OK, so it would appear the situation requires further resolution due to the Council reaching a tie.
Yes, I did check, all the votes are legitimate, some are just for new signups I haven't yet added to the official player roster.
Because I see it as the most fun way to handle things, the tie is going to be broken by the Rioters.
However, this quest being what it is, this is not going to be a simple straightforward majority vote. Numbers will be important, and all other things being equal, numbers will be what makes the decision on how the tie will be broken.
Embracing your role as Rioters is where things are not equal.
In addition to placing a vote, you will also have an opportunity to offer an OBJECTION! - that is, throw additional backing behind your vote. An action, a argument, a little something extra to help sway the vote in your favor.

I don't think I've used it before, but based on my experiences with it in this quest, I'll agree that it's very useful, but it can also be a minor headache at times to actually use right.
