen(is it builtyet?), getting high enough will probably also net us some d100 refugees.

Neither of these really clear out much scourge, they just give information(but we're expecting to be attacked from these directions anyway).

Scouting east nets us an easily defended, relatively uninfected area with access to the ocean. downside is, it doesn't give much in the way of bonus objectives though it will prevent us from being blindsided from that direction.

Generic patrols seems to cover a decent(though not great ) area it also clears out the local undead and gives us refugees(thinking between the southern mountains, Corin's Crossing, Lights hope and Scarlet enclave maybe? maybe a bit less).

Scout - East: To the east lies the Farmlands, the farms were abandoned during the Plague as the farmers fled to Tyr´s Hand. The area is surrounded by mountains and the ocean so it should be safe, but with the reports on what the Scourge has done before, Saidan thinks it is better to be safe than sorry.

Organize a Militia: Alexandros has offered to start training a militia force to help protect the realm. It will not be well equipped, only being able to wield pitchforks, small axes, kitchen knives and such weapons and maybe some old leather armor for those in charge. It is not needed right now but it could be a good idea to lay the foundation early.
Cost: 1000. Time: 2 Months. Chance for Success: 80% Reward: A small amount Militia forces

Send out Patrols: It would be a good idea to start sending out patrols and start clearing out the undead that loiter around the roads and the woods, this has the benefit of making the trip safer for refugees and more will be able to make it to you, it will also make it easier to set up outposts later.

Check out the Farmlands before we settle them, get started on a Militia, and start on patrols.

Hold a Speech: The Scarlet Crusade is newly founded, your people are worried about the future and the refugees are in a bad state of mind, this is the perfect time for you to make a speech, of who you are, of what the Crusade stands for and the future you will lead them to.

Starting off with a speech sounds good.

Resettle the Farmlands: Thanks to all the Refugees you have taken in and the fact that you have hardly any fertile land to farm food from or any game to hunt, your food supply are running low and while no one is outright starving it is only a matter of time before it happens. It will be dangerous as you don´t know if the Scourge or any other creature have moved in after the farmers left so you should probably scout the area first.
Cost: 2000. Time: 3 Months. Chance for Success: 70% Reward: Small Farming Community, Less danger of overpopulation, +500 Farming Income.
Resettling the Farmlands is much more important than looking for Ore, even if it takes several turns.


Search for a Spymaster: You need someone that is at home in the shadows, someone that has no problem dirtying their hands, someone that can do what must be done.
Cost: 500. Time: 1 Month. Chance for Success: 60% Reward: You find someone that becomes the Spymaster.
I'm going to heed the advice of everyone about Isillien being a terrible choice.


Research Leader: We will need to find someone that is willing to take risks, someone that loves discovering new things, someone that thinks outside the box. If we can´t find someone, Isillien, the most knowledgeable man you know of, is willing to take the job.

The Plague: Right now we know almost nothing about the Plague, how to detect it, how it is made, how to cure those infected or how it spreads so fast. Isillien believes that the Light holds the answer to these questions and is willing to start a group to research into these matters if given the funds needed.

Researching the Plague first sounds good. And those ??? on Quarantine make me wary.

Train with Brigitte - Martial: You have never been one to fight physically having always preferred words to settle disagreements, but with the way the world is right now it would be for the best to start training in combat. Brigitte, your bodyguard, is willing to train you when you are able to take breaks.

Too far away to scout safely.
Quarantine them to control the spread not only among our people but other location as well is vital, at least if an outbreak does happen, the control should slowed it down.
It comes at the cost of increasing the Fanatics detriment if I had to hazard a guess about what the ?? is.
The wild card here is Saidan, we have to investigate whether he's a dreadlord already or not. If he's isn't, we have to keep him close for observation.
We haven't assaulted Straholme so he is still human, and even then it isn't guaranteed to happen.
