The Democratic Republic of India, a reclusive dictatorship that is fiercely nationalistic and militarized. Extremely poor and quite hostile to its former occupiers, it is a relatively isolated and quite corrupt nation. Welcome, @Traveller76.
 
So yeah I have a bunch more diplomatic stuff planned but it will have to wait until tomorrow since I work weekends. I have Monday and Tuesday off, though.

Also I need to finalise my military numbers as something more concrete than "Bigger Than You"

Still, got the important one out of the way! Time to engage in a venerable tradition of all superpowers over the past hundred years and get stuck into a middle eastern quagmire.

At that point it becomes an internal event, the negotiations are skimmed over. One could type a report on the beginnings of the highway, plus other portions of this development plan, all of which are likely in favorable terms for the Portugese Kingdom considering imperialism is still very much an ideology in this scenario.

It is essentially the scenario's analogue to the United Nations, yes, although it must be noted that it will likely function slightly differently, being a world where monarchies are in the majority, and are in no mood to have their national sovereignty violated.

Anyway, I meant structurally. How is the World Congress organized? Who are the member states? What powers does it have. Is there a Security Council and how does it work?

It would be safe to assume that the World Congress is structurally alike to our timeline's United Nations, with the Security Council being the larger nations deemed important enough on the scenario counterpart, and the entire organization dependent on the United Kingdom of Great Britain and Northern Ireland. Perhaps a larger share of corruption and national self-interest, as well.

As moderator, I will invest time into typing a post that explains the structure of the World Congress and its actions, perhaps through a turn report asking certain nations on the scenario's counterpart of the Security Council to take action. The war with the Republic of Mesopotamia seems like the most opportune moment to do so.

Alright, I'll wait for it before proceeding with the peace missions and Mesopotamia, because under OTL international law Britain's unilateral declaration of war was illegal as hell.

I only tagged the principle actors, considering it was an event they might have to directly respond to. If the Portugese Kingdom wishes to issue a response, they are free to do so.

By the way, the Japanese Empire and the British Empire are not exactly on the best of terms right now, undergoing a cooling period in their once healthy relationship.

Sure, from what I can gather the Austro-Hungarian empire broke up up in 1937 after the Hungarians basically walked out.

The South German Confederation is/was aligned with Britain and allied with Croatia, whereas Hungary was allied with Russia and the other Balkan countries. Anything else you might want to add?

Well I was going to say that the entire 1930's was a period of rough relations between Austria and Hungary which lead to the dissolution of the dual monarchy. I will also have it in my history that several pro-Austrian nobles and military officials emigrated to Austria after the dissolution. We can say that while most of their properties are no longer held by them, their titles are still valid in Hungary.
