We got three movie spots left for Phase Two [assuming we want a similar structure to Phase One- six solos and one teamup], so that's either going to have tp happen in Phase Three or one of them's going to have be relegated into a TV show.
Personally think [1/2] that once Dresden Files S1 wraps up our fourth movie should be one of our new properties and lean heavier into the supernatural side of our setting before easing the genre transition back with Iron Fist 2, I can see the merit of diving straight back into NYC with IF2, following up with Daredevil and TMNT back to back before pivoting into Spider-Man 3 and leading into Heroes for Hire/Defenders, giving us a larger roster to pull from for the project.
For me it comes down to what storylines we can explore going forward, and I'm struggling to think of one we can use for TMNT that has them do a superhero teamup so early into their careers that doesn't hurt their characters.
We could skip past their origin story by implying certain story arcs, or even the movies, have already happened, but given this would be their first Live Action movie in almost twenty-two years, I think that'd be cheating the audience somewhat.
New here, but I think the anime idea in general can be an interesting direction to go. Through Sony's ownership of Aniplex and A-1, it shouldn't be too difficult to obtain the rights to make live action adaptations of some properties. While live action anime adaptations have mostly flopped, I do think there's some potential with the right properties.
I am down, double down, and triple down for Heroman.
Aside from that, I'm not too interested in most of the others you mention.
Jessica Drew could be logical enough to work using The Hand (or even The Foot) instead of HYDRA for backstory purposes, although personally I'd kind of like to see Mattie Franklin as well, who could be a solid enough tie for keeping Spider relevancy even during a supernatural genre shift.
As far as Sony video game adaptations...
...I actually think the Jak and Daxter games could make for a decent project, setting the first adventure in the far-distant past (with Haven City from Jak 2/3 being fused with Marvel 2099). As a secondary option, it could instead be placed on another world entirely in part as a stealth setup for some space opera shenanigans if we're that hellbent on doing cosmic stuff (which, personally, I'm not, but Guardians of the Galaxy would likely mesh pretty well with OG Ratchet and Clank).
More relevant to the current goings-on, as long as we're talking about game adaptations, Devil May Cry's got that fantastic supernatural energy that begs for an eventual Ghost Rider tie-in (and speaking of, Darkstalkers!).
Meanwhile, if we're looking for more superspy/thriller story potential to play around with Jessica Drew, there's always Metal Gear (I'm also faintly aware of Splinter Cell being possibly able to fill similar niches, but I've never/barely played any of those games).
