I like Burning Light; the only thing I'd want to change would be to substitute in Science and Potential instead of Bonds of Blood and Laughter, since getting an academic curriculum together that bridges science and Practice seems like something far-reaching enough to do now, and Harmonic Voice is already going to be bringing Vega, Amanda, and Mary together, as evinced by the Turn update itself.
This is why I went for it now:

"Mandy." You blinked, the thoughts in your head spinning as Mary's knuckles rapped lightly against your forehead. Warmth heated your cheeks as you realised you'd not been listening to her.

"Sorry." You apologised, but that wasn't what Mary was looking for. She wanted an answer to her question. "And you're right. She's not just my friend, and getting to see you, and Iris," you smiled, "could help. As you very clearly didn't say, it can't hurt."

"I'll put dinner in the calendar then, and you will ensure that you are free for them."
The touch of severity in Mary's proclamation made you laugh.

"Only if you do so as well." Out of the two of you, she was far more distractible by her work.
There's a certain amount of synergy I see from getting them all together at the same time we're spending time with other family and friends.
And it helps for Iris as well, to get her to spend time, and her snazzy new body, with her friends. Under supervision.

Once Mandy finishes Powerful Words, and has some theoretical understanding of Speaking, she can then try tackling Science and Potential.

I admit your argument has me even less sure than I was originally [not that I was sure to begin with] but I'd read most of those same passages you pulled as evidence that it *was* the interstellar fungoids.
"The sparks you'd touched had been too earnest to be false" > I took to refer to the ones that had their meeting in private in the super secret room
"the object of the sparks' memories" > the data unit they'd left behind after their conversation that the fungoid pilfered rather than destroying
"An echo of the memory that you'd witnessed, carried by fellows to all who could listen." > I seem to recall from the previous fungoid interlude we learned they could communicate when in contact by sharing thoughts or memories or something -> so the echo could be the fungoid sharing its memory of accessing the data device. And then they all split off and went in different directions to spread that message

Again, your reading of it definitely makes sense, and I can see why you'd take it differently from how I did.

But, going back again for a (very quick) re-read, some of the terminology between the Fungoid interlude and this one match up a bit.
Notably: "A full choir had answered the call" > referring to the ones that showed up when they opened the data chip; and in the more recent thing it mentions "singing" when communicating, not talking.
"Fading in", and the way the fungoids travel seems to be instantaneous [or near to it] translation from point to point with distance and weight irrelevant.
Also, I'm pretty sure the void between the stars that people aren't supposed to linger in, is where the fungoids met, and one (at least seemed) to be waiting for its fellows for quite some time.
It just felt like the methods of communication matched, and the talk of growths and such was similar. That combined with the statement that it is a perspective we'd seen before... I don't know. Mysterious void beings isn't a perspective I remember seeing.

Also, I am not sure the Forgetfuls was referring to the shiplords, it may have been referring to their own version of the 'uninvolved' movement. Since it does seem like the represented point of view is trying to convince the others that they need to act and do something, but the others don't want to.

I don't have anything else to add, just wanted to explain my first thought a bit. We'll probably understand the truth eventually. For now I'm going to just sit back and enjoy the ride :)

Are you sure it doesn't? Yes, Blades might be Fifth Secret, or not a Secret at all, but it's most likely to involve a lot of Sixth Secret work too.

That said, Steel Skin is even more likely to be Sixth, plus it should greatly improve survivability among our most vulnerable group of soldiers: the fighter pilots who died in droves during Second Sol and will likely die in even greater numbers at Third Sol without really good armor.

1) Integrating the state of the art Sixth Secret technology that we currently have is explicitly part of Blades of Infinity.
As is making optimal use of non-Sixth Secret tech like Inviolate Matter.

2) No, Blades of Infinity cannot wait. Because we are at war.

Can you provide a citation for this, because I think you misread something.
Right here:
Amanda isn't going to stop working with the 223 even if you don't take Valkyries, taking the action involves specific focus of training on the organisation. This helps, yes, but only up to a point. In other words, it has diminishing returns, and you're rapidly approaching the point (if not there already) where you're scraping up against them. Continual drilling helps to a point, but with a force like the 223, there needs to be time for more personal development. Of note here, Heartcircle focused work is far more under the purview of the Unison Training action, and any synergy you get from taking 223 actions with Harmonic Voice will be more effective due to how that action makes you work much more closely with Vega et. all. Of course, deliberately working closely with someone you're trying to rebuild trust with may actually not be the smartest thing in the world, but that isn't a warning.
Snowfire isn't saying it's NOT worth it but he said we've either hit diminishing returns or we're going to hit them soon.

