Islet. Materials are highly useful, after all. Possibly build some destroyers or torpedo boats, or just use it to patch up damage.
I don't know of any artificial platforms that are large enough for a pair of heavy cruisers to dock at, let alone a whole fleet. Even the Texas Towers don't really come close.
It's going to have to be a tiny islet. Maybe one of the Bahamas? Or the Florida Keys? Or the Barrier Islands? Just make sure to be on the lee side no matter where you go.
You can't use conventional materials to imitate/fill in for Fog nanomaterials. While a repair ship could theoretically convert them into ULTRA-high end conventional materials and use them for internal repairs, there ultimately no substitutes for a full-fledged Fog nanomaterial construct.

Well, they do have some of their repair/resupply ships - and I was operating on the assumption that the Fog Fleet must have SOME way to make more of their main materials (Thanatonium and nanomaterial) - they can't make more ships though since they can't make cores...

Also, those islands are too small, and would likely be completely submerged under the risen sea levels. You need something bigger.
At that point the problem becomes that there aren't any suitable islands in the region - anything available would be within normal Fog Fleet range or submerged....
Some sort of off-shore base though - built on a undersea rise by a lone and very bored Fog Ship....maybe she made herself some pets...
