The water's not there anymore, no. But it'd still be a lot of salt flats to drive through to get around Albia, and up and down some pretty steep escarpments, plus being in range of Albian artillery the whole way there. Just all around very inconvenient when you could instead just raid the place that's right next to you. Especially when that place also has a neighbour on its opposite doing the same.
