I recommend we engage in talks with the Ssi-Ruuvi and point then towards the Empire and if they prove to be threat we can allow the Empire to do the majority of the work for us and we can mop up what is left.

Your Emperor promised us dozens of worlds and millions of citizens for our services. We had fulfilled our end of the bargain, but received only a single, tiny colony in recompense. We demand the fulfillment of the contract or we will take what we are owed by force.
However, considering the current state of war and the Emperor's current death, we are amenable to negotiations with you and your 'Empress' with regards to the contract.

A new market has opened up. We are interested in knowing if you are willing to do business and if you can offer us slaves, droids, and warships. If so, we are curious as to what quantity can be offered.
The Empire, pre-catastrophic fragmentation, was a vast edifice, maintaining the largest military-industrial complex in history via a tax system riddled with corruption, waste and extravagance. Very little of this wealth came back to Naboo; the military was not a huge consumer of plasma, and Naboo's starfighter production primarily was for internal consumption. So overall the loss of Imperial taxes removes a major drain upon the world's economy.
A new plasma refinery
Aside from the war, this presents opportunities. Compared to before, the Imperial tax is gone, the Royal tax is now a % of a larger revenue stream overall and with war justification, has also increased. The result is a lower tax burden for the people and a much larger amount of money for the government to throw around.
In the first few months of freedom, spending by the Royal House of Naboo shot up, alongside funding for industrial ventures and defense. A new 'Victory Palace' to celebrate Naboo's independence was announced to scattered opposition, production lines and the military received more resources, new refineries and mines opened.
The 'External Defense Bureau', the branch of the government carrying out covert operations outside Naboo, has seen new successes, but it is far outside of the public eye. Naboo's state budget is relatively transparent, so when a small but noticeable chunk of the budget is disappearing into an ambiguous and hidden branch of the government- paying bribes, purchasing illicit goods for agents embedded in smuggler rings, hiring proxies, paying informants and so on- questions were raised about government spending. Funding for the EDB is arguably not an example of bad spending. However, Ric Olie and other FNFC officers didn't appreciate Royal extravagance, such as the new palace or palaces in general, being paid for when they desperately needed more funding to defend the planet. They found sympathisers in industry and the state, and protested, blowing up the small EDB scandal to demand an end to high spending by the House of Naboo on itself. The Royalty was given a harsh introduction to ruling a world without having their position guaranteed by a galactic state, and was swayed by the force of public opinion. The budget was altered, and a new government office created; 'director of development', a powerful position with budgetary oversight, tasked with guiding the economy via (primarily) state investment and public companies to deliver growth and a stronger military-industrial capability.
One Turis Lonarcch was given this role, a (now former) member of Ric Olie's command group, who before the rebellion oversaw a plasma refinery complex, and excelled at both jobs. An obvious ally of the FNFC commander, she is a capable actor in her own right, having political experience from working in the military's high command and a formidable record managing engineering and industrial projects.
A general-purpose utility vehicle on a farm near the south pole, new and locally manufactured
Capitalising on experience with the starfighter industry, the government is investing heavily across the vehicle manufacturing sector. Plasma-powered drives, control systems, repulsor drives and other major systems, bar hyperdrives and weapons, are shared technology between a very wide range of vehicles and the N-series craft Naboo manufactures. Landspeeders, STL spacecraft such as mining vehicles, tugs, shuttles etc, in-atmosphere transport and engineering vehicles, generally the bulk of vehicles smaller than a frigate and intended for non-military use use a similar technological base. These craft are crucial for a robust industrial base, are reliable trade goods, and expertise in engineering them transfers well to engineering military craft.
Another major area of development is the plasma extraction and refinery industry, and associated industries, taking advantage of the planet's natural and unique wealth. Supplementing the huge and riskily-placed refinery under Theed, more extraction centers are now operational or under construction. Refineries turn this raw resource into explosives, fuel, ammo for cannons, or materials used to create versatile structures- bridges, lightsabers and certain types of forcefields are all examples of structures using plasma and alterable electromagnetic fields to make a solid projection.
Defensive turbolaser design
The systems' defenses have moved on considerably from their early days, of lasers scavenged from N-1s that lacked pilots and mounted on vehicles or turrets. Fixed defenses are clearly the second (last) line of defense for Naboo, and were originally constructed to provide a small measure of defense quickly, bridging the gap until the FNFC would be able to fight effectively. This gap doesn't need bridging any more, so rushed emergency defenses aren't needed, but there is still value seen in installations to defend certain locations. Underwater Gungan cities have in-built physical defenses, but the human cities like Theed sitting on the surface are vulnerable. Self-contained defense forts are being constructed to this purpose, around cities, major industrial complexes and starports. These are structured around pairs of powerful turbolaser turrets, graded to challenge capitol ships, which are surrounded with rings of successively smaller turrets, optimised for smaller and faster targets. Anti-ground defenses are incorporated, and the whole of a fort complex is small enough to fit within a plasma bubble for extra defense.
Admiral Chart gazed upon the world known as Galidraan a world blanketed in snow. He reflected on the effectiveness of D-Regiment in the battle for the system. They proved their metal and he couldn't be prouder. It was no secret to anyone that Chart was overly obsessed with the said Regiment. He created D-Regiment to replace rebel strike teams during bordering missions as to cut down on the risk of life. Unlike others in the New Republic Chart doesn't flinch at the opportunity to gain a leg up on his enemy. This mentality has lead to disagreements between Chart and his colleges. Many thought that the negative PR fielding droid soldiers made it a unwise choice. But Chart never cared for PR. To him if it got him more soldiers it was a no brained. At one point Chart had considered cloning but then thought of how ineffective a Clone Soldier was compared to a droid.
A droid could be repaired and put back together a clone could not. So when he liberated Raxus Chart had his men collect any droids on the surface of Raxus Prime and activate them. These droids would form D-Regiment.

