I'll be the sensible one and say we send the 200 fake ninja to attack the jonin while we get our objective and exfil out of the prison.

However Jonin are know to have big Area of Effect Jutsus so they are probably not going to surrender since they probably know how to deal with being out numbered. If they don't know how to deal with someone who can mass clones, then clone jutsus should have been used more often offensively. Since they aren't I'm guessing any big jutsu will wipe them out. So we'll need Kagami to keep on producing clones to keep them distracted.

You're forgetting that only jinchuuriki have the chakra reserves to use massed shadow clones, and regular and elemental clones are far inferior.

Additionally, killing 200 genin from all villages would be political suicide, so they couldn't use AoE attacks that risk being lethal.

Because elemental clones are inferior and less chakra demanding than SClones they can be mass produced, which means aoe jutsus are more valuable to learn to counter that. A lot of jutsus in the series are aoe anyway so to not waste chakra creating an army/squad of clones only to have them get blasted by any aoe jutsu, which is kinda common, clones are limited to small number to be efficient. That is my theory anyway.

But yeah killing loads of genin will be politically stupid, so they probably send jonin that specialize in non-lethal or capture. If nothing else, they can probably shushin out of there to avoid capture.

You focused harder on the illusion, making it more lifelike, more real than you had ever done before.

Kagami was only operating at one-third of his true power, but it was enough to keep the illusion real.

Kagami was beginning to laugh. "FOOLISH HUMANS! YOUR MINDS ARE WEAK AND PETTY! IF YOU WISH TO TRULY FACE ME AT MY FULL POWER THAN BY ALL MEANS… TRY!"

Kagami was chewing it up pretty nicely… Though it was not helpful at all at this moment in time, he needed to be focusing on the illusion right now.

You did not know how intimidating you looked to the jounin, but, you considered everyone being absolutely terrified was enough to know it was working.

Jounin Surrender: 1D100 => 93+50 (Nat 100 bonus)+10 (Genjutsu believability)=153 vs 1D100 => 1+30 (Jounin)-10(Genjutsu Believability)-10(Orders not to kill genin)=11

Do villages themselves actually do anything with those, or are they just means of indicating the relative power of a ninja in an easy to understand manner?

I dunno.
The enemy will be trying to kill you/capture you/ use you for their own purposes if you have a bounty on your head. It will also give you a modifier that will make people flee on sight if they recognize you.

And if you go missing-nin, how many people will be willing to go after you, so the higher the better.
