wait,now that hextech is kinda sorta approved,will it attract attention from Noxus ?
I reckon any Noxian agent in Piltover could have seen the warehouse explosion
The Noxians only reallly got invested after hextech was weaponised, they'll be happy to wait in the shadows whilst Piltover does all of the long and boring theoretical work before they make their move on the finished tech more than likely. In the long run though it's worth keeping an eye out for their agents. It didnt happen in the original timeline, perhaps due to the proliferation of the tech, but I wouldn't put it past Noxus or the Black Rose to try and intimidate us or one of the other inventors into making hextech weapons for them.

"You said you successfully stabilized the crystal at the heart of your experiments?"

The more secure facility plan was in Zaun - and the patron in question probably wants to relocate to a more isolated location quickly right now. And the plans were already set for Zaun.

I think it's going to get creatively relabeled in a manner which downplays what's happening initially, especially with Heimerdinger staying on and bringing the war trauma procedural clamp down on the project. Most likely some agent will make one of many reports which will be dismissed and passed over when Mel starts selling jinxunitions instead.

"Agent, why is there a report about this Hextech on my Desk when Piltover is innovating guided explosives? For the glory of Noxus, get your priorities straight."

Doubtful. Contrition was a victory. Heimerdinger will keep a tighter leash on things than Jayce or Viktor ever did and their will be a lot less potential for mishap that way. Being in Zaun, with only what money Mel can sneak our way, but Powder still roped into the academy by Heimerdinger to keep an eye on her, would have just meant wild runes hitting much sooner than Canon.

Ultimately what happens is up to Heimerdinger at this point in regards to the lab location. it's a toss up whether he constructs a new high security wing of the academy for it or takes it Zaun for Isolation because finding an unoccupied plot of land in Zaun with plenty of room is easier and puts less populated surroundings at risk. I don't think powder is going to be in a state to influence that either way.

While the write-in is laudable, I think that just going into emotional lockdown makes a lot of sense for Powder here. Especially since she's been on a bit of an emotional rollercoaster this past couple days; up from the time with Cait, down with Seraphine's situation touching on her own, up with the hextech breakthrough, down with getting pinched after the explosion, up from convincing the council to greenlight hextech development, and now down again with a ragged sheriff bearing Claggor's shattered goggles and a no doubt miserable story to tell. Everyone has a point where they just can't keep it up anymore, and I think it makes a lot of sense for this to be the crash down point for Powder.

Especially since she's been on a bit of an emotional rollercoaster this past couple days; up from the time with Cait, down with Seraphine's situation touching on her own, up with the hextech breakthrough, down with getting pinched after the explosion, up from convincing the council to greenlight hextech development, and now down again with a ragged sheriff bearing Claggor's shattered goggles and a no doubt miserable story to tell. Everyone has a point where they just can't keep it up anymore, and I think it makes a lot of sense for this to be the crash down point for Powder.
This is an absolutely brilliant take on powders mental state, and I'll extend the instance highlighted to up from the Mouser bombs and down from the argument with Vi, up from the bubble bath and dinner navigation and down from from having someone besides Vi do her braid. Roller coaster is an excellent way to describe things. Though it's only been around a day and a half or two days I think since Powder stormed away from Vi.

Honestly yeah, despite having come up with that write-in, I'm on board with this now.

I feel uneasy about Powder shutting down in the open as the council could see us breaking down or fainting thus undermine our progress with them.

I was thinking we could bury our face into Jayce's back for comfort, hugging and clinging onto to his presence as we hear Grayson's report instead of seeing everyone's reaction or failing to hide our emotional turmoil from others.
I mean what happened in the undercity is not something Jayce and Victor can give advice from the sideline so Powder could hug them to draw strength and brace for the bad news.
The two would be more aware of Powder's turmoil and would focus on her as they hear the news.

-[X] Don't make a scene, but don't hesitate. Wait out Grayson's explanation, then when she goes to leave, run after and catch her outside in the hall, and ask why she has our brother's goggles. Don't react if Mouser gets mentioned or implied; bottle it in toootally healthily until we're on our own, because adults asking followup questions about that is the last thing we need right now.

Shutting down isn't breaking down or fainting. Shutting down is going numb and unresponsive. Essentially powder would stand there, overwhelmed, and have her breakdown later, probably when Jayce or Caitlyn's mom does something to snap her out of it after they notice her state when Greyson finishes her story or their ushered out of the council room.

As for the council, some of them are unfeeling assholes, but Greyson is there with the context of powder likely putting together that a member of her family has died or at least been harmed. If it is noticed, she and Kiramman know our situation and can explain in a way where the councilor's risk damage to their reputation if they hold it against powder.

Still, your write in is a good one, I'd just worry about the unlikeliness for that to be all we do. If we slept over Jayce's it would certainly work, but he is only our senior Hextech partner, even if the two double team Caitlyn marvelously. A shame Caitlyn isn't in the room. It certainly beats my discarded runner ups.
 
Been working on an interlude to cover what exactly has been going on in Zaun in Powder's absence, and all I can say is ... prepare for pain.

...yaaaaaaaaay.

Place your bets now as to what happened:
1. Silco said it's go time and Sevika spiked Vander's drink with shimmer, causing him to go on a supernatural roid rage rampage across Zaun just as the Enforcers show up and Claggor got hurt in the resultant confrontation.
2. Claggor got busted by the Enforcers with the Mouser that Powder gave him and it went off, injuring/killing several people potentially including him.
3. Something else entirely, Zaun's a big place after all.
