@Mina while I'm thinking of it, there's a list of known clans below. The only one you can't be is Sabrae, and only because we know they're not in the Vimmarks.

True.... which he did, but because he knew where she was and tracked he down. The de Ghislains have a Great Mage on their payroll.

My point is, you can't purposely generate them.

Oh, well that sucks.

Appearently the characters in inquisition were the only ones who could have amounted to anything no matter what.

Just checking are there any factions still open who are allowed to have skilled people?

Well, that's how you then organically introduce uh...Kaeldar Draigoh, elven Templar fated to walk the Fade for all eternity dick punching bloodthirsters pride demons and doing lines of pure lyrium off of daemonettes lust demons, returning to reality only to give good little Dalish boys and girls kickass facial tattoos and do lines of regular lyrium off of dead humans.

There has got to be someway of at least making it moe likely to get them right? or are they literally just people who show up in other games no matter what happens?
