It had only been a day since the death of Dr. Lussiac and the ongoing crisis at the Harford Police Department. Veteran Policeman who were expected to give it their all for the next 10-15 years was retiring by the end of the month. The irony is that they were supposed to be there for someone else who fell in the line of duty and it was down to the Department itself to find more to help guard and provide proper respects at their funerals.
This was just a symptom of another problem in the city. Half of the Heroes were gone or injured, and criminals saw this as a green light to do as they wish before heroes came back. There were other serious crimes happening around the city. The Posse Civis had taken several people hostage. There were several bank robberies, and every Villian with a grudge against another villain took it as an opportunity to settle the score.
But now that the fires were more or less out and it was time, as it always was, to talk about politics. A field of work Michael Warman was happy to leave to Chief Blankenship. But the chief wasn't here right now, and as the prospective new Chief, he had to quickly learn to acquaint himself with the future meetings with City Officials and the public at large.
Mayor James Hellerman was a known friend of the Hartford Citizen's Council, and a very good friend of Businesses, who had built his political career on a promise of prosperity and family values. But in private he was a deal maker and a shot caller of the purest form. His several thousand dollar suit and pure white teeth lit up the room as he sat opposite of Warman and Acting Chief of Police Andrew Pascal. Pascal was an old man with white hair, a large mustache, and a hunched frame. He was the Assistant Chief in the police and easy enough supposed to have picked up the rank of Chief if it wasn't for his own aspirations to retire...well that and no one liked the Internal Affairs Unit at any Department.
The meeting was one person short. The Head of the Local Office of the Department of Superhuman Affairs, Charles Gallagher. He was supposed to be here to discuss how to better coordinate with the local police to protect the city. But he could not shown up today as he dealt with trying to get Starhammer back from whatever natural disaster he was told to go fight.
"Okay okay" Hellerman said cutting off Pascal as he began to end his report "So the Chief isn't due until maybe at the end of the month, and there are ten officers fighting for their lives in the hospital. Now, I have to give a press conference in half an hour, and the first question those vultures are gonna ask me is 'Is the Police Department capable of protecting the citizens of Hartford"
Pascel tried to reply but Hellerman was just too keen to bulldoze his point across today.
"Because as it stands I have just about everyone in the City Council asking for me to help them push for an increase in emergency funding that I can't find money for in our books. And believe in me, I fucking looked at that damn thing ten times before this mess happened. There is no money for an increase in funding and no way to raise taxes without bleeding more growth this year. An issue the constituency has been stressing for years."
He looked between us and just sighed looking downward.
"There are no good moves here us. So now I look over to you Michael. You and Blankenship promised me a well-funded solution to the meta-human problem in my City. That your HURT would be able to effectively combat Supervillains. And from what Pascal just said " He gestured to the older man, who sent an apologetic look to Warman. "Your team utterly failed to bring Lussiac in. A vigilante had to kill her. So, after all of that, how exactly can HURT help this city? Because the results are showing me poor optics."
"Sir, As you know we have only just used HURT for the first time and is still quite infantile really. The Squads are ready to deploy but they don't have the numbers or experience to take on all of the problems in the city just yet." Michael said as calmly as he could. "If we're given more time to train more people-"
"How much more time? I need a solution and I needed it yesterday. "
"I don't think I can answer that definitely, We just need more time to let HURT get used to this ordeal. There the first of there kind in this world Mr. Hellerman." Warman said. The problem was that between the terrorist attack two weeks ago, and this mess, a lot of officers were quitting and taking their experience with them. Getting replacements and getting them up to standard, he didn't know how long that would take.
Hellerman looked at Warman as if waiting though. His brown eyes were burning with intense anger as if he could put a hole in Hellerman's forehead from the stare alone. Hellerman shook his head and grabbed the back of his head and looked up sighing. Looking back down he looked Michael as if relenting finally.
"Like I said. I have to make an announcement and so I'm sending you to center stage, Michael. I'm going to summarize what Andrew here told me and call for prayers to Blankenship, may God rest that mans soul, and I'm going to tell people about HURT being our new overly edgy named SWAT team. And then you'll say..."
This time I waited for him and drew closer.
"Your new catchphrase for HURT along with a nice statement about how everything is going to be under control now that you're going to be running your new SWAT unit around. We all need to assure the public safety and bring the city back to regular order."
"I'm sorry what?" Warman didn't even have a catch phrase for Hurt. He was supposed to be training an elite unit, not marketing them!
"You heard me, Captain. Remember were all partners here in this room and our mutual friends at the Citizen's Council are going to need reassurances that their taxes won't go up and our fellow citizens at the coffee shop need to know that they won't get murdered on the street by a lunatic in spandex."
So get ready because you have 2 hours to prepare something while I meet with the Governor."