It can still have value even with diminishing returns but we won't get as much bang from our action as we might with some other choices.

This is in fact why I voted Plan Momentum.

If you look back to Turns 1-10, you'll notice we put off actually building anything for a good while, because every year we delayed we had better tech to put in our ships, and the moment we start diverting R&D funds to warship design that high rate of research stops. The same principle applies here: what's our sweet spot for when to stop working on R&D and start throwing into production? I don't know; Amanda and @Snowfire haven't told us when exactly the Fleet is coming, unlike last time when we had direct access to Project Insight's information.

I missed that completely.

In light of that, I hope noone has any issues with my swapping out []Valkyries for []Tinker.
Since we are doing Clairvoyant this season, and improving Practice as well, there should be some synergy with looking at our existing unexplored artifacts.

Yes. Because we are not primarily building numbers, but we are revamping the base technology of the navy.

What we're doing is the equivalent of going from a steam navy to nuclear-electric. Major things need changing.
Furthermore, we do not have a firm timetable either for when the Shiplords/other hostiles may show up, or for how much time it will take to complete this project.

That's inaccurate.
We started the process of designing and building ships and upgrading orbitals and city defenses to combat standards in Turn 4, as soon as we could.
The Haft 31+ needed
Even with the sensor net under construction, there is plenty of yard space available for other projects, and Lina approves the SDC proposal this year. She'd have preferred an option that brought Practice and people a little closer together, but the need for a dedicated auxiliary fleet is something that she can't deny.

Resources start moving, and engineers pore over the SDC plans. It's a sizeable fleet they're looking to build, and it's easy to see why. Their own analysis of Shiplord weaponry leaves them with little choice when limited to standard human technology. Although it takes some work, Lina manages to tease out the truth that even those who support the project most believe that Practiced ships are their only real chance of matching the Shiplord vessels in a meaningful fashion. They insist that an auxiliary fleet will be immeasurably useful against an unsupported group of capital ships like the Shiplords deployed during the Week of Sorrow, however, and there is credence to this.

With an excellent foundation to build on, and help from the Potential teams who did a considerable amount of the work remaking the cities that they now have to protect, the Aegis teams are confident as they begin their work.

Thanks to the ease of construction, things go far faster than Lina had ever hoped for. Interceptor arrays are dug into place, ground to orbit battery locations scoped out, but the biggest accomplishment comes from the combined work of the two Ministries and the Potentials who supported them. By the end of the year, every one of the cities has completed its shield generators and barrier ring. It's a massive step forward in protecting your people, and with that done the planetary network only needs a few junction centres to achieve full functionality.

We certainly had the first set of auxiliary naval vessels out in time for the strike on Tombstone in Turn 6.
Yes, we had to go through multiple upgrade cycles; once RnD would roll out a workable set of combat upgrades, we'd run everything and everyone through the shipyards again. That's easier now that Sixth Secret tech will allow for field upgrades.

Note that we did this despite discovering that there was a Shiplord espionage operation in Sol space as of Turn 3; we didn't have the time to wait to root out Tombstone first before we began building up.

Remember, we're not running the government anymore, just a highpowered research institute. THE highpowered research institute, but still RnD, not policy or intel. We do not have access to the most classified threat estimates by design. That was part of the tradeoff when we deliberately voted for not being a Minister and went into RnD.

Sure, we'd get a headsup a year or two in advance, because as co-head of the 223, we're a pivotal combat asset.
But I don't think it's reasonable to expect to have the sort of detailed roadmap of impending threat now that the President of Earthgov was able to enjoy during the Emergency Years.

I mean, we have no way of knowing what exactly we are going to uncover in the course of research.
But it's not..wise to expect that things will work out in a way to give us significant headsup time.
Tribute Fleet didn't obscure their advent; we don't know if Regular Fleet do, or can, but we know that the Shiplords CAN hide stuff from Insight.

And note that Insight didn't give us a firm timeline on Contact Fleet arrival; just that they'd show up after the Tribute Fleet.


So yeah, I'm operating on the basis of what I think a rational threat assessment with limited info would suggest. Which means industry, then military as priorities, with counterintelligence/diplomacy going at the same time.

Else I'd have chosen to do the Fifth and Third Secret RnD actions first. Because they seem like fun.
