It's actually a more complex problem than that. See, before this, the local power distribution was run by a cooperative. Said cooperative ended up deeply in debt. The workers striked for better terms while the electric cooperative was being absorbed by a corporation.
Few were re-hired. The power corporation had to repair infrastructure while still saddled with the debts of the former power company. Unsurprisingly, from people who continue not to pay bills mean less money available to repair things. The problem is that because of skilled electricians, disconnecting those who don't pay gets them reconnected shortly. When they go back to disconnect again, angry mobs block them. They require police escort.
These electricians still believe that the new power company is illegitimate, because the cooperative are still filing a case to win back their license from the privatization of the service and sale to the corporation.
As I recounted from before, the power company refused to pay for a new transformer until the arrears were settled (to the suffering of those who DO pay their bills on time), until the neighborhood decided to go 'fuck you' and bought and installed their own transformer. This transformer which was on fire.
Now, a new transformer has been installed.
I can kinda see both sides of the issue - on one hand, the corporation has inherited a lot of debt and faulty infrastructure; on the other hand, the cooperate believes that it was a hostile takeover and has sent a letter of repudiation about the corporation's right to operate the franchise and its assets.
Also, part of the reason why the infrastructure is so shitty is that 500 million pesos went missing from a 10-billion Calamity Assistance and Rehabilitation fund given by the government. Due to this graft, they were unable to repair typhoon damage and incurred 24-percent system loss; the cooperative ended up with a 4-billion income deficit and with a shitty reputation from constant brownouts, but also intense loyalty from its member-consumers due to their refusal to increase rates. The Department of Energy forced them to privatize to better carry out infrastructure renewal.
Yet in the signed Concession the corporation is NOT obligated to pay off the debts and that the member-consumers must continue to contribute. The Concession Agreement was signed by the Board Chairman and Vice Chairman without a Board Resolution authorizing them to do so.
More so, not even the Board or [REDACTED], or [REDACTED] was authorized to enter into a contract entirely different from the Revised Bidding Documents most especially that the signed concession agreement is prejudicial to the interest of the member-consumers and [REDACTED].
So it turns out that I am collateral damage from an organized boycott.

The new subsidiary corporation thinks this street is full of ungrateful greedy thieves, and the people think the new company is made of asshole conspiring thieves.
Slowly I've been making inroads to energy independence, well as long as gas prices remain low. A new charger will only cost me $25, and by my estimate it will cost $115 in gas money for a month of 6-8 hours generator usage every day with the ability to use laptop and internet for work all the rest of the time on batteries*.
This is not exactly sustainable, but it's close enough for emergency work. Even an extra $50 in donations every month will allow me to get a new 100W panel every month or an extra 100AH battery every other month.
Technology is great! The modern world is more wonderful than you know, much more than just the Internet. While we may feel acute withdrawal pains when there's no Internet, nothing quite makes you feel so good about something you take for granted until it is taken from you. Five years ago, this much would have been completely outside my price range.
It's a very very far cry from my first desperate attempt just to get some power back to run fans as
Solarboy with a 50W panel and a 40AH battery hooked up to a 75W car charger/inverter.
*hmm, actually, maybe I should work out the bare minimum needed for this setup for reference's sake. In case someone wants to try out being a solargasboy too.
