Why does everyone say that isshin said restraining our sword helps with control when quickly going over the chapter all I see him say is that the reason none of the captains or lieutenants have swords the size of sky scrappers is because they like to keep it in a manageable size and that you shouldn't judge someone for the size of their sword.

Of course, it can't be that easy. First, trying to actually grab hold of your spiritual energy is like trying to grab sand. You can cup it in your hands, but it's small, and it gets everywhere.

Ichigo's problem is that his spiritual energy is all over the place. If he manages to pull it in he'll get better control. If he continues to practice making Zangetsu smaller it'll make him better at reigning in his spiritual energy.

I was talking about the quote people take from isshin however what you quoted shows that by bettering control we can make our sword smaller, but so far I've seen nothing that actually says making our sword smaller would have a direct influence on our control.

If Ichigo had just accepted to walk around with shikai, he'd have less incentive to practice control. The decision to keep Zangetsu unreleased did have a direct influence on his control which in turn helps him to make the sword smaller.

Some didn't bother to distinguish between the two.

It wasn't the decsion to not let zangestu stay released that had to do with control that just annoyed him, the decision that had to do with control was hinted at in a preview where Ichigo talked about ways to get his sword smaller, which does indicate a good control of energy but has no actual effect on one's control.
