From her behavior she's actually strongly opinionated, and has a temper. She's learned to control it and disguise it, but as we're her social superior and future family head, we could order her to do anything and theres little she could do about it.

Yes, pretty much, with an added foray into philosophy and religious law. Which is ambitious enough, but from this, if it's done correctly, you could use it as the basis to attempt to right a new, improved centralized law code. Tear away the outdated bits, find ways to harmonize it with the needs of specific regions, etc, etc.

It'd be a lot of work, and it's, you know, impossibly ambitious, especially for a woman. Hell, it's ambitious for anyone at all, let alone anyone her age (reminder, she's sixteen) and sex.

I don't think transgenderism is well-regarded in Csirit. Scratch that, the concept is probably utterly alien to them.

What transgenderism? The Emperor says she is a man so she is a man and has always been a man. If someone thinks otherwise then they are obviously delusional. Noone in their right mind would trust the evidence of their senses over the word of the Emperor.

Isn't Emperor a final authoriy on what is and is not heretical?
Like, two sources of legitimacy are "Emperor says it" and "it is more profitable to go along with it for nobles". While nobles probably can think of it as of a valid way to attack us and father('s legacy), it prrrobably can be dealt with.

Then again, one of most (in)famous Chinese Emperors was, in fact, Empress, and sorta lowborn to boot IIRC. So I am not sure it is all that necessary in the first place for sufficiently exceptional individual.
 
We might want to wait with the legal reform.
She's many years away from finishing the overview. Plenty of time to see how the current reforms bed in, secure our position, develop our own opinions on the details of how the Empire runs and what needs changing and learn enough formal scholarship and law to grok the book when we read the finished article.

We'd miss out on the opportunity to turn them into an informant network though, unless we can split them up. There's also the fact that they're not actually simply serving girls.... But regardless of what we do with them, it's probably a good idea to take this action first:

Only sensible. Personally we could just pick up a bunch of maids easily enough for Yanmae. She didn't offer much in the way of requirements.
