Create Our Own 40k Sector

There is a new Harlequin Masque Creation Table so I'm going to roll one.
How many Players belong to the Masque: Large. Enough Players to fill each Troupe many times over, and many specialists and vehicles.
How is the Masque composed: Many of the Masque's Players play the role of the Death Jester.
Which Troupe is the most influential within the Masque: The Troupe of Twilight. The Masque's actions make little sense to the outside observer, as actions seem random, chaotic, and seemingly without reason - until each and every small act comes together to accomplish their bizarre goal.
Which Troupe holds the smallest number of Players: The Troupe of Dark. Honourable guardians and grandiose performances are a common sight. Rarely does this Masque take on subtler means.
Which Troupe holds the largest number of Players: The Troupe of Light.
Which Troupe did the Troupe Master previously belong to: The Troupe Master was previously a Shadowseer.
The Troupe Master's dramatic mantle: The Star
The Troupe Master's ritual persona: Executioner
The Masque favours which location to perform: Other (Imperium, Tau Empire, minor Xenos planets, etc.)
Which tales does the Masque most often perform: The epics of Ynnead, and tales of loss, suffering and new hopes.
What is the usual moral of the Masques performances: Hope. So that they may know a better day.
What shape do the Masque's performances often take: Comedies. Performances that end well and true, where no matter the costs to get here, once the end has been reached, everything is where it should be.
What makes the Masque's performances truly spectacular: Several audience members always find themselves playing a role.
The Masque has touched the heart and soul of one above all others, who is their biggest fan and ally:
A Mon-Keigh Governor
The Masque's acts have caused quite a bit of strife for a certain someone, who is their greatest critic and enemy: A Chaos Lord
Who is the Masque's favoured enemy: The Dark Kin of Commorragh
The Masque recently suffered a great tragedy. What was it: The Masque has recently splintered into several other Masques due to internal strife and conflict.
Pretty crazy rolls all around.

No... that isn't it. It's just that we keep saying "oh let's fluff out what we have and then try to make sense of it all" and then just keep disregarding that for rolling up new stuff. It almost seems like weird for weird's sake, rather than weird for the setting's sake.

I know what that's like, I literally had to reroll the Harlequin Masque Rolls about six times because they were too weird.

Da Blue Boyz Band, a name spoken with both confusion and silent horror. Many Orks within the WAAAAGH draw power, using psychic might that can shatter even the mightiest of bulwarks. Led by the Ork Weirdboy known only as Star-Kraka, they seek nothing but the destruction of daemons.

If only for the challenge, of course.

They follow the philosophy of being cunningly brutal, using intelligence and strength to fight. Many Daemonic Warbands have fought with them, yet have suffered great losses due to the large number of Boyz and Nobs all around. Not helping the fact is that they recently came into contact with a lost Skitarii regiment, soon using their Ork-Tekk to make them orkier. These Orky Skitarii are often armed with all sorts of Dakka weapons, and can push out a large volley of rounds that shred most advances.

Despite their cunning tactics and brutality, they're still being led astray by the Eldar within the system. A much needed positive, as the Orks would be a destructive force for all to fight were they not distracted by Daemons.

Can we please chill it out on rolling factions, until we consolidate all the factions we have made? I like rolling factions too, but first we need to make lore for all the factions that dom't yet have lore, and then figure out how this damn sector works.

Only if the imperials knew about them. They live in the pieces of Commorragh that've been given up to the warp after Khaine's gate was breached.
I'm guessing they're probably former slaves of the deldar who were blessed by a big ol' chunk of emps.

The Masque of the Joyous Reaping is a thing of terrible beauty in action. This can be said of many such Masques, but this Masque is perhaps one of the few that has been openly encountered by Imperial forces.

The Masque is very large, even in spite of recent reports that indicate a schism due to philosophical and personal conflicts between the members. Total vehicle counts and unit strength can only be estimated, but it is known that there are many who wear the livery of the "Death Jester." This might constitute part of the origin of the Masque's name.

As with all such Masques, the organization is composed of three troupes. The Troupe of Dark is the smallest of the three, though that means little when each troupe is many times larger than average. The Troupe of Light is the largest, but has relinquished or lost much of its influence to the troupe of Twilight, leading to the Masque acting erratically, though their actions are truly planned and precise down to the last breath of air. However, they are incredibly grandiose and theatrical, with little subtlety to speak of in any known encounter. Any so-called 'heroic' tendencies are yet to be confirmed by any reliable source.

The de facto leader of the Masque, the Troupe Master of Twilight, is a former member of the Masque's scant Shadowseers, going by the mantle of "The Star." Operating under the persona known as the Executioner, few instances of their combat prowess have been confirmed.

The Masque's performances have been seen repeatedly by the citizens of the Sector, as their preferred venues are Imperial worlds, where witnesses report that members of the human audience repeatedly find themselves with impromptu roles in the harlequins' performances. Their specialty performances seem to be comedies, perticularly adaptations of the epics of the god Ynnead, where all things end in a sense of hope, regardless of the pains and prices along the way, and with the performance itself filled with (sometimes inexplicable or impenetrable) humor. Their affable demeanors and general charisma have made them quite popular on many worlds, and they have even been so bold as to perform on Kyberia, where the resident order of Sororitas arrived fifteen minutes late to catch them, in spite of the performance being extended beyond its normal length. In particular, the Imperial Governor of Lucand is quite enamored of them, and has offered them assistance multiple times, despite halfhearted warnings by Inquisitor Dio and very real warnings by Inquisitor Cygnarion.

According to what little the members of the Masque have shared with outsiders (an unusual thing in itself, since other groups encountered have often been completely disinterested in contact with humanity), they have drawn the ire of one of the sector's local Chaos Lords, who they emphasize is 'dreadfully bring and not terribly inviting.' Though they also seem quite opposed to the Shining Moon faction of Dark Eldar that frequents Sanguis Vitam.

Nah,They started on a daemon world,and basically became the dark eldar's new neighbors.And they are slowly conquering and subverting the sector.
