Probably never? Unless one follows us through a crack in reality (and we're a Flower and an Octopus, we're kind of really, really good at slipping through cracks) or another Great One who can make Hunters falls in when the cracks widen.
Since the whole 'My Soul is a Rock!' thing makes physcial pain a bit less of a factor, it's mostly just a task of finding someone willing to undergo a fairly disturbing procedure for the sake of increased power. Think of it as a less bleakly obsessed version of Kirika Witching herself out to help Oriko complete her plan.Probably never? We might be able to make them in the future. Magical Girl healing is potent shit, so they may be able to survive it long enough for us to learn how to do it.

All you need is an eye, soaked in sufficent insight that it becomes a microcosm of the Great Sea above. Ruby does not lack for eyes. Unless you mean leaving them in the presence of a Great One or eating the eyes/slugs that reflect the Greater Universe/Great Sea. When that is fully unfolded, she is both very vulnerable, since it is her main power node, and capable of doing horrible quantities of damage. The first update was more fearing the emotional pain of confirming without any doubt that she wasn't home, and so because of Fate, would never see her parents or family again. On the eyes front, she can grow them back, but it's slow, and losing any of them will reduce her powerlevel. Generally, it would be far quicker just to plant new ones in her and let the coldblood at the heart of her flower convert them into a more useful form.... Oh. Eyes make excellent batteries for eldritch power, after all. Why do you think the Witches of Hemwick stapled them on anywhere they would fit? Once the eyes leave her, she can't use them as Arcane capacitors any more, but damage to them doesn't do anything but mean you can't use the eyes any more, rather than hurting her.

After a certain level (what she's at now, because her dad took great pleasure in spoiling her rotten) eyes start to hit diminishing returns, because she just can't charge them all up fully in the average time before she uses enough power to drain them again.... Does just adding more eyes increase her power or is their a cap to how many she can have within her?

She can deliberately focus to try to speed that up and give her more power, but again, she's young, and overclocking her powers like that leads to mental degredation. (In this canon, this is what happened to Rom. He burnt out his mind experimenting with his power, leaving him like the gatekeeper, a barely sentient husk with only the duty to keep the Ritual of Mensis hidden keeping him from just lying down to sleep forever in his Lake-dream.)
