No, that happens at the very end of the 3rd war. We can find the exact time frame using Obito.
Obito "dies" at 13, Kakashi and him are the same age. Kakashi is 26 in part 1, and Naruto was born 12 years ago so that means by the time the 3rd war was completely over and Obito attacked he and Kakashi were both 14.
In the 1 year between this Obito meets up with Yahiko and helps form the Akatsuki and takes part in making sure Yahiko dies. So we have rough year long timeframe for when Hanzo and Danzo team up.

At this time Danzo hasn't done anything yet. That 1st war should have only ended in the last 3-4 years, and Danzo doesn't really do anything actually harmful until the 3rd war.
We don't really know what happened that far back beyond the broad strokes of history. Danzo could have done something stupid.
But on another hand, Danzo is in power for good reason. I expect him to be great at the war side of being a Shinobi. He just really sucks at the whole "peace" thing but thinks he's good at it (or at least that war skills translate to it).
I hope at least. I hate it when there are characters that are completely incompetent in power but everyone in universe thinks they deserve to be there and finds nothing wrong with their failure. I generally hate Stupid Evil and find that a good villain is anything but it. And a good villain often sells a better story than a good hero.
And the Naruto fandom often uses Danzo as a terrible villain.

Timeline= I'll try to follow it as best I can but I make no promises on it.
And hopefully, I can make Danzo interesting when we get the chance to interact with him (Dice and jury are still out as to when) and hopefully I can make him into a man out of his time, whos skills were meant for less then a few decades ago, but had failed to transition into a more peaceful world. He wants war because it gives him the purpose he feels he lacks in peacetime. Sure black ops is nice, but he's no political genius like Hiruzen, Minato or Tsunade nor does he have their sheer charisma that make people want to follow him.

I feel ya, its very nonsensical. Since everyone has a different take on it just wanted to find out where we are relitve to everything.
If you map one out and follow it, that's more than enough for me. Consistency is far more important to me than actually following canon (like apparently one of the data books or other supplemental material says that the second war was 20 years after the first)

I personally like to think that rather than outright lack the qualities of a good leader, he's just okay. He's not bad, but being nothing special in a world of special snowflakes looks like failure. Factoring in that he probably learned everything he does about being a leader during war, and being suited for war himself, he just doesn't fit in the peaceful world.
He's kinda like how I envision Madara was after founding. Madara longed for peace, but was fundamentally unsuited for it. He couldn't easily transition his skills to peace unlike Harashima who's bloodline probably let him build large chunks of the village. Situation is a bit different, but I like the idea of parallels between the big duos. Harashima and Madara, Hiruzen and Danzo, Naruto and Sasuke.
I have one up to when the first war ends and where everything changed to our birth along with when the flashpoints for the second war to begin all plotted out.
Just don't go expecting it to stay the same due to rolls by other villages.

Your mistake here was that they're independent events so you calculated the probability of both at once and not either or so,
P(K>60)=0.39 Probability that Kurama rolls too high (61+) for us to beat.
P(A<40)=0.39 Probability that we roll so low (39-) Kurama can't lose
P(K>60&A<40)=0.39*0.39=0.1521 Therefor Probability of P(K>60 or A<40) = P(K>60)+P(A<40)-P(K>60&A<40)= 0.6279
This represents the probability that Kurama immediately wins for the ranges P(A>=40) & P(K<=60) assume that in this range the odds of winning are 50/50.
