This guy's an entertaining literal who in the expanded world. All I remember in some long ago failed Mist quest on another site, in exchange for teaching children how to murder better, he tasked them with stealing Mei's panties. Which may or may not have been my idea; it's been too long. But instead of going along with the great panty heist, the voters were boring and snitched. Anytime something in the Mist with prisons comes up, I tell Mega "hey that one pervert warden dude can show up." A testament to his literal whoness in that I don't know his name-- the terrible fate of several canon chumps side characters.

Um... just saying, I don't think Anime Logic will work here. If Kira is a high ranking member of the Mist Empire, this would put us right in jail.
Also, we just said we are civilian, don't think it is smart to use Gates right now and prove to them that we were lying.
You might be right, though I'm kind of banking on "shit, she's a Second Gate user?", and us being cooperative until provoked, to opening us a path to us being considered useful rather than someone to just throw in jail.
Also, like I said, this went way over the top from "squicky but ultimately harmless anime pervert" to "sexual predator" in my mind. I don't want him to walk away scot free.
Second Gate is not exactly the point where the user turns into a weapon of mass destruction - and our baseline foundational taijutsu skills and attributes are average at best.
We are not even Rock Lee atm. Far from the terror-inducing image of the fourth, six, eight gate user.

My recollection is that Second Gate is where Kakashi said "That's not something that can be accomplished through hard work alone", meaning it's notable, especially in one our age. I could be misremembering that being 3rd Gate, though.
Ultimately, it's a gut reaction. As it would be for our character. I don't necessarily expect it to be a winning vote, but I'll keep it.
It's fine, I am just poking at random things.
Somewhat unrelated, but we are actually pretty damn competent overall. Although I still don't fancy our chances against the likes of Zabuza, Adachi/Maya are pretty reasonably powerful even now, straight out of chargen. I expected not to start from literally zero, but 52 in total stats combined with well-rounded spellbook is pretty good. Kurama in Chained Beast reliably dominates elite mooks at 41.

Also, you could, if it was a 1v1, beat Zabuza as you currently are in a tough fight.
Fundoshi are unisex and probably the easiest to work with there

With nothing but your dignity and your underwear to lose, you took a deep sigh and then said, "So, you being honest? If I give you m-my underwear, you'll let me go?"
"Oh yeah, for sure." Kira said with a leery grin, no doubt getting some sick rush out of this. Of course, it wasn't helping you were buttering him up by playing along with a now shy and trembling voice.
"Okay...I'll do it." you lowly said, trying to seem ashamed and desperate.
"Good, good. Look, I'll even do you a favor, I'll give you some privacy..." Kira muttered as he stood up and turned around. With another sigh, you quickly went through the motions of taking off your pants, then underwear, and rapidly put your pants back on. You placed your underwear on the metal table and sighed once again.
"There, it's done...."
Kira eagerly turned around and his face drooped when he saw a pair of underwear clearly meant for males on the table. He picked it up and and gave it a curious sniff before recoiling and shouting "Ugh. Smells like sweaty balls!"
"Well, um. They were all I had..." you said, trying your best to hide the laughter you wanted to burst out.
"So you stole this dirty pair of underwear from a dude? Fuck, talk about a monkey's paw..." Kira grumbled, throwing the underwear back at you. "Whatever, you're free to go."
"Wait, really?" you asked, genuinely surprised.
"You did what I asked and I wasn't lying when I said the prison is full. Get the hell out of here before I change my mind." Kira angrily explained, pointing towards the door. Not wanting to lose your chance of freedom, you quickly got up and left the room. Some of the guards saw you coming out into the lobby, but shrugged and went on their way. Looks like they either didn't notice your new female form, or they simply didn't care for some reason. They did look very busy after all.
You quickly left the prison and found a secluded alley so you could put on your underwear. Then you put your back against the wall and slid down under you felt the cold earth underneath you. That...certainly wasn't the most graceful way to enter an empire, but now you are here, and you aren't considered suspicious anymore!
Many thoughts entered your head about what you should do and such. But you closed your eyes and took a deep, calming breath. There was a lot of things you could do in the Mist Empire now, all you needed to do was to pick a path...
What will you do?
[] Explore as much as you can, try to see if you can find anything interesting.
[] Go around and try to find a Mist shinobi. If you want to end the wars, then you need to find allies.
[] First things first, find a place to cleanse yourself and take a nap. You're exhausted after all of that!

If there was one thing you knew you needed before continuing, you needed allies. Now you current plan was to find any unique ninja and try to butter them up! You left the alleyway and began to walk around, taking in the sights and sounds of an actual large city. It was almost overwhelming compared to your life back on your small island, so many people surrounding you made you feel a bit claustrophobic. You took a deep breath and tried to calm yourself down. It didn't seem to help however, as everywhere you looked there seemed to be more people than you could count. Some of them ninja, most civilians, and even more were homeless people begging for money to buy some food.
"So many people...and they're suffering. This war is hell, even on the citizens of the main island of the Mist. I can't imagine the other Empires. I...have to fix this..." you thought, trying to ignore the pit in your stomach that was slowly rising into your chest, making you feel anxious and your blood run cold. Once the pit slowly crawled into your chest, a burst of panic flooded through every limb.
"I gotta get the hell out of this crowd...!" you muttered under your breath. You whipped your head around to find some sort of safe haven, and with your chakra detection, you saw a store that only had a few customers. You moved through the crowd and reached the store, entering it and being smacked with a wall of flowery scents.
Which made sense, seeing how you entered a flower store. Beautiful flowers of every size and color surrounded you, but this time you felt glad. It was such a nice, peaceful sight, compared to the hell that was outside. You sighed and walked around the small shop, looking at flowers. After a moment, you saw the door opening and a curious man walked in.
He was a man about your age with pale skin and vivid green eyes, two red dots on his forehead, and long, bone white hair. He was wearing a loose fitting shirt that had a zipper going up the middle of it with black pants and a basket around his arm. He looked around the store and the clerk of the shop, a kindly looking old woman perked up and spoke, "Oh, Kimimaro, welcome back!"
The white haired man turned towards the woman and nodded politely before walking towards some flowers. He looked absolutely interesting, and you could see that his chakra was potent. He was also kinda cute but that was just an extra observation you made. You walked up to him and began to speak, "Hello!"
"Hello." he stoically replied looking at you. "Is there something I can help you with?"
Okay! You started a conversation! Now how will you follow up.
