I mean this did get brought up earlier and Zephyr was very much of the "eh, it's going to take forever either way. We might as well do some of it since we may stumble on something." But Zephyr also noted that he isn't the one that has to be particularly worried about the trip length compared to his lifespan.
Didn't he remark about issues of 'not fitting into the ship', in particular turbolifts, if things go on too long? I'd have thought that would be annoying...
 
Zephyr is in Star Fleet ultimately because he wants his own ship. There's a time limit before he's going to be too big for the Star Fleet Admirals to be willing to accomodate him on his desires. The longer the Voyage takes the less willing they will be. Getting there at their current rate of travel isn't an ideal option for anyone
 
Prime directive prevents trading such things.
Not to FTL species, if they find any more useful than the Kazon.

EDIT: I wonder, does it at all? Given they're allowed to trade asteroid-mined elements to them, why on earth can't they trade astrophysics observations?

They couldn't give them the analysis or the take from any hyper-tech sensors, but photographs of celestial bodies seem legit.

Hell just be bigger, unless he becomes a small starship sized dragon they'll probs still make a ship for him. He's gonna be wanted for his abilities (long term stable pillar for the federation)

Asteroid mines elements are valuable but something that the people on the planet could get themselves, even if it's harder or in a small amount. But for that example they couldn't give the scienctific data on how to make the fusion reactors.

How to make fusion reactors is, frankly, engineering, but even if you call it science...it's science. Not scientifically interesting observational data.

They've been intentionally trading with people who they're not allowed to transfer tech to.

So, the target civilization need not have warp drive tech, just be regarded as 'prepared' enough, and first contact is done carefully (*cough* Kirk *cough*). Didn't apply if your name was 'Harry Mudd', though - Starfleet might then be stuck with clean-up. You could make a good case it didn't apply to Neelix (he's not Starfleet), and what he did while aboard 'Voyager'...

TL;DR - 'Don't freak the norms', aliens are people, too, so be considerate?
