Fūinjutsu Rules Revamp:
So this isn't as drastic a revamp as how the Ninjutsu/Genjutsu revamp happened. However, I do want to bring Fuinjutsu more in-line with how everything else is represented, and also get closer to what I feel is the core raison d'etre of Fuinjutsu. Which is substituting the Chakra expenditure of Ninjutsu/Genjutsu for preparation and planning. I am keeping the basics of Components and Techniques largely the same, because I think they're a good base, however I'm reworking how they actually apply.
Components:
Much like before Components make up actual sealing techniques. Many seals consist of only one component, though it's not uncommon for them to have more than one. Each Component has a specific function and an attached Complexity. This Complexity is what determines how fast Tenten can learn new components to add to her arsenal. Whenever she sets aside time to research a new Component she rolls her [Fuinjutsu]. Each success contributes towards a pool, and once she surpasses the Complexity, she has successfully produced the Seal, and can do so again. Getting a Fuinjutsu tutor or having an example seal to work off of can reduce the number of successes needed to learn a Component. Tenten can only learn Seals that have a Complexity double that of her [Fuinjutsu]. Anything higher has relies on principles and other concepts she's just not equipped for.
Techniques:
Theses are how Components are actually implemented. They are a combination of 1 or more Components, and any accompanying Ninjutsu that goes into it (this is where the Chakra costs come from. For Example, for Tenten's
Rising Twin Dragons she uses Chakra Manipulation to hover in the air and control her scrolls.) Each Technique takes time to prepare however, equal to the sum of each individual Component's complexity minus Tenten's Fuinjutsu rating. If this yields 0 or negative results have nominal prep times, which are subject to common sense. So, for example, Tenten can't immediately reseal all her weapons after using
Rising Twin Dragons in a fight to use it again, but you can reasonably assume that she can do so in-between fights (provided the weapons themselves weren't destroyed). Also, if you're wondering what

Immediate Casting:
I'm adding this section because I know people will ask about, but you can form Seals from pure Chakra. For some seals this is the primary method of delivery (such as the
Five Elements Seal). Tenten's learns the Components for these Techniques the same as regular Fuinjutsu, however in order to actually use them, they are cast the same as Ninjutsu. With a Difficult equal to the total Complexity of the Technique.
Hopefully this all makes sense, and I'm giving it to you guys for feedback while I sleep and work on the next update. I haven't finalized them for this reason, and I'll only threadmark them once they are. So, any feedback or questions?
