I had a much longer response, but internet ate it. Alas.

Bike stunts? Check. Awesome Tinker name that I am totally stealing for the quest? Check. Taylor getting captured by Bonesaw? Check. It's like you read my mind! GET OUT OF MY TEETH! +1 XP!

Tinker is (roughly) based on one mentioned in PRT Quest (when Anchorage needed capes with experience in siegebreaking, the capes forwarded regularly dealt with a...hive?-themed Tinker. Seemed too perfect), and was intended as a play on words for 'auto da fe'. Also, was not intending to imply Taylor getting captured, but rather Bonesaw running away from Jack because reasons. Mostly as an excuse for "death traps? death traps."

- Materiel Invoices: Asking for stuff for use in the construction of other stuff. Good for: getting more Darwin Bark Spiders, rare materials for Tinkering, Tinkertech samples, or research documents. Would not apply: petitioning for lessened restrictions, directing personnel changes, or requesting time off.

Time off? Are we talking about the same Taylor here?
 
A note on Essence-based technology, if we ever get the opportunity:
Yes, Essence is Magic.
But for the Exalted, Magic is scientifically repeatable phenomena, and we CAN explain exactly how it works. (Although they might not be inclined to accept our factual and rational explanations.)
 
Overwhelming Opponents...I'm actually kinda on the fence as to whether this is broken or not. Things that can one shot us (or take us out in only a few hits or if we're dead if we stand still) basically describes the only things an Exalt need concern themselves with be it an angry behemoth or a irate Dragonblooded with a grand killstick. It apparently even works against Bladedancer, she of the death by papercut, so that means that it applies to all high-end combat builds instead of just one-hit wonders. On the other hand, it doesn't protect against death by minion archer spam (backed by heroic mortals/essence users directing said minions) which is the traditional method of killing new exalts.
Worth noting that this wouldn't be usable against Bonesaw, Jack, or other things that might 'only' do bad things to you if they hit. This is for things that will turn you into a smear if they hit you; if Bladedancer threw a few sharp knives it wouldn't apply, but if she tried to turn you into chunky salsa with her Dragonslayer sword then it would apply.
Materiel Invoices - so basically it's using the Bureaucracy to make it easier to get specific STUFF which we nominally have access to for our own use but would not aid us in getting things that we're not supposed to have. Seems legit.
Pretty much. Trying to bend the rules to get things we normally wouldn't/shouldn't have would be a different specialty.
So they wouldn't appreciate hearing "It's literally magic." even if it's completely true?
"That's terrible scientific ethic. You should be ashamed." And then they would keep asking you for explanations while trying to figure it out on their own at the same time. Tech Review can be bypassed with sufficient approval from higher-ups, but that requires your higher-ups to endorse what you're doing.
Also, do they know or care that we're not a real Tinker, just very good at emulating them?
Besides the Directors, Legend, and Chevalier, everyone (PRT and Public) thinks Taylor is a Case 53 Tinker. Trying to claim otherwise just means people usually append 'Crazy' to the front of that title.
Time off? Are we talking about the same Taylor here?
Time off from regular patrolling to help with the Camden project, for example.

Regarding Omake/Art:
As I've mentioned before, the entire reason I provide XP incentives for Omake and Art is to give people a reason to flex their own creative muscles; Omake and Art are not necessary to succeed in this quest, as we could have 'won' this quest with just the starting XP we had in Chapter 1.1! The XP we have accrued thus far has simply increased our options and changed the angle at which we approach various problems - not always a good thing, but never a bad thing. Anyway, on to the Omakes!

But...but...xp! and levelling! and stuff!

Speaking personally, I don't need much incentive to flex my creative muscles; it's focusing them on projects that's a mite more tricksy. But if it means I'm part of an effort that contributed *checks* 12.5 xp to Taylor, then so be it.

This is great, but sadly non-essence crafting materials don't remember their stories. A shard of glass from Shatterbird's mask is functionally identical to a piece of glass right off an assembly line. It's better to think of essence-based objects as simply shaped essence, and the history of that essence is what shapes it even further; this is not the case for Nowhereverse physics, which is both good and bad for various reasons. +1 XP!

So does that mean that this sort of thing would have worked if it ran on Creation physics? ;__; if only essence saturation had been a bit farther along!

Autochthonia is all about how Humanity manages to survive - even triumph - in the face of adversity. Should we succeed, we will likely have a nigh-unlimited amount of resources due to the multiverse and/or way we go about making more essence for Autochthon to munch on. What will happen to two societies that have known nothing but suffering for as long as most can remember? At least Magic: the Gathering will be properly seen for the deleterious contraband it truly is! +1 XP!

