Your Wish charm thrumps most downsides. Like regen does not shorten lifespan or cause super cancer.
In mega attributes, IF you want it, it can stay hidden UNLESS it is being used to lift a tank or other obvious use of super strength.

It would be really strange for the Imperial Heralds to show up on this world if we do make it. Just as an non-exhaustive list:

- The only world where the Primarch managed to make other Marines.

Thinking of other elements of cover story I think we might want to go back to some of the ideas I proposed for things we could Shape with CCP. Basically to act as Distraction Carnifexes
Take, for example, the possibility of Shaping a stasis locked bunker containing the students and staff of a DAoT university. And/or a time lost DAoT military unit. Possibly based on the memories of Colchis' world soul from what and who was actually present at the world's height.
To take an extreme example, the Emperor is likely to think he has much bigger things to worry about if the lead elements of the Great Crusade approaching Colchi's sector
are intercepted by hypertech ships flying the flag of the Federation of Humanity and proclaiming loyalty to its ideals.
More realistically, if we play our cards exactly right the Emperor may never come to Colchis and meet Fan. It may be possible to have expanded to such a degree that Lorgar meets the Emperor on another world we've integrated. That would make life a lot easier, as then we can keep a lot of suspicious activity away from his easy inspection.
Another strong possibility, if the charm is available, is to learn Splintered Gale Shintai and turn one of the mortal avatars into a powerful space marine psyker-shaman. That iteration of Fan can then pretend to be the original.
And, of course, Corax hadn't been found at that point.
Talking of which, I suggested before that we see if we can use the useful Essence 1 servants version of CCP to Shape a squad of Imperial Heralds with the narrative that they lost in the warp due to a Gellar field or teleportation accident, ideally making them echoes of real space marines who that really happened to.
If this is possible it would give us a much better cover story.
DAoT Warp Research institute might be fitting, one that is hooked into the world soul. If we play our cards right we can claim to be the regent of Colchis. All the magic and sorcery isn't us it's the world-soul.
I will just say this. Space Marines are Demigods. Weak ones but Demigods.
What this means is that you cannot shape them into existance or normally wish someone into them as they will not connect to a Primarch's Mythos.
So what you get is something that looks like a Space Marine but without the X factor that allows them to defy fate and win where they would loose.

So it is a two way road. External factors do not really apply as the factors are innate and personal.
