I think it best to hit them as early as possible, before they can gather more forces or take the initiative themselves.

At Wyrd 7, Perception rolls made during the daytime suffer a –1 penalty.

Darkness and twilight so define these changelings that their magic falters somewhat when the sun is in the sky (that is, not at night, or at twilight). Darklings suffer a -1 die penalty to all rolls to enact Contracts during daylight hours. The penalty increases to -2 dice if the sun is directly visible to them.

This Freehold really needs the River, probably more than anyone else in the vicinity. Worth an aggressive move at this stage, buy time and gather intel.
 
At the same time though it isn't a question of can we defeat them, so much as can we afford to?

We just got two low economy rolls that have left the Freehold's economy at STRAINED and that by itself already adds penalties to future rolls this turn. Should we really risk it when we're still on shaky grounds?

It's primarily an economic penalty that focuses on earth activities. What you've been spending is money, not necessarily valuable tokens and goblin fruits. You blew a lot of money on stuff and things.