These are cool. They'd need to be fleshed-out more to be allowed, but they're along the right paths.

May I ask what would need to be fleshed out more? I'm not great at charm writing, but I'm open to suggestions.

Using this quote to discuss the large Bow vs. Gun debate that was had. My thoughts:
- Bows are Cool, allow for fun stunts.
- Guns are Cool, allow for fun stunts.
- Bows are much more likely to pass PR Review, and have a much more distinctive flare.
- Guns have the potential for much more damage, at much longer ranges.
- Bows have the potential for specialized arrowheads, as seen in plenty of superhero comics.
- Guns can be made to use bullets or energy systems, but that's about it.
- Bows require far more investment of time if we're going to customize arrowheads, and ammo is a concern.
Ultimately, Bows would be easier to get but would be a much larger drain on our time than any gun would be. Time is our scarcest commodity these days. Choose wisely.

I want to have my cake and eat it too. I don't suppose we could develop bows that shoot guns, could we? /kidding.
More seriously though, if we had a few 'standard' trick arrows and passed the design off to the PRT, could we get things like EMP/Containment Foam/etc arrows made for both us and other arrow-using capes like Shadow Stalker and Flechette?

Keeping the SUPER-DUPER OMEGA DOOM BLASTERS for the nasty buggers that PR-friendly stuff is ill-advised against though.

The Behemoth fight was big, but I'm surprised you feel that it 'dragged' - was it just not engaging enough to warrant the length? Do you have any feedback on what might have been added or removed?

Behemoth fight was fine for me. If anything, it was a mite short (though I'm greedy, take that as you will).

Also, I'm still sad that most people apparently didn't like Clarity Mode. It was really fun to write.

I like Clarity Mode, it was fun to read. I'm already looking forward to our next date with Clarity.

We are in a military organization, and they're requests for supplies. This means that we're as good at requisitioning helicopters as we are with asking for more bees.

So it doesn't apply to deadly things that, for example, only apply Bad Touch? I retract my qualms about it being unbalanced - I like this specialty a lot. It carries a lot of narrative information about the kinds of confrontations a character has faced (and expects to face), meaning that it's not just talking about the character anymore it's also telling you things about the environment that the character operates in.

So yeah, this is good and good on you for coming up with it.

I'd actually appreciate it if you removed this, as I changed a decent amount in the parts I previewed earlier in the thread. Not fully rewritten, mind you, but there are some larger changes that might be missed that are going to be relevant down the road.
I wish you had made a note of that at the start of the post, as it would have kept me from skimming until I found the new stuff. May I ask what has been changed?

Yes, this would have been a valid crafting attempt if Earth-Bet was fully saturated with Essence.

Mechanics, for one thing. Also, fluff of the charm's physical characteristics and how it manifests/works.

The PRT doesn't have tons of customizable factory lines for a small-time project like this, but some basic 'trick' (sedatives, trackers, smoke, flashbang, EMP) arrows are a common enough request that there are a healthy supply of them for Wards that can be ordered - these already exist, and while we could certainly improve them on our own to pack more of a punch, they're pretty good as-is. Since containment foam grenades are still being worked on to make them mass-producible (one of the Guild's projects with Masamune), containment foam arrow heads would need to be hand-crafted.

We gained 26 XP from Art, Omakes, and Reviews between 6.6 and 6.7. Whoops.

14.5 XP, I think.

While very humorous, we aren't the first Tinker - let alone first Ward Tinker - to try sneaking high-powered weaponry through the PR and Tech Reviews. Even systems that are ostensibly used for propulsion would get nixxed if they could just as (or even more ) easily be used as lethal weaponry. Worse, Tech Review keeps things until they CAN figure them out... which means we'd never get wonky essence-powered gear through them.
That isn't to say that we can't make super-awesome lethal weapons for use in Endbringer fights, they just need to be completely separate from normal gear and be explicitly delivered to the PRT for lock-down until situations arise that mandates their use (like Kid Win's giant floating cannons in canon). Constantly building only-lethal weaponry, however, is frowned upon; PR wants to promote the Wards, and building an unending supply of death machines is not very PR-worthy. +1 XP!