With the increasing threat of piracy and criminals in the galaxy following the general rise of unrest, our worlds, ships, and trade routes are less safe than ever. We of Trandosha are fairly secure but with the ever increasing boldness of pirates and criminal elements even we cannot assume our planet's security alone. We are proposing a local defensive alliance, to pool our ships and resources to more effectively guard against the threat of pirates, raiders, and small rogue Imperial factions who might see our worlds as easy conquests or sources of supply. My sources with the local Imperial authorities have informed me that the Imperials in this region would likely approve of such an idea, as they would see benefit from it as well, after all small time Imperial Warlords and overbold pirate groups threaten Imperial holdings as surely as they threaten ours, and Imperial resources in this region are often stretched thin as it is. We cannot rely on the Imperial authorities alone to protect us any longer, and should look to our own collective interest in providing security for our space against criminals and others who would seek to attack us.

Our Bounty Hunters have begun to meet with success on the contracts you have provided, and a number of the individuals you have indicated have been caught and are being sent back to Coruscant to be handed over to Imperial Authorities. Progress is steady but continuous and individuals are being caught on a fairly regular basis, hopefully all of those who you wish to have back in your authority will be captured before long.
We know you spoke of other contracts pending this ones completion, however while this contract is ongoing I have noticed a number of unfortunate incidents have occurred in Imperial space as a result of piracy and the infighting of some of the less loyal Imperial factions and warlords remaining. We are prepared to provide mercenaries, bodyguards, Bounty Hunters, saboteurs and assassins drawn from a number of worlds as well as our own who have a wide range of specialties that might prove useful to you. We hope you are pleased with the progress of our work so far, and will consider other work you may have for us and our partners in the future.

We do not know that these beings are slavers nor anything other than that they managed to defeat the Imperial garrison at Bakura. Though it is true that they took Endor as well, they have since withdrawn and seem more interested in battling the Empire than the Republic, a fact we should be grateful for. Though caution is called for, it would be better to see if we cannot defer a confrontation with this race until a later date and direct their attentions towards the Empire in the meantime.
At the very least, talking with them cannot do a great amount of harm provided we approach the matter carefully.
I don't trust them Madame President. At least have Intelligence investigate them before we make anything permanent with them. People don't invade without a declaration of war unless they have something nasty inside.

