Gendo left the room from the meeting with a slight, almost impossible to detect smile on his face.
"Our selected guardian has been busy."
He had just created an agreement for a basic democratic system, and limited the number of people they can bring over to two hundred every alloted time to avoid someone domenating the vote.
"It doesn't matter. We have him by the balls."
There would be five branches to this government, two law making branches, one to focus on the supernatural aspects, and the other to focus on the more average aspects of the city. Both were required to be adviced by proven professionals, and would be recorded whenever they spoke with one. Both were split up for checks and balences.

One would be the legal branch, and another would be the federal.

Gendo had exactly one third of the vote in the lawmaking branches, the ablity to order laws to be reviewed by the law making branches to see if it is nessassary (In which he can argue why it is not.), and had the power to veto a presidentual order if it effects his school or operations. So long as his chosen allies could be popular enough, he would have enough sway to get what he wanted.
"Maybe that is what we have to worry about..."
It wasn't easy, but they all believed that this ROB favored him. When coupled with TSAB having a much larger pool of resources...
"What do you mean?"
There was the issue that people from TSAB can not become citizens without being reviews by all five branches of government, but everyone was worried about TSAb taking power in an unoffical way.
"A man like Gendo will not allow himself to be a tool for very long..."
Idiots.
"He can try whatever, he has no chance."
A god being was just enforcing the rule that they can't be a part of the government.
"And if he turns the children against us? We have imprisioned actual gods here."
But now the city was starting to be planed.
"Their powers are sealed and limited, and besides...it would be wonderful to strike her down once more."
The families started to arrive, and jobs were easy to find.
"We would like to avoid that if we can..."
This brought on the issue of currency.
"Yes, but it's unavoidable. All we can do is plan to handle it towards our favor."
It was agreed that for the time being, they would use a credit system until they got the government more orginized.
"Why even have him if he will eventually become our enemy?"
But gendo has done what he needed to do, and now he was ready.
"Because he knows how to finish a job."
Ready to start the school year.

"Believe in the me that believes in you!" This choice is basically perfect why would you not vote Kamina for counselor?

It's practically a rule that whoever the janitor is, they have to be ludicrously overpowered. Stupidly, stupidly gamebreaking in their abilities.

The funniest thing is that due to PtV bullshit, Contessa will be able to turn a mop and bucket into insanely dangerous weapons.

Isn't he too close to being a main character? He wasn't after the first quarter or so of Gurren Lagann, but before that he, Simon, and Yoko were the protagonists.

Does change the fact that he needs therapy and is like, 16 years old. Counselor also implies some manner of training be done, which he doesn't really have.

He's great at motivation though! The death scene was really something.