Fun stuff to think about if we had Personality Override Spike! I'm honestly not sure of what would happen if we POS'd an Endbringer, as the charm itself doesn't talk about what happens if you try to use it on a non-human intelligence. Also, consider that the body of an Endbringer isn't actually them - it's just a quasi-organic suit they're wearing around their core. Spacewhale Warstriders, gooooo! +1 XP!
POSing Crawler would have been fun though.
Or all of the S9, after they invaded a quarantined BB; dissipate into a swarm and coalesce on top of them.
Might be worth an omake, after I finally get the idea currently nagging me committed to paper.

RESPONSES TO OTHER POSTS/DISCUSSIONS:
I'm just picking this message to quote to comment on the Argument About Drones that was had a while back, but here's my thoughts:
- Even in the relatively peaceful Philadelphia, there are still far more weapon-carrying individuals and casual violence is significantly higher than in our world. Superpowered Gangs have no compunction against shooting down random drones that happen to piss them off at the moment, and plenty of capes capable of flight means that people are more likely to 'look up' these days than usual.
- Bezalel gets away with his city-wide drone usage mainly due to the fact that the drones look and behave like real birds until you get up close. The one we absorbed was a copy so we're still missing pieces of how he makes originals, but there is a complex Artificial Intelligence housed in them that is unlike anything else we've seen. This will be brought up in Arc 7, but is worth thinking about.
- Drones are a possibility, but would require lots of time and dedicated tinkering. This means ignoring many of the other issues that are pressing at the moment, so... choices!
- Good to have confirmation.

So we really want to prioritize getting ahold of original samples of his drones.
We probably won't have the time to tinker, but just increased knowledge of AI coding might be applicable to dealing with our Saint problem.
Maybe trade him IEU for a couple hours.

We don't actually have to choose.

We can take both, and switch as necessary; Archery/Firearms means we don't have to train specially for either.
Just use the bow for indirect fire with specialty munitions.
And the merchandising department will be pleased at the prospect of selling models with different equipment loadouts.

Good thing we can administrate; our deadliest weapon is our mind and voice, after all.

Yes, most police cars in the US have at least a shotgun in their car, if not more. In the Wormverse, the proliferation of small arms is even more thorough than it is in real life; it IS the Apocalypse, after all.

Camden's circumstances seem like they would predispose to Trigger events; it's relative lack of capes suggests that the first thing any parahuman with a marketable power does is move out.

Alexandria is a weird case of a constant Shaping effect to prevent any changes to her form. What's more important about the injury is that Alexandria's power didn't just fix her back; this is who she is now. Since Alexandria doesn't have a soul or essence to tell the tale of how she originally looked, the Charm would look at Alexandria and say, "she's fine, what are you talking about?"

As you might have noticed if you've read the SAINT MUST DIE thing, I wholeheartedly approve of Clarity used properly.

If everything was consumed then no shinma would exist, but as the shinma define concepts by opposing them, wouldn't that mean that the second that oblivion consumes everything that a new world would be created? The shinma of existence defines existence by not existing after all. After that all the other shinma might come back into existence, or maybe even new shinma. Now this doesn't help us at all but at least if we fail a new world might come into existence, or I could be wrong. I am going of half remembered things about the shinma I heard second hand.

For a lot of things for example the Wyld i believe they are shrinking in an infinitely sustainable way, they are constantly shrinking by a constantly shrinking amount, or to put it another way: exactly half of the wyld is devoured by Oblivion at a set interval.

Given that no two Case 53s are the same, who knows?
It might be something as simple as installing an off-switch for their powers for some(Newt), or rebuilding their entire bodies for others(Sveta/Garrotte).
I'm not an Exalted expert, so I'm not the right person to ask.

Re: Clarity mode: I enjoyed it a lot, as it added flavor to the character, and it seemed a reasonable occurrence once the mechanics were explained. Also, I like Heroic BSODs of all flavors, so...

As for the Youth Guard... we've been warned pretty directly that they're going to be keeping a very close eye on us out of the belief that we're overworking or somesuch. What exactly is their grievance, and how can we best mitigate it so it doesn't become a problem down the line?

Not too explicitly. Then again, he had a disappointingly short screen time. I've always wondered what might have been different if he had lived, but he was dead for quite a while before the series started. The laser-guided smurf bomb just took a year or so to catch up to him.

Because we're too focused on SAVING THE WORLD and not spending enough time relaxing and being a kid and hanging out with people our age.

It depends on the information he has, whether theoretical or factual, but he can plan around unknowns, if not as well as known factors. Cauldron had entire shelves full of contingency plans(except they didn't have a plan for Case 53s revenge)

What he needs is essentially some kind of super detective to gather information, someone to guess at unknown information, and someone who can talk to him without setting off his OCD. And a clear objective
