I got the impression that it was a bit more exclusive than that and that Annaisha wouldn't be able to sneak in.
Maybe, maybe not. There will probably be some kind of assistant personnel, unless it's four people sneaking away from all distractions and chilling somewhere in secret. Which is possible of course, but if it's something official there will be ways to intrude to some degree.

In addition to the improvements you've considered for the CCTT, you have some "improvements" in mind as well. Nothing so amateurish and simple as the faults in your original drafts, that you have no doubt that Atlas still exploits - this will be a masterpiece of design, apparently impregnable to all interference even with direct access, and yet not. While you could push for this design either way, it would be much simpler if you had complete control over construction... Success on: 40/60/80. +20 if taken with "Communications Online". It seems that there's a consensus on taking [ ] CC: Dot Dot Dash, but which other Learning project is best. It seems that Biodata could have a lot more potential for the future, but what reasons are there for taking Verticality other than the bonus to Moonshot? What advantages do we expect Improved presence in aviation market to give us compared to continuing the biological research we started last turn with the crits on CC: Prosthetics and On The Origin Of Species?
We are going to want air superiority. We want the best aircraft. And if we can sabotage the ones we sell to our enemies, while making them seem superior to competing designs, all the better. I see it will also synergise well with weaponry we are already supplying to the hunters and the kingdoms. The greater failure cascade we can arrange, the slimmer the chance they pull off a survival.
Access to joint projects could also be priceless moving forward because it's very close to reading "free research without spending action slots".
I would prefer to steal their research data, sabotage their research and do it on our own. I also expect we'd have to expend actions to work on those projects anyway.

How does the conference work if we don't go there? Do all the Headmasters roll Diplomacy or something? What are the odds of Artoire making deals that are favourable to us if we don't show up?

The problem with this is that a rising tide lifts all ships. It's a Cheshire Crafts action, which means it's done as a business move. Sure, we might have a personal aircraft no one else can match- but we'll also be selling better aircraft than currently exist to everyone who wants them. We need some aviation prowess available so that we can move ourselves and our agents around with maximum ease and minimal tracking, but the more corporate flight options we take, the more we'll get proliferation of easy transit between the continents available to the public. That makes it easier for everyone else to move around agents, diplomats, and military forces. Other people are building aircraft too, yes, but design and construction of such things is a process taking many years; we can stay near the forefront of the aviation industry without constantly pushing the bleeding edge forward- so why should we, when there's no call for us to better others' ability to collaborate?

Sure, we might be able to build in flaws to our products, or at least know exactly what critical points on our aircraft are for sabotage if we don't introduce unnecessary weak points directly. But unless we're actively using such inbuilt weaknesses to our benefit, they do us no good- and I don't see us forcing the anti-Royalist task force's planes to crash halfway between Atlas and Mistral so that we can quietly murder them all in the wilderness. Nor do I see us actually kicking off the kind of large-scale Grimm incursions that would make "all mechashift weapons and aircraft stop working" a worthwhile card to play. We generally don't even get options that can be summarized as "just kill them".

I just can't see Verticality taking us places better than Biodata does (+10 to Moonshot aside, and I'm willing to pass that up since we've still got omake and Lunatic Dream bonuses). If we're actively kicking off a war soon, maybe, as having better aircraft production infrastructure on our side could pay off in spades... but are we kicking off a war? I don't think we are.

With the Stewardship bonus of +7: Moonshot, Part 1 gets +27 because of the bonuses and The Trap Springs gets +32. Communications Online only gets +7 from Stewardship and a success there is important because of the +20 bonus to some other actions.

Drop at least +15 bonuses on all of these, probably a +20 on The Trap Springs, just to be sure. Mistral has been a thorn in our side long enough, it's time we get some real eyes and ears in there.

I'm tempted to put one of the +20 here because the decreased suspicion gain chances in Atlas seems really important considering that they're at the center of Anti-Royalist activities, but there are probably better places for it.

As important as I consider some of these to be, our Piety bonus is +35, a +15 bonus is enough to give a 50% chance of outright critting (60% for CC: Advanced Thaumic Research with the CC +10 bonus).

I'm sure you recall how the Spring Maiden wanted to do more to help protect humanity, while the Fall Maiden was wondering if she would have to be the one to correct the balance.
A Return To Form (Vale)
Following the incursion of several Elder Grimm into Forever Fall, plans to send dedicated Huntsman teams to clear the border were quickly drafted by Vale's Council... before being quietly shelved as unnecessary. The Spring Maiden seems to have returned to her homelands - as there is little other explanation in the council's mind for the massive overgrowth of flowers that has covered the region; nor for those Grimm once present there having vanished without a trace.

Just a month after the Tower Attack, Vale's Huntsman Corps scouting teams in Mountain Vale encounter a highly unusual event - a massive swath of mountainside covered in blooming flowers, months ahead of normal plant growth times - an area, covering hundreds and hundreds of square kilometres, entirely free of Grimm.

A small number of local reports of Team HERO being in the area are dismissed, somehow propagating this unusual event as penance for their earlier absence, are dismissed - the group's whereabouts in Vacuo at the time are known.

Dispatching orders from on-high is one thing, but since you'll be in Vacuo anyway, to meet with Ozwald's gracious invitation to study the Ziggarut, it'd be a shame not to stop and see the sights while you're there. A LeFey operation here, a dig site there... it's nice to stretch your legs.

I'd prefer Scavengers. It would be nice to pay attention to our interests and partners in Vacuo, I don't want to neglect them completely. I'm also wary of maidens. We already have a scheduled interaction with them, I'd rather play it safe till then.

I expect that it would also have some synergy with A Trail of Silver, hopefully letting us pull of some shenanigans to prevent Vacuo from discovering something important from the Tomb.
What about killing the research staff and replacing them with simulacra so we can do all the good research without anyone wondering why Cherise Cheshire is doing necromancy?
How about getting the Jade Serpent to go after the Ancient Artifacts?
Both will require exceptional rolls once Vacuo realizes the value of the find.

On the other hand, the Maidens are both a potential threat and a resource to be exploited. We don't know much about them, it could be worth investigating under somewhat controlled circumstances.

Also, it greatly amuses me how everyone focuses on this one because of the +10 to Moonshot, completely ignoring that it is a massively important project in its own right. An ancient temple dedicated to the Maidens as "priestesses of the moon"? Should be some really big stuff there.

This however, is a poem. T.S. Elliot's The Waste Land. It's... such a long poem I really don't have the time to go over it in-depth and make any sort of proper analysis. @Pathos, you've been doing this sort of thing lately, you have a crack at it.