Here are some files on their psychological profile and their technology, particularly their use of "entechment". Verify them as you wish, and know that they are true...

Grand Moff Zsinj creates a series of Defense stations along the northern half of the Hydian Way, Permelian Trade Corridor, and the Yavin Run, in order to combat piracy and crime waves. At the station nearest to Yavin is the "Death Star Memorial Museum" remembering the lives all those innocent soldiers, and galactic humanitarian workers who lost their lives aboard the Death Star.
But can we afford to fight these Ssi-ruuk and the Empire at the same time, Gial? I fear we must choose our battles carefully here and defer liberating the worlds these creatures have taken, if this information is indeed true, until we need no longer fear the Empire driving us back whilst our attention is diverted.

I'm certain a quick offensive could put these creatures to rest. We merely need to drive them back into their space and negotiate for the prisoners from a position of strength.

Director, despite the ongoing conflicts I have managed to find room to increase funding for hospitals, clinics, and trade schools across the Oversector. This is due not only to your work but the late Emperors work in centralizing, simplifying and removing of the old Republic inefficient committees, but your own diligent work to better the lives of Loyal Imperials. The seeds the Emperor planted with his reforms are now bearing fruit during the Empress' reign... The words of the late Senator/Queen Amidala showed quite well the problems of the Old Republic "I was not elected to watch my people suffer and die while you discuss this in a committee!" We now have action and we can make this galaxy better.

"Glad you could make it Vice-Admiral, I hope the trip from Coruscant was more pleasant than ours."
Officially the man seated in Sloane's day cabin aboard the Ravager wasn't there. They could have done the meeting over holos, but with the raids and breach upon breach in security paranoia won out. Vice-Admiral Kandar Almeida, a bloodless colonial from Jagga II and head of Military Intelligence, gave her a curt nod.
"Assuming I came from Coruscant," he licked his lips and toyed with a datapad, avoiding Sloane's eyes. "Our shuttle will need far less paint and hammering out than yours will at any rate. And its arrival will have caused far less...disturbance to the populace."
Sloane sipped a cup of caf and leaned back. Her uniform jacket was tossed over another chair and her feet kicked up on the low table between them. Even with each day drawing her closer to the fullness of middle age she kept trim, ample time in the gym and ring staving off the march of time. There was a soft sigh as she picked up her own pad and scanned it.
"Let Isard deal with the bitching. This sabotage Kandar, it has to stop. We can't keep taking shipyards just to have them, and the ones we already bled for blown up because someone slipped a checkpoint or our internal security teams don't know which end of their blasters the bolt comes out of. All damn...excuse me."
Her usually measured tone had broken in to something fierce and insistent, raising the pale spy-chief's suspiciously narrow brows. Sloane glared at him and took a long pull from her cup.
"Ah-ha. Yes, we are pursuing your directives there with the utmost energy. Obviously Grand Ad--Moff Zsinj seems the likeliest culprit, though likely and actual are two different matters. Politicking should never be ruled out, nor negligence, nor insanity. I prefer to let my dear friends in the Security Bureau obsess over treason in their trite, irrational way. Hard fact, actionable intelligence and of course culprits brought to heel are the only way to resolve this. There was also the matter of Executor Eden though? I believe we could consider that briefly as I have nothing to report yet on our saboteurs."
"Go ahead. It will be nice to know a bit about the man lodged deep inside of us."
The line was delivered without a flicker of emotion on the Fleet Admiral's face, and Almeida knew better than to test her when she was in a mood.
"He is for all intents and purposes a non-entity. No warning flags in his file, decent service and average evaluations. There's a note about unbecoming conduct with a... correction, several carafels during sector maneuvers. Stationed at Byss prior to the Endor engagement, and then little to nothing heard from him since."
"Certainly doesn't stack up against some of our more colorful warlords, does he. Hmm. Keep him quiet, and happy for now, we'd need Lord Vader returned at the Emperor's right hand to crack the Deep Core by force. May actually have to engage in measured words and diplomacy here."
"Yes ma'am. If I find anything else you'll be the first to know."
"I'd better Vice-Admiral. Now, I believe you have some work to attend to."
"Of course."
