I mean she is an enforcer meant to hunt down other magical girls, yes there are civilians that need attending but is it enough to out weigh seeing three rouge magical girls just walk away?

What is she going to do about it? Fight? She just did, and that nearly got people killed, which made her reassess her priorities:

I mean, she already dropped a fight with one potential hostile to rescue people she harmed on accident, but she is going to pick up an even more vicious fight with three and endanger the same people - that are still there? I don't think it makes sense in these circumstances.

I consider their presence as somewhat of a guarantee that hostilities won't erupt again. So I think we are free to talk and make our decision for the time being.

Ok after I finished reading i must point out a few things.

Running is a really good plan and if we get our backpacks and a cellphone before it, we can call big sis and at least she can give us help like Anastasia got.
Maybe Brave Heart will try to stop us, but maybe we can defeat her without killing her. But Judge said she is slow, therefore we schould be able to outrun her with a bit leveled up flight abilitys.
We can even keep the cellphone and after we called big sister once, we can call her from time to time. At least if we can recharge sometimes our phone. I think there will be opportunitys for that. Then the question is should we take Ludger with us or let him stay with mom.

That whole scenario would cause the fewest mental wounds and we would be safer than going with the enforcer or the unknown girl.

But even when, our girls wouldnt know it and we can throw it away or melt it afterwards anyway, because if we call right away, Brave Heart cant possibly report fast enough. Therefore we can talk with big sis, inform her and so on and then Scorching Sunlight and they cant track us anymore.

Only if you know which phone to track. Even if the government knows who we are, they still would need to spend some time checking with the phone companies to see which phone is ours.

I mean unless we know her personal number if we call we'd likely end up with a secretary considering big sis' position. I think it'd be best to just scram and maybe wait for mom, the adult, to wake up before helping us to decide what to do next.

Omg Nokia´s are unfair. But maybe we can block some attacks with it, at least if we throw it so that it will be hit instead of us. :V
 
Wouldn't Bianca be in enough trouble even without explaining the calls she gets from her Magical Girl sisters?

We have our suspicions that the families of the affected get investigated.

To keep her job upon receiving such a call she'd have to send a capture team our way, since it'd be impossible for her to deny it.
