Not everything is a big conspiracy. Most likely a few executives either think Lower Hanshan is going away their vision of 'secret corpo mountain bases' or they think the whole expansion is a waste of company resources.
Creating local manufacturing for things like furniture, clothing, and home computer terminals would help cut living expenses in Port Hanshan - particularly for the city's small but growing labour, retail and service underclass.
Also running imports of consumer goods to a planet that depends on them is no doubt very profitable and I'm guessing a few executives have their fingers in that pie. Cutting living expenses cuts their profits.

Working on projects for 2 of 3 corps with negative favor, meanwhile continue spaceport investment, clear out the mountain monsters to open the +16 network project, sweep admin and otherwise continue ongoing projects.
2 dice on peak 47 as that goes from 57% to 93% (1 die to 2 dice)
2 dice on Network 59% to 97%
Mountain Monsters- rather risk overkill on that project

I stand by my previous plan. It would appear ebbor's prediction was spot on and with the up coming executive vote, it's best to bank as much support as possible.

With luck, enough projects will complete that we can devote the next turn to appeasing the remaining corps.
 
I am not voting for anything without Platinum Mine approval.

I would prefer for serious Spaceport dice investment if possible.

The data traffic management center seems like a no-brainer for contract goal completion - +2 profitability for ~2-3 dice? Sign me up.
 
This plan has a lot of what I want to vote fore, but why not continue with the Breaking ground at Peak 12?

For the simple reason of completing the most amount of projects that will increase our available resources and profit.

Next turn with all of them done or reasonably completed more dice can be diverted to appeasing the companies that we have poor relations with.

Prioritising data traffic is already a challenging problem for every group in the galaxy. Intergalactic communications rely on simple priority rules to allocate bandwidth, whilst local relays such as Hanshan's ground-to-orbit system generally work on a first-in-first-out basis, relying on relative lack of traffic to ensure high speed connections. By analysing outgoing communication requests and assessing relative importance before passing them offworld, corporate assets can be assured they are receiving the highest possible speed at all times, and never getting stuck behind civilian data traffic.
UPDATE: Granting corporations limited access to the data analysis allows them to fine-tune advertisements and other elements of the content they produce, enhancing profitability.

I'm personally more focused on favor grinding over raw profit grinding.

Since meeting our quota for this Plan is looking to be relatively easy.

I'm curious, since developing Lower Hanshan appears to be something that is unique to our current character, what special projects would we have had access to if we picked someone else?
Mekko and Ireme would have leaned towards building multiple smaller settlements, further spread out across the mountaintops. It would have been very pretty, but consider all the problems of suburban sprawl, on top of mountains.

Gharn and Vos Korrsa would have had far more limited options for expansion, mostly building more arcology spires. More expensive, slightly more disruptive to business, but better matching the NDV Exec's vision for the city.

Tikanus would also have had Lower Hanshan developments although it would have looked at little different. A lot of his projects would have been 'similar but different', being less effective or more expensive in the first stage but allowing easier and cheaper expansion down the line.

As for unique projects:
Gharn would have various dubiously legal options for shoving favour around, a few more law reforms, and ways to counter-shenanigan companies. (So far, the companies have not Committed Shenanigans, but we'll get there)

Ireme would have had a lot more admin actions - including an option to semi-automate a company's development for a hefty / ongoing ES cost.

Mekko would have had a few criminal options like Gharn, and more expansions to Peak facilities.

Vos Korrsa and Tikanus wouldnt necessarily have unique actions, just unique ways of achieving the same results.

Ah, ruining the carefully planned corporate utopia by letting the plebs in.
Yeah, at least our residential district puts the plebs all the way at the bottom of the mountain. Out of sight, out of mind.

Hopefully our "Smaller, lower-quality apartments" are more middle class and we don't accidentally build a slum. Having our menial labor freeze to death because of low quality housing is a bad image.
