Nope, Homura suffered the most, no possibility of contesting it. Literally everything Kyouko had to go through, but repeated many multiples of times, always with new and exciting ways to make her suffer even more.

Still doesn't mean that she did nothing wrong.
But we're not gonna be able to find out about that. Kyouko is orders of magnitude more likely to reveal her backstory, and of all the people we're liable to be able to get the dirt on, she had it worst.
Hence why we have to make her happy ourselves, we know how much it sucks to be in that position so it won't be that hard...ok, it may be hard, but it's not impossible.
We can't do that if we think she's who we have to kill! *wailing and lamentations*

[x] Wait. If we stole the Devil's magical girl potential, won't that make her a really weak magical girl? Should I just pick off the weaklings?

SAYAKA IS THE DEVIL!

[x] How did you manage to send us through two Universal Resets and steal the Devil's potential? Isn't she like...using it?

[x] What do you mean when you say you 'weren't active'? Where did you come from/how did you come into being?

[x] You still haven't exactly explained what my abilities are.

[x] If I don't need Grief Seeds, do I have infinity magic?

[x] Do you know why the Devil is obsessed with my sister anyway?

[x] Did I receive a wish, and if so, what did I wish for?

[x] Do I need to worry about causing time paradoxes, or anything?

[x] What do you plan to do after I kill the Devil? Aside from the obvious of the universe not being dead and dying, what do you get out of this?

Do you mean the one where Homura has her face against the window of Madoka's house?

Didn't she actually once show up at Madoka's house out of nowhere in the night to randomly warn her to not make a contract with Kyubey?

But we're not gonna be able to find out about that. Kyouko is orders of magnitude more likely to reveal her backstory, and of all the people we're liable to be able to get the dirt on, she had it worst.

Yup. But other than that, Mami is the one who fits the profile of potentially being the Devil the most.

[X] *Facepalm* You're aware that "suffering" is subjective and not easily measurable, yes? This will not be simple.
[X] Once I've found someone I think is the Devil, is there any way for either of us to confirm this? Or do I just shoot anyone who might possibly meet the bill? Cos that seems like it might attract Future!Devil's attention.
[X] On that note, I'm guessing that I should a) keep quiet about my backstory around depressed magical girls, and b) avoid making too much of a mess until I'm sure I've found the Devil. Any other tips for staying off Her radar?
[X] Speaking of depressed magical girls, is there anything I can do to help them stop witching out?
[X] Wait, the Devil is obsessed with my sister, right? Does that mean that she is someone Madoka already knows?
[X] Aside from killing the Devil, what is your motive? What's in it for you?
[X] Why do the Incubators do what they do? Do you share the same goals as them?
[X] What's going to happen to me once I've killed the Devil? Do I stay here? Jump back to the future? Evaporate?
[X] Leave through the window and into the city, you need to ponder on what you have just heard.

Mind you, my best guess as to what the shit was going on with Homucifer is that all the SAN loss from all the loops combined with the pre-Devil parts of Rebellion fucked Homura up so badly that she generated a new emotion to express what it had done to her mentaly/emotionally.

Since magic seems to run partially on emotion and the Rebellionverse was already a bit... fucked up, considering it had been created by retconning away fundamental ontological principles of the original universe and had weird Photoshop critters running around, that new emotion turned Homura into some sort of terrifying Chaos God-esque expression of itself, at which point we all know what ensued.

I wonder who's slept in this room before us.....
Red's my favourite color so I'm red!
The conclusion is inescapable.
So all you need to do is find the Magical Girl that's suffered the most and kill her by the end of the month. Simple right?
So to save the universe we need to engage in misery poker bullshit? BUT AT WHAT COST.

Uh, I don't recall any indications that Homura lost her little sister or went hungry or had her father try to murder her. She's certainly spent longer on the pain train than most, but that doesn't prevent every magical girl's story from being a unique and special snowflake of sorrow.

And you you're sort of permanently transformed."
"Slow down there cowboy! One question at a time!" Ryubey say, laughing. "To answer your last question first, nothing. I wasn't active during this time so I have no personal memories of what's going on here. As for how long you have, I'd say you have about a month before the first cosmic reset. After that, you might be able to kill the Devil or you might not, I have no idea. I have no information about that universe. The second reset is when the Devil takes over so you need to kill her by then at the very latest but you really should find and murder her as quickly as possible.

"Suit yourself." He shrugs and dives right into his story. "First off, remember how I said I wasn't going to go into detail on how magic works? Forget that, you need to know this to understand how genius I am. The two important things about magic are how much karmic potential you have and that hope and despair have to equal out to zero. Let's start with karmic potential."

"Karmic potential is how much you'll change the world over the course of your life if magic doesn't get involved. For example, someone who's going to grow up to rule a nation is going to have a ton of potential while someone who's going to grow up to be a homeless ne'er-do-well won't have much at all. Karmic potential determines how much magical power there is available to you. When a Magical Girl makes a wish it's vital that she doesn't wish over her karmic potential otherwise bad things happen as the universe slams them for being greedy."

"Now about hope and despair balancing out. When a Magical Girl makes a wish that generates a certain amount of hope that depends on their karmic potential as well as exactly what the wish is. After the wish is made the universe is going to keep making them suffer until they've endured an amount of despair equal to the hope generated by the wish. To summarize, the higher your karmic potential the more magic you can use and the more power you get from magic the more you suffer."
Excessive end quotes that make it look like more than one person is talking.

Danke. I'll fix it in the morning.

No, she just lost her best friend and had her second best friend try to kill her, multiple times. Snowflakes are fine, but Homura's got a blizzard of the things and no two are exactly alike.

You're missing the point, mate. If Person A gets their head cut off and Person B gets kicked in the butt, then A has it worse than B. However, A hasn't suffered everything B has, because A was never kicked in the butt. Likewise, Homura hasn't suffered "[l]iterally everything Kyouko had to go through" unless, among other things, a family member committed suicide because of something she did. There is a difference, consarn it, and it is one I am pedantic enough to care about.

Homura's case is unique amongst the girls in that she's not psychologically capable of moving past her pain. In that sense, it could be argued that she's suffered the most.

Is it because Ryubey talks like the genie, but with more swearing?

"Phenomenal cosmic power!"
