I'll be honest- I just felt the whole Naruto/Neji fight was hugely contrived horseshit.
Like, Neji's motivations are reasonable, his actions toward Hinata were unreasonable but they were never 'friends' or even 'close family' prior to the fight despite fanon commonly painting things otherwise. Naruto goes into thing just pissed off at Neji for hurting Hinata, not knowing jack shit about the entire problem or history behind it, and Neji is somehow redeemed via asskicking because he decides 'fate can be changed'. Because obviously the last-place loser beating the prodigal genius of a respected family is a huge upset and indicates chance can overturn the odds, right?
Except Naruto has breeding and advantages out the ass and wouldn't have won the fight without Kyuubi. And Neji should realize that with the most cursory investigation. It's... Just horseshit. There's nothing really convincing or honest about the fight or it's results. I'd have vastly preferred seeing Rock Lee kick Neji's ass, or Tenten for that matter, or anybody but Ninja Jesus. Better yet is he gets his ass kicked for hurting Hinata and someone actually does something about the root cause of his depression and jackassery after the fact.
And the fact Hiashi kowtows to Neji after explaining the whole botched Cloud assassination issue is more horseshit. First, why the hell didn't he do something about the whole issue years beforehand if he's really that upset over his twin brother dying and his nephew being resentful of what amounts to a slave seal on him? Second, why is he willing to pass over his daughter's injury without being more upset? I've heard fanon explanations like the Elders of the clan and other assorted bullshit, but the reality is that Hiashi is the head of the Hyuugas and despite memetic genetic engineering plans he fucks up right and left in canon.
So yeah, if Tenten really is Neji's friend, I would be keen to ensure things go off differently than in canon, if only because canon was so damn contrived I don't trust it to happen again AT ALL.

I'm sorry, but that sounds implausible at very best.
Shino operates by deploying chakra eating bugs that consume the very energy that maintains life and the ability to ninja in people. Dosu used an unevaluated sonic-amplification weapon on Chouji. Kankuro's poisons are literal state secrets from Suna. Gaara drowns people in chakra-impregnated sand that may or may not have bijuu chakra running through it, depending on the time of the month.
Naruto channeled Kyuubijuice in a fight with someone whose mode of attack involved linking his chakra to his victims.
None of that shit is safe, or drew complaints.
I urge people to go reread Chapter 65 of the manga.
Chuunin exams being unsafe is a deliberate policy decision, though they try to avoid actual lethality or crippling. This is the village where Jiraiya's training regimen for his jinchuuriki godson included such things as tossing him off a cliff.
Sarutobi outright describes the Exams as risking one's life and a replacement for war.
Negative interactions are pretty much taken for granted as part of the cost of doing business.
We are due for a medical checkup soon; I suggest we reschedule the appointment.
The legal term for what you are proposing is collusion.
You don't get to decide how long a match is supposed to take place, what moves are supposed to be used...I don't think you even get to place bets.
1)We only have 1 friend in the finals: Neji. Sakura is a new friend, but not in the finals, Lee is in the hospital, and we barely know the other Rookies.
And frankly, Neji at the moment needs the canon shellacking Naruto gave him to get his head on straight.
We do not have the social stats to do it ourself.
2)The rest of the Konoha 12 got promoted in canon eventually without anyone raising a finger; Neji even beat Shikamaru to jounin.
The one guy who did not get promoted led the Shinobi Alliance through a world war.
Turns out that when your Charisma/Presence ratings are turned all the way up to eleven, rank means jack, and your putative superiors will follow your lead.
Helps if you're a walking superweapon, of course

First, only Shino and Naruto were from Konoha, and thus would be the only ones who might have gotten flak. Second, Naruto's control over the Kyuubi at that time is not exactly control, so expecting him to test that beforehand is unreasonable. And third, everyone knows what Shino's bugs do, especially Shino, and he presumably knows when to and when not to employ their abilities.
Tenten on the other hand has a brand spanking new bloodline for all intents and purpose, and everyone can see that something is gonna happen with the Nara shadows.
Can we get away without testing interactions beforehand? Probably. Can we also get away with testing those interactions? I think so, although since I'm pretty sure this kind of experimentation has no basis in canon, we'll be in uncharted waters.
Can we? Sure. Should we? Why would we want to?
I don't see how this matters.
They were all competing with Konoha(and Sand, and Grass, and other villages)shinobi, on Konohan soil, under Konoha rules.
If safety was that issue, everyone would be subject to those same tests.
And given that Jiraiya spent the entire month teaching Naruto to channel Kyuubijuice, it should be in his file and known.
Even if he didn't report this, his previous experiences in channeling it, in Wave and the Forest of Death, would have made the papers..
Let alone Shino's chakra eating bugs, and what could happen to them(and everyone else) against the two jinchuuriki in the Exam.
That necessitates Tenten getting a medical checkup for her own good.

