Doesn't the mechanic effectively hard code a sanity clause into Tarkin for however long he lasts?

I checked and I don't see a sanity clause anywhere.
Yep its in fact Optimus who has the sanity cause Programmed in. Tarkin is running on Santa clause.

She has the highest grade Sanity Clause, she just has terrible luck and is easily pushed into the competent hero role against her will.
Don't forget HK-47! Been through greater wars than Clone Wars and is the best droid against force users.

Reasons to vote for HK-47:
- has far more experience than anyone in warfare
- been through wars way bigger than Clone Wars
- Knows ancient lore and stuff because he was freaking there
- Is the best non-force senstive expert against power force users being served to one of the most powerful siths in history and fought Jedi and Sith way powerful than any in current day
- is also expert in fighting against Mandalorians and the ones he fought were conquerers not a bunch of terrorist thugs
- is a droid and one of the most famous droids in the known history he would instantly be an icon to all droids
- is the best droid assassin ever made in the known history of the galaxy so tough luck trying to assassinate this guy or his allies
- unlike Prime and Tarkin has humor, well daek humor but hey he is hilarious
- it scratches the itche for KOTOR and Old EU fans

I still find too ridicuousl the idea for a droid vulture.
You could achieve the same thing with a tatical droid or something wihtout need to go along with the absurd side.

HK-47 is a murderous droid made by the Old Sith Empire to kill people, specifically the Jedi!

The last quest had Jar-Jar Binks as the chancellor.
And the Vulture Droid too and HK-47 has also served the Republic and a redeemed Raven so I don't see your point.
Also, the fact that HK-47 has managed to kill Sith and Jedi far more powerful than current day ones alone should be even more reason why to hire him because he would make Palpatine and Dooku his bitches.

The last quest did not had geniune democracy just pure luck but this one has so yes you are correct it is different and thus it is far more likely for a droid to become Chancellor than the last one.

Not really? Ignoring the crack elements of the previous quest, we were able to convince Isard and Jango Fett to defect, severely nerfed the corporations and established the GAR, all while playing as fucking Jar-Jar
The TCW had humour and lighthearted moments as well as war crimes and scenes showcasing the death of democracy by inches.
No, he was a fool who grew a spin and then became competent HK was competent day one
