Won't it be like Neuroscience? Also a Toaster is cooler than that.
Neuroscience generally seems too focused of a field, one that would be encompased in Biology. But Biology seems like Robotics, in it's focused less on the thinky bits more on the body bits. Computers applies more directly to creating intelligences.

A Toaster is more of a brain-washing device than a Langford Basilisk. Requires extensive presence and exposure. A Langford Basilisk, higher grades of it, will be able to just be a picture, or a sound file, or the like, which allow us to induce any effect we want more immediately, and allows the spreading of the Memetic Weapon far more simply. The reason I'm wanting a Memetic Weapon is that, except possibly with the cultists, such a weapon is rather OCP for most things. After all, even if you know it's there, the only way to defend yourself from it other than mutilating your senses allowing you no way to percieve it, is drastically altering the architecture of your brain, something I'd only expect other Mad Scientist to be able to "easily" do.

They are pretty much counters measures to defeat his co-workers if they betray him. Level 1 is just making sure their madness does not harm him. Things like the waddle dee challenging Dr.Ferns to a flexing match or putting a plant pot with a smal tree in eggmans way with a sign that reads: Robots suck)

Backstory: After a near death experience with a memetic hazard he became obsessed with (and paranoid of) such hazards. During his research he realized that hewould always be vulnerable unless he could somehow filter-out harmful information before perceiving it.
So he took the logical course of action (HA) and replaced his eyes with cybernetics constantly protected by the best anti info hazard firewalls he could program.
Skill Levels: Research 3, Operations 1, Espionage 2, Combat 1
Starting Inventions: Cyber eyes- Made to defend against info hazards these eyes filter-out any kind of directly harmful visual information
from the overload of flash bangs to a basilisks stony glare.
Info hazard: Nothing to see here- A specific pattern that makes people simply glance over it, it requires several seconds of direct focus for the average person to detect the pattern and whatever it is painted on.
Info hazard: Landmine- Simply put this hazard causes nausea, dizziness, vomiting and seizures in anyone to look at it for more than a few seconds.

The only short-term effect The Toaster has is the inability to refer to it in third person. It specifically says you need prolonged exposure, in the order of months, for the more drastic effects to happen.

Should be noted that such eyes only protect from visual info-war. Memetic weapons ultimately can attack any or all of the senses. And i question how they are suppose to work. Do they look for patterns similar to the info war designs you made (in which case their ability to defend is rather limited), or do they have a sandboxed version of your brain to test out the stuff on.

I was trying to focus on basilisk attacks, and yes their ability to defend against new hazards is incredibly limited but once data on a new hazard is acquired it can be simply added to the filter software. It won't stop the initial attack but it will stonewall any similar attempt afterwards.

Unless you mean literal basilisks, Langford Basilisks are not a visial only medium. Cause again, they work through any sensory input.
As for stonewalling, only in the sense that a normal firewall can stonewall viruses. People are always finding new ways around the firewalls.

Is it just me, or does anyone else get the feeling that "Memetic" anything sounds absurdly ridiculous and like something that should fall as outside the realm of Mad Science as much as Magic and other supernatural mumbo-jumbo does?

Considering the violation of the laws of thermodynamics is something we will be doing roughly mid-game, you should really expand your definition of science for the purposes of this quest.

Ones brain is like a computer, a very complicated one, but one none the less. As such, you can treat it like a computer in methods to combat it. Memetic weaponry is basically a computer virus. It shows the computer a pattern of inputs that are alligned just right to mess it up. It's a really complicated weapon, it having to be able to generalized across varying brains and varying exact standards of input, but considering that a persons brain does not come with any built-in firewalls or such security systems, should be possible.

We could try to make our base like scp 055, or make an attack like ●●|●●●●●|●●|●, or do a Project Lethe. They are much fun stuff to be honest~

You could make the same claim about the weather, far more accurately in fact, but you wouldn't think a weather control device would be out of the reach of a Mad Scientist. Just because there is no single set mechanism, doesn't mean the system can not be manipulated to achieve a general end. There is no set mechanism by which to create a hurricane on demand, but Mas Scientists are quite capable of manipulating such vast, chaotic and complicated systems.