Please, only Konoha can officially punish us, and they're not really going to care unless we do something beyond the pale.
Don't remember Jiraiya focusing on Kyuubi juice till timeskip but eh. Moreover, just because Naruto has used it on occasion, and yeah I remember them, does not mean he does it with any degree of consistency. In fact, that it usually happens when his emotions are running high just goes to show it's not consistent.
The Aburame are, I really doubt this was the first time this scenario presented itself.
On Shino, maybe, because of potential chakra interactions, but honestly it'd be reasonable for Tenten to just not think a few bugs dying to her chakra is too bad.
Shikamaru is the only person allied with Konoha, and that we are certain to fight, who suffers from the most obvious potential poor power interaction. Maybe Shino too, if we're ever gonna be in a position to fight them, but Shikamaru is the only one we're scheduled to fight.
I'm not really sure why everyone is concerned with Shikimaru, he's a fellow leaf ninja. Even if he beats us we won't die. While Gaara all but has a fear intimacy locked in, and crippled Lee who is are teammate. We don't need to focus on Shikimaru, even without exalting we would have put up a fairly good fight against him. As a distance fighter were already fairly good at fighting Shikimaru. If we have good perception we should be able to notice his shadows before they reach us. It's Gaara that should be the problem, if we talk with Shikimaru at all I want it to be because we've found Gaara's weakpoint and are sharing it with him ahead of time in case he wins.
As for talking to people before the exam, we still haven't talked to Lee while he is awake. out of the Naruto Neji fight I would like to talk to either Gai or Hinata. Gai for how to handle things with Neji or Hinata to try and apologize for something we didn't do and figure out a way to try and help Neji by understanding the actual problem.

We're less worried about losing and more about costing him a promotion by no selling him and then hammering him down from the start with raw specs.
He's kind of hard countered by Tenten.

Not entirely: Even if we negate his main ninjutsu, he does have the basic techniques to fall back on, to say nothing of anything he's prepared for the eventuality that our giant sun aura won't leave him any shadows to work with, because he knows about the blazing sun aura and also isn't dumb enough to not put two and sun together and get "Doesn't Cast A Shadow".

That just makes it easier for him to get promoted if he shows how he handles a hard counter, which he is likely working on, and his planning out things with tactics, which he is good at, and his ability to dodge sharp pointy things.
If Konoha don't care about accidental mid-combat interactions, then how can you claim safety as a reason for collusion with someone you're supposed to fight? You can't have it both ways.
And Konoha does care because of how it looks to other villages as well as VIPs if their ninja have to collude with each other.
Jiraiya taught Naruto to summon.
Then spent the entire month getting Naruto to intentionally draw on Kyubijuice.
And given how emotions tend to run high during combat, telling me that it's conditional is NOT reassuring.
Jinchuuriki are really freaking rare.
No more than 9 at any given time, and they aren't field deployed lightly.
I suspect it may well be.
Maybe you just accidentalied Shino's entire hive, which was apparently implanted at birth and irreplaceable.
Or worse, made them mutate, like Kyuubijuice did to the last bunch of people who tried to absorb some of it.
And suddenly everyone is playing Shadowrun with insect spirits.

I meant, when it happens to other villages' fighters, but I did seem to forget to add that in.
Konoha does not care if accidents from unfortunate power interactions happens to their competition. It just serves to make Konoha better.
Eh, honestly I'd be pretty surprised if some scheming didn't occur. I mean it's not like the teams didn't help each in the Forest of Death either, no one really cared. Seems like a grey area.
Wasn't meant to be reassuring. Was meant to show that it's not something easily tested.
Konoha had Kushina, I doubt this is a first even if they never encountered a bijuu or jinchuuriki. Including when the Kyuubi attacked Konoha.
If Shino himself was exposed directly, maybe. His insects...well GLORIOUS SOLAR BULLSHIT might be capable of it, but that's not something any chakra using ninja would expect. I don't think the chakra goes to Shino until the insects deliver it to him, and any mutations would be observed before the exchange takes place I imagine.
I dunno, you're making a better case for practicing with Shino than I am.

You shrug your shoulders, "If you're hungry we can get food, my treat, anywhere you want to go?" Truth be told you do feel kinda bad for not giving Sakura more warning for what was in store for her, even if the younger girl did hold up under Gai's tutelage admirably. Perhaps a bit more than "admirably" given her outburst during your spar, but that was a bit of existential dread you were putting off on processing for the immediate future. Sakura just yawns though, and waves away your suggestion.
"M'tired, just-" she pauses to to try, and fail, to stifle another yawn, "Just home's good." She blinks repeatedly to try and clear the fatigue from her eyes, but she's clearly still dead. "'sides-" She gestures to herself, or more specifically, the dust and bruises currently adorning her body, "I look awful."
"You're not that bad." You try and give her an encouraging smile, but she just gives you a dubious look.
"I look like I just got trampled don't I?"
"Eh..." you hesitate "Call it a light trampling."
Sakura groans, holding her head in her hands, "Why did I think this was a good idea? My parents are going to freak."
"Just tell them you got some lessons from Maito Gai, I'm sure that will explain everything."
"That's one of the reasons I think they'll freak." Sakura's bites back, voice muffled through her hands. "I should have known something was up, just look at your team."
"Hey, we all got assigned to his team. You volunteered." That remark earns you a glare and a weak punch to your shoulder. But the tension quickly dissipates as both of you dissolve into giggles. The conversation dies down as you both head further into Konoha, you following Sakura's lead to her house. "So Sakura, where do you live anyway?"
"Oh. 's up there." She waves vaguely in the direction of the street you both are walking down while yawning into her hand and swaying slightly.
"Yes, but wher-Sakura?" You look back and see her hunched over with her hands on her knees. "Sakura are you okay?"
"'m good" she waves you off with her right hand, still resolutely staring at the ground "jus' tired."
You roll your eyes and give her a pat on the back. "Come on, up you go." You hoist her up by her arm, supporting her on your shoulder. "You're not passing out in the middle of the street from exhaustion on me. That's never fun for anyone." You wince slightly at the memory of the numerous times you ended up having to help Lee carry back to his home. "Now, which way to your house?"
"'s just up the street." She mumbles as she leans against you for support. "Number-" She breaks off into a yawn,"152." You glance to your right, and see a big fat 22 on the side of the mailbox of the house you just passed. You sigh, this is going to take awhile.
So you spend the walk keeping Sakura talking, and thus keep her awake. More to avoid an embarrassing (for her) and taxing (for you) piggy-back ride than anything else. But you do manage to gather some stuff from her rambling. Like the reason she decided to show up for your training session. Something happened in the Forest of Death that made her really want to become stronger.
You assume it was the incident where you and Neji saw her staring down those three Sound genin alone, but when you ask she says that people told her not to say. Not the kind of thing you'd associate for an encounter with an opposing team in the forest.

Then she starts mumbling something about Sasuke being impressed with her, and you file that away for future reference as well. You consider trying to ask her something about Shikamaru, since he was in her academy class (you think), but you think you'll hold off on hat until she's a bit more...coherent. Plus, you're almost to her house, and something tells you that you won't be staying for dinner.
Unfortunately , you encounter a slight hiccup in your mission to get Sakura home. One that takes the form of a familiar-looking blonde girl almost running into you. "Oh, excuse me. Sorry I was, wait! You're one of the finalist genin right?" She doesn't let you answer before continuing "Have you seen Saku-" Her teal eyes finally land on the your companion "-ra." she finishes lamely. "Oh."
"Yes, I have seen Sakura" You deadpan as you try to remember the Yamanaka's name.
Sakura's head lolls to the side as she blearily looks at the girl in front of you "'sup Ino."
"Sakura! I was looking everywhere for you today! You-" Her eyes widen as she actually looks at Sakura in detail, and sees the shape she's in. "What happened in to you? Were you in fight?!" She rounds on you, "Was she in a fight?!"
"Uh." You really wish you understand what was going on. "No?" Well, technically..."Yes? She was helping me train for the finals and getting some taijutsu pointers from my Sensei."
Ino opens her mouth to ask something, but then Sakura chooses that moment to butt in. "'s great! I'm gonna show Sasuke how well I bloom in the springtime!" You feel something die inside you a little bit at those words. "'ll be...the best! At taijutsu! Better than you Ino! Just you wait!"
The blonde's mouth clicks shut and silence reigns as the two of them glare at one another. "What did you say?" She hisses. You blink as a vague memory of these two fighting in the prelims surfaces. You get the sense things are about to go down hill.
"That'd I'd be better than you!"

"Hey, yeah so this is isn't going anywhere good..." You try and interpose yourself between the two girls. But it is to no avail.

You really want to know just what you stepped in, and how you can unstep yourself from it as soon as possible. Unfortunately, that does not look like a likely outcome as Ino breaks off from yelling to round on you.
"You! Bun-girl finalist! She's getting training with you on the side, I want to know where it is."

"That is...wait what?" Your mouth moves as you try and work your way through that request. "You...do see her right? This was after one day of training. Just why?"
The blonde girl crosses her arms with a huff, "I'm not going to let myself be outdone by the likes of her, getting training by some Taijutsu expert. I bet it's not even that hard." You resist the urge to laugh in her face, barely, but you do resist it.
"Uhhhhh..."
"Come oooooon Tenten" Oh right Sakura is here, "Your my friend, don't let that pig come, I'll go to the training to tomorrow." She whines.
You open your mouth, "Well."
Great, now they're both glaring at you. You are suddenly reminded why you stopped hanging out with girls your age. What do you do?
[ ] No. So much no. You will put up with a lot of insanity in your training sessions. It comes with your team. But you draw the line at...whatever this is.
[ ] Yes. You do want to see the smug wiped off her face, and chances are Sakura will enjoy it too...eventually. Probably. Plus, you remember that this girl is on a team with your first finals opponent. You can use that.
When you give her your answer, Ino leaves in a huff, not even bothering to say goodbye. You rolls your eyes at that display of rudeness and nudge Sakura. "Come on, your house is just up ahead." But she just nuzzles into your shoulder. You glance over and her eyes are shut...and she's lightly snoring. She fell asleep on her feet. Wonderful.
